Going to make a command decision. 00:00:01
Stephanie, what's the Wi-Fi password? 00:00:14
Isn't it Hall? 00:00:20
Call Wire. 00:00:28
Like. 00:00:34
Open. 00:00:36
Yes. 00:00:41
Yes. 00:00:46
Oh, did you say we're ready? 00:00:50
OK, I'm going to call the City Council. 00:00:55
To order on January 4th. 00:00:59
We will dispense, I shouldn't say dispense with the pledge, but we have already done the pledge once tonight, which I think is 00:01:02
adequate. So we'll move right to public comment and I will say that we do not have any public hearings this evening, so. 00:01:08
Trudy, if you want to come up and talk about the library, we'll open up public comment and then anybody else that wishes to 00:01:16
address the council can approach after treaties done. 00:01:20
Thank you. 00:01:25
And I'll try to make the meeting too much longer, but we've had a lot of really great new things happening in the library. 00:01:27
Obviously will be closed on Monday the 15th for Martin Luther King Day and. 00:01:33
Winter Reading has started and it goes through the month of January. So from sign up to sign up on your Green Stack app. 00:01:38
Some of the programs we've got going. 00:01:44
For our preschoolers, in addition to Story Time every Tuesday, we're going to add Silly Song and Dance at 10:15 on the 4th 00:01:46

For our teams, in addition to teams time every Thursday at 3:00, we're going to have chess club at 3:00 on the last Wednesday of 00:01:56
the month, last the 31st this month. 00:02:01
And we're also still looking for people who want to help people learn how to test, so you know how to play and would like to come. 00:02:06
We would appreciate that. 00:02:09
For adults, in addition to yoga on the 1st and 3rd Saturday 10/15. 00:02:14
We're going to have Wellness explorations on the 4th Saturday at 17, so that's January 27th and January. 00:02:19
We're doing sound healing in January. 00:02:26
For families, in addition to game night on the second Mondays from 5:00 to 8:00, we are also going to have slumber story time. 00:02:31
That's on the 2nd Wednesdays at 7:00 PM. It's been coming there jammies and have story time then. So that will be January 10th 00:02:40
this month. 00:02:43
And family film Saturdays. That's the third Saturday at 2:00 PM, so January 27th. And this month we will be showing Minions The 00:02:47
Rise of Blue. 00:02:52
We have a new Createspace coordinator, so we will be having a weekly Createspace. 00:02:59
We'll have Maker Mondays, the first Monday starting in February. That's three to six hours you can come. 00:03:04
You can learn how to use some of the equipment that we have there. She'll have something special so you can come in and learn it 00:03:10
and take something with you. 00:03:13
The second two things starting next week, that's. 00:03:18
We're gonna have a crafter space at 2:00 PM. Excuse me, that's at 7:00 PM. 00:03:21
It's on January. 00:03:26
This time it's an adult crafting program, and they. 00:03:28
Felt. 00:03:31
I have a picture. It's really adorable. 00:03:34
We will be doing the third Tuesdays will be tinkered Tuesdays at 4:00 PM. That's January 16th this month. That's if you want to 00:03:37
learn how to create your own 3D print jobs instead of just copying something Thingiverse if you want to have splice and do the 00:03:42
whole thing. 00:03:46
She Can teach you 4th Tuesday starting in March. Will be thrilled and she'll book club. 00:03:52
More to come. And when there are 6 Tuesdays, she will be doing tea and tiny things at 7:00 PM. That's for adults as well. It's on 00:03:56
January 30th, and she makes it the most adorable. 00:04:02
Itty bitty things that you have ever seen and she will help you make. 00:04:08
And then? 00:04:12
Notable things we're doing in January, we've got Roger on microphones. 00:04:14
Saturday, January 20th at 11:30 and a little Hitler, how to grow your own. 00:04:18
And on Wednesday, the 20. 00:04:22
We're going to have a program on how using the lock stone kit screen. 00:04:25
It's with in conjunction with Happy Healthy, Holiday in Around Health Care and United Fire and you will learn how to use a lock 00:04:29
circuit and you can get stuff to take home with you so that you feel comfortable saving somebody. 00:04:34
And that's what we're doing at the library, January. 00:04:41
Any any questions, ret? 00:04:45
Thank you. Thanks for coming as always. 00:04:49
Anybody else for public comment? 00:04:54
OK, with that we'll close public comment. Move to item number 4. This is the appointing of Mayor Pro Tem I've already. 00:04:59
Spoken with Councilmember Durham to see if he'd be willing to Did I speak with you? 00:05:06
OK. And you said yes, right? 00:05:13
Resolution 2024-01 appointing council Member Matthew Durham as mayor Pro Tem. 00:05:17
We have a motion, the 2nd Appointing Council Member Durham. 00:05:27
Councilmember Brewer? Yes. Councilmember Durham, Yes. Yes. 00:05:31
Councilmember Gray Yes, that's the right bug. Good job. 00:05:38
Thanks. Thanks for your willingness to serve, Matt. Appreciate it. 00:05:46
So item number 5 is in our pack. 00:05:53
This is a dedication of public Street, I believe into the. 00:05:57
Off of King's Row, John, you want. 00:06:02
Kind of go through this with us and see if there's any questions. It seems pretty straightforward. 00:06:06
Very unique but straightforward holiday. Never has had an opportunity to accept dedication of a public St. 00:06:14
Since we've incorporated, this is your first. 00:06:20
Opportunity to do this. 00:06:22
It's done a lot in other cities, not so much around here. Lots of private lanes are dedicated, but not a public St. 00:06:25
If the council recall Lynn Fall of last year. 00:06:32
Rezone of this property from P to R110 was approved. 00:06:36
The developer has been working with the Planning Commission the last few months. 00:06:40
To develop the subdivision arrangement that you see in your pack. 00:06:44
For the 10 lots for Wheatman. 00:06:49
And the proposal is to continue Delaware Lane east and West at a 50 foot wide width. 00:06:53
Connecting the streets within the subdivision Plat. 00:06:59
Initially, the developer elected to have a cul-de-sac and with a dead end. 00:07:04
However, during through through the public comment period. 00:07:09
It was found that the community really quite enjoyed having cut through through that area and. 00:07:13
Brought up a very fairpoint. 00:07:19
Changing the traffic patterns. 00:07:21
Get new cars, you know, daily, rather than going through the church parking lot, cutting around. 00:07:24
The block to get out to Kings Row or up to Highlands or Highland Circle. 00:07:29
Applicant was. 00:07:36
Eagerly willing to make that street dedication go all the way through, and actually gave him an extra lot in doing that because 00:07:38
the configuration was odd around the cul-de-sac. 00:07:43
Our Public Works department and specifically Jared Launch has looked at this. 00:07:49
Right away with he'll specifically be looking at how the road is constructed. 00:07:53
So that it meets public works standards for a public Rd. 00:07:58
And which will include 20 or 50 foot wide width includes. 00:08:02
About 25 foot, half width asphalt curb, gutter, park strip with street trees and sidewalk. 00:08:07
A full public improvement? 00:08:15
So staff, and specifically public work, does recommend approval of the dedication of Delaware Lane. 00:08:18
Could you explain the financing of that also, John? 00:08:26
The financing side. 00:08:29
So I think what you're referring to is the maintenance side of that street. And yeah, well, the construction of it, I mean, is it 00:08:32
impact fees and what how does that all work in this case? No, the developer will specifically take on the cost of the construction 00:08:36
of that road. 00:08:41
There'll be a bond that will be put forward to make sure that we have a two year guarantee of the improvements that are put in. 00:08:47
That will be released over a period of time. 00:08:55
And then it's completely in the cities to maintain. And so the developer was the initial construction costs in the city just 00:08:58
maintained essentially. 00:09:02
Thank you. 00:09:08
It's pretty straightforward. 00:09:12
Yeah, well, that's in my district, so there's nothing further. I'll move approval of resolution 2024, Dash O2 accepting the 00:09:14
dedication of a public St. as described. Second. OK motion and a second. We'll go to vote on this one council member. 00:09:22
Brewer. Yes. Yes. Councilmember Fotheringham, Yes. Else. Member Clinton, yes. Councilmember Gray, Yes. And chair votes, yes. That 00:09:31
dedication is approved. Thank you. 00:09:36
I think the developers here, so thank you as. 00:09:42
Wait, you don't want to stay for the rest of the council meeting? 00:09:45
OK, in your packet. 00:09:58
Are the assignments that we typically go through for the year. 00:10:00
Is that what we're right in the right spot? Yep. OK. So we just kind of want to walk through these and make decisions on who's 00:10:07
going to be doing what if we want to change any out. 00:10:11
I know it's down at the tree committee today. 00:10:18
They really like math. 00:10:22
But we can go through these real quick and just see where we're ending up. 00:10:27
Mayor Pro Tem, we've got the RDA chair and vice chair we have not appointed yet, but I have reached out to a couple of the members 00:10:31
and we'll plug them in after we get the vote. 00:10:37
When we go to the RDA meeting the Association of Municipal Councils. 00:10:43
Hi. Were you doing math? Are you still doing that? Yeah, they they beginning of the year they'll kind of set out a schedule and 00:10:48
ask for ideas of what to have meetings on and and wait for your sake this is a it's a I don't know if it's entirely geared towards 00:10:54
newly elected officials it seems. 00:10:59
Certainly. 00:11:05
That's who would benefit most from it. It kind of fizzled, I guess, for lack of a better way of describing it, this last year, the 00:11:07
last several months, but there was just an e-mail that went out asking for new ideas for this year. So I think it's still going 00:11:12
and they're. 00:11:16
Trying to change I think identify a better location to hold it and that kind of thing. But their plan is to still hold it monthly 00:11:21
and it's still. But I know historically that's been the case that usually it's a newly appointed council member that gets on to 00:11:26
this. So if you're willing. 00:11:31
I I would usually zoom in that it was led to consider inheritance. So it's kind of a long ways out and they were doing it in 00:11:43
Herman for a time and then I think they're doing. 00:11:47
And anything. So I would usually zoom and zoom in and now that Murray cities. 00:11:52
City Hall is redone. 00:11:56
Center of town. 00:12:00
OK, Cog, I'm going to stay on that one. I think it's important. 00:12:05
But I serve on that committee, plus I chair the public works committee still, which is, I think, also important, and I'm going to 00:12:10
stay in that position as long as I can. 00:12:14
The youth City Council I know Drew's been serving. 00:12:19
I don't know if you want to continue to serve, if any. I think part of these two, if somebody feels strongly about, hey, I'd love 00:12:23
to throw my hat in the ring on that one. 00:12:27
We've never had any knock down drag outs on people wanting to cling to any of these responsibilities, so. 00:12:31
I don't know if, Drew, if you want to continue, if you think it's time to pass the baton. 00:12:38
What are your thoughts? 00:12:43
Actually what I would like to do is finish out this school year, so through. 00:12:45
With my. 00:12:52
Grandkids coming to my house often after school. It's that has been a little bit tricky. 00:12:53
So if I could finish out this school year and then maybe pass the baton, I know this isn't the right timing. 00:13:00
For next school year, maybe have somebody else take a look at. 00:13:07
Yeah, so maybe we revisit it. I know, I know. Next year for the youth council. 00:13:11
I think that they're going to try to keep a lot of the kids in place and then open it back up and so have it kind of continue 00:13:17
through the summer. 00:13:21
So maybe we bring it up in May and see if somebody else would want to take it out at that point, but right now we'll just. 00:13:26
Keep you plugged in. OK. That would be great. Thank you. OK. Mosquito abatement is that tie? 00:13:31
And you're still in that term? Uh-huh. Yeah, I started about six months after taking office and it's generally a four year, four 00:13:39
year term. So it would extend beyond four years that I would be in office unless I run again essentially. 00:13:46
OK. 00:13:55
Legislative Policy Committee currently that's me, Gina and Paul, I believe. 00:13:57
I'm not sure there's any reason to change that at this point. 00:14:04
Fact you just kind of barely got, yeah. 00:14:07
So we'll just keep that in place for now. 00:14:10
UFA, we're going to vote in a minute. That's going to be Paul replacing me on the UFA board. 00:14:14
That announcement was made at the benefits and comp committee meeting and so that transition will actually take place will appoint 00:14:19
tonight. We have to point view resolution and then all sit in beginning of the first meeting in January which is I think the 15th. 00:14:25
Unified Police District. I'm going to stay on that one. 00:14:33
Until. 00:14:37
I leave. 00:14:39
I think I mean just as a statement, I think. 00:14:43
That you know those. 00:14:47
That comprises about 50% of our. 00:14:51
And I think it's really important that the mayor actually serve on both of those boards. 00:14:54
But I've been on the FA board for 10 years. It's in great spot and I think it's a great time to. 00:15:01
Get some more, some more experience with council members on the FA board, but UPD's in a different spot right now, so I think 00:15:06
we'll keep that as it is. 00:15:11
Wasatch Front Waste and Recycling Dan served on that committee. Dan is no longer here. We do need to make an appointment at our 00:15:17
next count. At our next vote on the 18th. We need to appoint a new member to Wasatch Front. This is an important board, I think, 00:15:22
for us to serve on. 00:15:28
What? What day and time? 00:15:34
When do they do that as? 00:15:37
Is it? Is it? AI think it's a morning meeting? 00:15:42
Yeah, it is. 00:15:46
Uh-huh. 00:15:48
Where? Where do they need? Where's their? 00:15:54
Monday at 9:00 AM. 00:16:05
I'd be happy to do that one. 00:16:10
I'm interested in that one, and I'd be willing. 00:16:13
Hate even. 00:16:16
I'd be willing to transition the Arts Council. 00:16:19
It might be a good time. I love the Arts Council and I could just stay on that forever. 00:16:23
But also feel like I'm hogging it over. That's the best one. Well, look, and there's also a new. 00:16:27
Executive Director, So it might be a good time to consider a change. 00:16:37
Don't want to, but I witnessed Eileen this and the directors. 00:16:42
Sorry this in the director Megan Adamant. 00:16:47
Could I could I make a counter argument? 00:16:51
What? So let's get watch that front ways to recycle and then go down to the Arts Council. I I agree with you if there's somebody 00:16:55
that really wants to serve on the Arts Council. 00:17:01
But in light of the fact that we've got a new Arts Council director and in light of the news that we received today. 00:17:07
And in light of the fact that you love the Arts Council and I hate to leave, I would hate to have you leave. 00:17:17
Now OK. 00:17:22
Well. 00:17:27
I think. 00:17:28
Yeah. So I'm not sure if everybody knows but Kathy Murphy. 00:17:30
Passed away very unexpectedly. 00:17:34
And. 00:17:38
Kind of a rock of the volunteer. 00:17:40
Very much concert series. 00:17:44
And so I would love to have the stability of your liaison with that Council, at least for another year. 00:17:47
If you don't mind, I do not mind at all. I just wanted to offer an alternative. 00:17:55
Because I've been hogging it and it's awesome. 00:18:00
OK, so we're gonna keep cool there and we're gonna circle back to watch that front waste and recycling. 00:18:04
I have been willing to do that, but I don't want to take it if you really want it like I. 00:18:10
Fine either way, yeah. 00:18:14
I probably should not then because because I got just picked up UFA. 00:18:20
And if I were retired, I'd just pick them up both. But I still have a full time job, so I probably shouldn't take too many. 00:18:25
Regular business hours ones and regular business hours are easier for me. So that works great. And Emily, as we go through this, 00:18:32
this is one that I would consider doing as well. So if we go through and if there's others that look of interest to you and just 00:18:38
as we balance it out, we can reposition as we get to the end here we need to. 00:18:43
Community renewable energy is true. That's not changing. 00:18:50
Tree committee liaison has been met and Matt, you've been doing that a long time. 00:18:54
So I mean. 00:19:00
Like, I think I feel kind of like, oh, I really like it. I like the people I like to. 00:19:02
The mission. But I also don't want to hog at it tonight. It's a good committee, yeah. 00:19:06
I suppose he's saying I feel like it unless. 00:19:13
Not opposed. 00:19:15
I'm not opposed. 00:19:16
I like trees, and I like that you like trees. 00:19:18
So the. 00:19:31
Arts Council, that historical Commission is an open one. 00:19:33
Let's skip that one for a minute and Justice keep going to Happy Healthy Holiday. Matt, you're serving on that one right now and 00:19:38
that's just kind of starting. So let's keep that in place. 00:19:42
Rotary, I'm not even. 00:19:48
We need a liaison, but we had a liaison. 00:19:50
Who hasn't been? Was it down or? 00:19:55
Joanie Night attend a lot of the meetings and Drew was on it before I picked it up. Primarily because they're they're they're 00:20:00
dinners were at the Cottonwood Club which is 90 seconds from my house and as soon as I joined they changed them. 00:20:07
But they're they're a great group and I I'm delighted to continue but or if you wanted to do that as in your district essentially 00:20:17
because they meet here now. 00:20:21
Instead of down there. 00:20:25
I would be happy to. I mean, I'm also happy because. 00:20:27
Does it anyway and unless somebody. I think we've got it filled with just me and Joni, but if somebody else wants to do it. 00:20:32
Well, I can keep doing it too, because I. 00:20:40
Just put in my recurring and monthly donations. 00:20:43
Yeah, I mean, I unless you really want to do it, if it's not an added burden to you, like I say burden, but you're going to be 00:20:49
there anyways and. 00:20:53
No, I'm fine. You can attend when you want to attend. We'll have it covered. 00:20:59
We got it covered. 00:21:06
Audit committee has been myself and Paul. 00:21:09
Once a year meeting. 00:21:13
If somebody wants to get on that, I think we could even add somebody if we wanted to. I think we could. 00:21:16
I think and we'll talk more about this next week, but I think we benefit from Paul's professional. 00:21:23
Expertise in that role, so I would like to keep him on. 00:21:31
That group. 00:21:37
And I would like to stay on that committee. 00:21:40
I ended up having to look at it all anyway, and I just didn't look at it in the committee prior, but I don't think it would hurt 00:21:43
to have another member of the council. 00:21:47
Sit on the committee short of. 00:21:51
If somebody's interested. 00:21:54
Tell me what that covers just the the city budget or what? That's what the audit. So basically, if Gina, why don't you? 00:21:57
So it's really focused on our financial statements. So what happens at the end of the budget year and we have an external auditor 00:22:06
come in. 00:22:11
Look at our financials and then prove sense our final financial statements. 00:22:17
And so that group really reviews both the audit and then our internal controls. 00:22:23
Yeah, So if somebody wants to join with us, we'd love to have you. 00:22:34
But it's not necessary. I think Paul and I sit with Gina and our auditor and kind of go through it and then we we kind of bring it 00:22:39
to the council and and and highlight. 00:22:43
Any issues we think the Council really should be focused on as it relates. 00:22:48
The city financials and the AUD. 00:22:53
I would be interested in that I can. I confident I lack a lot of expertise that I would just be interested in learning, so I don't 00:22:56
think I would. 00:23:00
Necessarily it's A and it's only. 00:23:04
One tiny year. 00:23:08
So we'll add you to that one. 00:23:10
Interfaith Council I'm on and have continued to be on, but I'm happy to. 00:23:14
You know, if somebody was passionate about serving on the Interfaith Council, I'd be happy to. 00:23:22
You know, relinquish that. I would probably still attend most of the meetings. It's usually every. 00:23:28
Couple of months and most of the effort is. 00:23:34
Centered around. 00:23:38
The interface service that occurs in Nove. 00:23:40
And and managing that, although they're expanding a little bit and wanting to do more service work. 00:23:43
But I wouldn't want to give that up unless somebody it's like the tree committee. 00:23:48
Well, I love it. Also, you and see the primary event, Thanksgiving. 00:23:53
Since you're seeing that event, you should stay on that. 00:23:59
Yeah, I'm happy to stay on it, but if somebody said I'd love to serve, I'd put them in there and I'd probably just still attend 00:24:02
the meetings. 00:24:05
OK, gotta go back to the Historical Commission. That's a big hole. 00:24:12
I think this one's a big one. 00:24:17
It's an important position. 00:24:20
I think Dan was doing a good job. It's a we got. 00:24:23
Big projects coming forward with the historical walk. 00:24:27
That development and. 00:24:32
The city stuff that's coming up to the inside, the displays and stuff that's all part of this first Phase I think. 00:24:36
And we've got somebody selected, so now they're going through. 00:24:44
Development process to get a bit out? I think so. 00:24:47
Working with historical Commission is going to be very important, so it would have to be somebody that really. 00:24:51
Is interested in that? When do they? 00:24:57
I. 00:25:00
Tuesdays. 00:25:03
2nd Tuesday at. 00:25:05
You still do. You still go to that a lot, Holly, Like every no. 00:25:11
Yeah. 00:25:19
She picked that. 00:25:20
The arts and cult. 00:25:23
Coordinator. She's picked up the Historical Commission, too. 00:25:25
We still need to have a liaison from the Council on that committee. 00:25:28
I don't know if there's anticipated it's still be much done fundraising lies towards the match that we're doing and stuff like 00:25:32
that. I I would be happy to be involved with this committee. 00:25:37
If the Council would like. 00:25:43
Opposed to trying to fundraise or those types of things. That's fabulous. 00:25:45
So OK. 00:25:51
The only other plug I have. 00:25:55
The community council liaison. So, Emily, we have been. 00:25:58
Pretty committed to providing a liaison from the council to the public schools that serve the community. 00:26:07
And we usually have 10. I think it depends on the council member. Some are better than others, like Drew. 00:26:14
Think a lot more than. 00:26:19
But Oakwood certainly would be one that would fall within your district and then just be reaching out to their community council 00:26:23
chair. 00:26:26
I have students at Bonneville and Cottonwood, so. 00:26:30
Easy for me to do too, but I know, I know that one of those in your district, right? 00:26:33
OK. So I don't want to take that from you if that's what you're doing that. 00:26:39
Well, and I've been doing Cottonwood, yeah. 00:26:43
If you want to do Cottonwood, I'm happy to do Cottonwood. I would do Cottonwood too, because my kids are. 00:26:46
10 years out of C. 00:26:52
My youngest and so I'm a little old. Yeah, I'm happy to do my. 00:26:54
Yeah, so you have kids that want to go in common. 00:26:58
Right. But if you're interested in doing both, it's up to you. I'm. I'm happy to do it if you. Unless you want to do it. No, I 00:27:04
have difficulty going to it. Actually, that's easy for me to do. I'm there all the time. Yeah. Which one? 00:27:12
I hate to give you 3. 00:27:20
I don't know. Three is doable like that. Three. Yeah. I mean, I because it's not every month, right? It's just every couple 00:27:28
months. So if I just wrote every three months, yeah. If I just go once a month, that doesn't seem and most of it's just going and 00:27:33
and. 00:27:38
But sometimes you get involved like we have a Oakwood, but that doesn't seem like that's. 00:27:43
No, but when it does occur, it's it's very helpful that we have. 00:27:49
Relationship relationships with them because we've helped in a number of occasions. 00:27:54
Important problems for them because we have a great relationship with Granite School District too. Yeah, no, I'm happy to do. 00:27:58
That's easy, OK? 00:28:02
I think that's. 00:28:10
Oh. 00:28:14
How many? How many did you end up past the year? 00:28:16
I've got the Association of Municipal Councils for audit committee and then the School Community councils, so I don't know what's 00:28:20
normal but I'm fine either way. 00:28:25
I yeah, I think, I mean, if you wanted to do the mixer cycling. I don't. The the community council ones are pretty lightweight. 00:28:29
The association of municipal councils is pretty that's that's really just, it's like really pretty historical council, which seems 00:28:39
like that's going to be a big one. So yeah, I'm happy to do that. I think that'll be a great one for you too. 00:28:44
OK, thanks for letting me keep yours, Council. What is what is the CG stand for there? Council of Government, Council of 00:28:52
Government. So it's a. 00:28:58
Actually a legislatively formed body. 00:29:05
And that it's the county. 00:29:08
All of the county mayors usually sit on that. 00:29:11
Trying to think of who else, but a lot. 00:29:16
Yeah. 00:29:22
And they actually. 00:29:25
Yeah. 00:29:34
It's a significant position, yeah. And they meet quarterly. 00:29:36
No, that's great. I'm not. I'm not vying for it. I was. 00:29:42
Good. 00:29:46
All right. I think we're set then, right. Can I just ask so? 00:29:48
Logistically, do do we reach out to these bodies or they get our contact information or how do we? 00:29:52
Yeah, association musical councils and then all the those community councils for the school. 00:30:03
Before what you have for the association, I can, I can get out to that. I'll probably still attend those. Sometimes it just 00:30:09
depending on what's being. And then I think you could reach out to the council chairs so the other ones are reached to me and I'll 00:30:15
just show up to the school. Sounds great. 00:30:20
I have the list from DAR. 00:30:27
At Granite School District and I'll forward that to you for all the schools, but that one, you have to be proactive. 00:30:30
Yeah, if you don't find out when their meetings are, but you may, it's usually on their websites. Yeah, I think. I think I'm on 00:30:38
the daily list for most of them. So do you have your city of holiday e-mail yet? 00:30:43
In product. 00:30:49
OK. 00:30:52
OK, we are on seven. OK, this is just we just need a resolution to appoint Paul to the Unified Fire Authority Board. 00:30:55
Mayor, I move, I move that we adopt Resolution 2024-3, appointing. 00:31:09
Paul fathering him to the unified fire authority. 00:31:15
Second. OK Motion is second Council Member Brewer. Yes. Councilmember Durham. Yes. Councilmember Fotheringham. Yes. Councilmember 00:31:19
Quinn. Yes. Councilmember Gray and Chair Roches, Congratulations. Thank you. 00:31:25
You'll love working on that. It's a great, great organization. 00:31:32
OK, Gina, just a couple of things this evening for the council. 00:31:38
So the legislative session, which I know we're all excited for, starts January 16th. 00:31:44
And at our legislative. 00:31:51
Pre session briefing, Dave Scott afore talked about the emails that his office sends to our legislative group each week and that's 00:31:55
Foggart's earlier in the week with an e-mail to. 00:32:02
Staff and then any council members that want to be part of that conversation. 00:32:09
So I think last year Drew was on that list and Matt I believe. 00:32:16
Umm, with the change in Paul being part of LPC, I think you should probably be part of that group as well. 00:32:22
I'm just curious whether everyone wants to be involved. It can get the list, can get a little. 00:32:32
Lengthy, but And the emails can get a little lengthy. So we could send out the summary e-mail to you in the same way that we're 00:32:40
sending it to legislators. 00:32:45
Or you can see the. 00:32:51
The whole shipping, and that really depends on what you'd like whether you want to be part of. 00:32:53
The detailed emails are just the summary e-mail. 00:32:58
Through the summary, emails also go out every week they do. 00:33:01
Gina, would it be helpful to have more people involved? Or it depends on how? 00:33:05
From my perspective, if there's an issue that we will need council feedback on, we'll bring that to you weekly and that will be 00:33:13
part of an item that both Todd and I will bring to you if there's significant land use issues for sure. 00:33:21
If council members have a particular interest, if you're serving on LPC, you might want to be part of that. Otherwise, I mean, I'm 00:33:31
thinking about. 00:33:35
Feedback. It might get a little overwhelming just given the number of bills that there are. 00:33:41
I'm happy just getting the summary. 00:33:48
All right, summaries all around. 00:33:51
Second issue that I wanted to raise with the council, we talked a little bit about happy healthy holiday earlier. 00:33:55
And an opportunity has arisen for that group. 00:34:04
And the city to apply for grant funding. 00:34:10
From the opioid settlement that we we were a party to last year. 00:34:13
That will provide funding for a two year grant funded position. 00:34:20
And that would be, we're not clear yet whether that would be a part-time position or a full time position. 00:34:25
But it would be designed really to focus more on prevention in our community. 00:34:33
More than mitigation? 00:34:38
So it will. 00:34:41
Generally it would be looking at areas, the areas of mental, emotional and physical health in our community. 00:34:43
Is the council all right if we try to obtain grant funding for that position? Is there matching money the city needs to provide 00:34:52
that position or is it all? 00:34:57
Generally in favor of grant money because it's someone elses money or rather. 00:35:07
You know, money we don't otherwise have access to. Would would it result in a position? 00:35:14
Require ongoing funding after the two year at the end of the grant. So I'm going to let Holly come. She's been much more involved 00:35:20
in this. 00:35:24
And that would be at your discretion, but that would be the intent is that after the grant runs out that would be something we 00:35:30
would continue to fund. So similar when the Executive Director position was formed for the Arts Council, we got a grant, the 00:35:37
acronym is LAA and I don't know what it stands for, but we got a three-year grant to kind of kick off that position and then of 00:35:44
course when that sunsetted we took that position on. 00:35:50
So that's a big consideration that if we want to go after the grant or not is because it is kind of making a commitment. 00:35:58
In a more permanent. 00:36:05
Staff position. Don't know you already have a position that's sort of similar that mental health counseling person in our UPD. 00:36:07
Budget and would this be something that could subsidized or supplement, supplement that effort as opposed to being a separate 00:36:16
effort? 00:36:20
So we do have a detective that does mental health investigations and follows up with those who are struggling there, but I don't 00:36:24
know what the Nexus would be. 00:36:28
That grandeur. 00:36:33
It seems a little and not knowing a lot, but that seems much more direct service. This seems much more public health focused. 00:36:37
So looking at policies that we could and interventions we can design. 00:36:46
For prevention rather. 00:36:52
I know from the data that we've seen in Happy Healthy Holiday. 00:36:57
Substance abuse and mental health issues. 00:37:02
Actually really important in our community. They're one of the priorities that we're focusing on, so. 00:37:05
I'm tentatively. 00:37:10
Kind of in favor of going after the grant, I. 00:37:13
Would be helpful to know a little bit more. 00:37:18
The specifics. 00:37:20
And I think we have the the grant is due at the end of the month, is that? 00:37:22
Right. Well, it seems like this is one of those opportunities where we could give something a go and then if there were measurable 00:37:34
quality results, then that's something we use to decide whether or not we wanted to continue the program on our own dime. 00:37:40
Or if this was just a nice experiment but not seeing results move on sort of thing, so it seems like it's a fairly low. 00:37:47
Cost, you know, subsidized experiment we can. 00:37:56
Make you. 00:38:00
Not a lot of downside. 00:38:03
For me, I'd love more like examples of what you would envision this person doing that would be meaningful. 00:38:06
I, you know, you know what Matt said certainly has a lot of merit as far as. 00:38:14
Significance but. 00:38:18
I'm having a hard time thinking of what this headcount would do to meaningfully move the needle and. 00:38:20
I'm Larry, about the ongoing commitment beyond a couple of years also, especially if there aren't. 00:38:26
I don't know I want. I want to be able to see clear results. 00:38:33
So how big of a commitment would this be, actually? I mean, isn't that the word that you used to always a commitment? 00:38:41
Yes, I'm just going to shoot you for the two year grant period. 00:38:47
So would anybody get angry with us if we didn't continue? No, I don't think that there. I think the idea is they would want us to 00:38:52
continue with the position, but if we didn't think it was warranted. I think the tricky part right now is we're going through a 00:38:58
strategic planning process with happy healthy holiday and that process will inform what our community need is. But as Council 00:39:05
member Durham has indicated, what we've seen is there are a lot of mental health needs. 00:39:12
And one thing we're noticing, and you all probably see the same thing, there aren't nonprofits based in holidays that are 00:39:19
addressing these things. Not to say that our residents aren't accessing services, and that's one thing that we're studying in this 00:39:25
process. But one thing that Megan Bartley, who's our public health intern, she discovered there is literally no a a group on the 00:39:31
east bench. 00:39:37
That's accessible to our residents, so things like that that would make a difference, but we don't know definitively. 00:39:43
What the job But there are a lot of other health coalition's that have full time staff and several full time staff. 00:39:51
And so we know that there are things that could be done, but I don't at this point in time, Gina and I have talked, I don't know 00:39:58
if it's a full time position. I think part time would be probably where we would start. 00:40:03
And then whether or not it's justified for the long term is something the council could make a decision in the future on and their 00:40:08
focus is based on the grant requirements. Is that need to be specifically opioid focus or is it just more broad health and 00:40:15
Wellness or I think it's more broad, but I think because of one of our top needs is opioid addiction and deaths unfortunately that 00:40:23
result from overdoses. So that is actually number one on our list which is. 00:40:30
Alarming and something that we are taking seriously. Study that you did through Happy Healthy Holidays. Yeah, it's based on our 00:40:38
health data. 00:40:43
It's one of our top challenges, but if you look at the top five, they're all related. There's depression, suicide. 00:40:48
And anxiety, they're all elements that are common. You know, a person is experiencing all those things. But you know, my 00:40:55
recollection was, I think this is what Matt was referring to is. 00:41:01
It demographically, there were a lot of things demographically where you could see differences between our community and other 00:41:09
communities. 00:41:13
And in those areas, there wasn't any difference. In fact, we were in some cases higher like opioid. 00:41:17
But I get your position too tight as well. 00:41:25
Yeah, we acknowledge it. We think it's an issue. But what are they going to do? 00:41:29
And I would hate to. 00:41:33
Staff that becomes ongoing and one thing, one way to kind of look at it and Councilmember Durham is part of our happy, healthy 00:41:37
holiday coalition. 00:41:41
Because that will inform what they do, but it's kind of a similar staff support role that we see with our other committee 00:42:19
structure and you're looking for more of a public health background like a person. 00:42:25
I mean, this is a way to sort of try it out. 00:42:32
We can do it for a couple of years and see you. It makes a difference and we don't have to apply for the grant. If you know if we 00:42:36
go through the strategic planning process and then we do decide that we do want to add a part time person, we can make that 00:42:42
decision in the future. It's just the grant is right now. 00:42:47
Kind of crummy timing because. 00:42:53
Not quite there yet, but it is an opportunity and we could apply and maybe we get it or we don't. We might not more, we might know 00:42:55
more. 00:43:00
When the grant decisions are made, and I'm unfortunately we don't have those details right now, I know it's kind of. 00:43:04
A premature conversation, but we just wanted to run it by you all first, so we don't go. 00:43:11
Too far down the road without support. Presumably you wouldn't be asking this if you didn't think it was a good idea. And have the 00:43:16
bandwidth to apply for the grant and those kinds of things, Right? We can apply for the grant, yeah. Megan Bartley, who is our 00:43:21
public health intern. She's a PhD student at the University of Utah. 00:43:26
She writes grants all day long, so she will. Yeah, she'll write a really good grandpa's if we want to do it. 00:43:32
Well, I mean, yeah, as long as we can measure. 00:43:40
And acknowledge we're not going to make a long term commitment until we can see the data that flows from it and then we can make a 00:43:44
decision whether we. 00:43:48
Keep it going is ongoing or not, And if the grant guidelines say you are making a commitment, we will come back to you. Because we 00:43:54
don't. We won't pursue that without your blessings. Perfect. 00:43:58
All right. Thank you for that feedback and then the final issue I wanted to raise. 00:44:05
Last summer, during our budget conversations, we briefly touched on the idea of. 00:44:12
Some or all council members. 00:44:19
Going to the National League of Cities Conference. 00:44:23
In March and. 00:44:26
Washington, DC And as I recall at the time there was Councilmember Quinn was interested and there was not a lot of other interest 00:44:28
among other council members. So I just wanted to check in and see where we are and whether I think at the time the council was 00:44:36
comfortable with Council Member Quinn. 00:44:43
Going to the conference if you'd like to, and maybe with some staff. 00:44:50
Just wanted to check in where the council is now and if you're interested, if anyone else is interested in whether we wanted to 00:44:55
make travel arrangements, refresh on the dates. Yeah, it is March 11th through 13th is the actual conference. There are a couple 00:45:03
of days before and I did, I'm sorry I didn't look at the calendar to know what days of the week that is. There is a couple of 00:45:11
there's an Executive Education day, which I think is March 10th. 00:45:18
And then we could also arrange for congressional delegation visits for those council members that make the trip. And do you think 00:45:27
it's helpful to have more people? 00:45:32
I think that really depends. I know last year Cottonwood Heights took their entire council. 00:45:38
I think Mill Creek took it three or four members. 00:45:45
But I think it really depends on the interest level of our. 00:45:49
I mean, I I'd be interested in in going if it's useful, but I don't think we need to make the expensive. 00:45:54
I mean, I'm totally comfortable with True representing us. 00:46:01
If that makes. 00:46:05
I would be very interested. 00:46:08
That I hooked on those things. 00:46:10
Maybe another year, I would be very interested. 00:46:14
If, yeah, I'm, I'm totally comfortable through representing us and if if you think, I don't know, I don't know what to expect to 00:46:18
come out of it, right. But yeah, if if, if you're representative, that would be wonderful. 00:46:24
Does somebody want to come with me? 00:46:31
Anybody. 00:46:35
I think if you'd like staff to attend, I think either Holly or I would be interested in Australia. 00:46:36
Why don't I look? 00:46:43
Calendar at work tomorrow and send you an e-mail. OK, that sounds great. 00:46:45
I think that'd be great. I'm yeah. 00:46:49
I'm not really interested in going, but I think it's great we're going to have people going. 00:46:53
Because we have not done that in the past, but you know, I've been great. 00:46:57
That kind of political engagement. So I think it would be good for the. 00:47:02
And if anybody wants to go, I think it's great. And you know, and I've talked to Gene about. 00:47:06
We're starting. I think we're starting. 00:47:11
Look into. 00:47:14
Professional development type opportunities. 00:47:16
If they're available to staff and whatnot, I think it's a great thing. 00:47:19
If you guys have time in your schedules, you can go. I think it'd be great. 00:47:24
All right. Thanks. 00:47:29
Can I just ask if there's anybody interested in the local official state it will be? 00:47:34
On the 17th. 00:47:38
What time of day? 00:47:41
It looks like it's just mostly the luncheon. 00:47:43
At no. 00:47:48
On the setting. 00:47:50
Of this month. 00:47:52
So I was looking at that and the agenda. 00:47:55
There was a scavenger hunt like it seemed. 00:47:58
So, Stephanie, where is the Youth council on this so far? I mean, I know that we've thrown it out to them, but. 00:48:18
Nobody. 00:48:27
Seems to be understood. 00:48:28
Yeah, yeah, I don't think. 00:48:35
It didn't sound to me like there was a lot of interest in it. In fact, I talked to one a little bit about it and he said he'd be 00:48:39
more interested in. 00:48:43
Finding an issue that. 00:48:47
That may be of interest to a number of the kids and actually going to a hearing or. 00:48:51
Engaging some legislators about it rather than going to the lunch. 00:48:56
So I don't think you're going to hear much in terms of interest in attendance from our youth council. 00:49:02
Is anybody going to go to the lunch? 00:49:09
I have a conflict that day and won't be able. 00:49:12
So when's the most beneficial time I would be interested in going? 00:49:16
For what's the luncheon is, and that's at 11, you said. 00:49:21
Networking. There's generally some kind of an overview of what they expect the issues. 00:49:27
Yeah, I will. 00:49:33
I'd like to go. 00:49:35
It's it. You said no. 00:49:37
Do we know where in the building it is? 00:49:39
Oh, OK. You don't have to park as one more time, one more time today that. 00:49:43
17th. 00:49:48
I'd be interested. 00:49:51
Remind me, does it extend past that then? Is there more training after It's just like a noon to 1:30 or two event? 00:49:55
OK. Can I just ask for the week next week? I think there's a couple of letter legislative. 00:50:02
Like preview days about is are. 00:50:08
Repetitive of what's going to be discussed at that meeting or is it similar Do you think do we need to be helpful to attend to all 00:50:14
of those or some of those? What do you think is? 00:50:18
I don't know what. 00:50:23
Maybe you know. 00:50:25
Legislative policy pre. 00:50:26
And that will be issues that are important to cities. 00:50:34
Figure picture of what we did. 00:50:39
So that one might be really helpful. OK. 00:50:46
You don't think that's going to be the same as what's covered at the? 00:50:52
OK. 00:50:57
I'm sure. I'm sure. OK. But it would be different. Yeah. Yeah. OK. 00:50:59
Sounds good. 00:51:07
Yeah, yeah. 00:51:09
On the 17th you said I could do that. 00:51:12
And it's just an hour. 00:51:16
Two hours 2, hours 2. 00:51:18
So I. 00:51:22
Formally registered. 00:51:23
Hello. 00:51:28
She's going to be going a little early. 00:51:34
And say I have four of them. 00:51:41
OK, we're going to council report. 00:51:52
Hi, do you want to start? 00:51:56
Sure, the only. 00:51:59
Real thing I'm. 00:52:01
Shocked at how much. I've just received a lot of phone calls over this issue that will be coming up on the 18th. Is that right, 00:52:04
John? The Half Acre lot on a corner of Sycamore Holiday Rd. 00:52:10
It's interesting. 00:52:17
Half acre can be very controversial. 00:52:19
So that's really I think as much as anything. My understanding on that too, John is that the staff report we might be able to get 00:52:22
that sooner than the Monday. 00:52:26
Of that week? And is it correct that I'm OK to share that with interested parties and not that type of a thing? 00:52:31
That will just be the public hearing. 00:52:43
Just. 00:52:46
Yeah, so I'm assuming that will be posted for a public hearing on the 18th. 00:52:49
And we'll. 00:52:55
I'm assuming we're going to get a lot. 00:52:57
Based on what you've just said. 00:52:59
I mean, I have a lot of people. 00:53:02
And then we'll discuss it in the work session and then I assume it'll be on the February 1st agenda for a vote. 00:53:05
Depending on. 00:53:11
Complicated it looks. 00:53:13
But it sounds not complicated. It just sounds emotional. 00:53:15
So. 00:53:18
That's great. I will be out of town that second work meeting in February. So if we can, if it can be, if you know, like Mary's 00:53:31
saying, if it's something that could be voted on earlier, I'd like to be there for that. Just because it is my district. Yeah, I 00:53:36
don't see why it was voted on the 1st. It's not a complication issue. I don't think that. 00:53:42
How complicated is controversial? 00:53:48
Great. That's all. OK. 00:53:53
I had some a couple of people give me feedback on the holiday decorations in the Plaza. All positive. 00:53:56
One who is not a member of the tree committee liked the idea that we didn't have a tree cut down for the for the Plaza, so that 00:54:02
was good. 00:54:06
And then happy healthy holiday is in the middle. Well, they're embarking on their strategic plan. 00:54:12
Their next step, I think, is their meeting with community members to have kind of. 00:54:19
Sort of focus group type conversations to try and identify. 00:54:23
Needs in the community and and things like that and. 00:54:28
As we had a little bit of discussion about. 00:54:31
Substance abuse and mental health and things like that. But we want to kind of suss out from these community conversations, some 00:54:36
other issues maybe that are facing the community. So that'll be interesting to hear. They're going to have those, I think, on the 00:54:41
24th at 6:00 PM, Is that right, Holly? 00:54:46
Oh, the locks on training. OK, I'm sorry. I think they're they're a. 00:54:55
Community conversations that will be held and then with respect to the tree committee. 00:54:59
The one thing they're really trying to focus on is boosting attendance at meetings and getting more people involved. So they had 00:55:07
some questions about. 00:55:11
The structure of the committee and what was dictated by the ordinance and what sort of flexibility they had that way. 00:55:18
We also had some conversations about. 00:55:25
Ways to do some outreach and I think it might be useful to think. 00:55:28
Maybe some regular? 00:55:33
Social media announcements about meetings in a you know in advance. 00:55:35
They asked about the possibility of getting a bad banner, kind of like the Historical Commission has for their lecture series. 00:55:40
Something like that. I don't know. We can maybe talk about some ideas in that regard, but I think what they're really hoping to do 00:55:47
is generate a little more. 00:55:51
Critical mass. 00:55:56
At their regular meetings. 00:55:57
Develop people for actual voting positions on the committ. 00:56:00
Offices on. 00:56:04
That's all. 00:56:10
As mentioned earlier, I just wanted to make note of the passing of an Arts Council giant this morning. Unexpected tragic death 00:56:13
from stroke this morning. Kathy Murphy. She has been our. 00:56:20
Essentially the assistant executive director for the last many years unpaid assistant. She'd been Cheryl's right hand person. 00:56:28
Really. 00:56:32
And was. 00:56:36
The person most closely associated with our summer concert series. 00:56:39
And for the concert events at Blue Moon Festival, and she really was a giant on the Arts Council in terms of what she contributed 00:56:44
to the city and to that council. So I just wanted to. 00:56:50
Express my appreciation for her at the time of her passing and make note of her significant contributions to the city and the Arts 00:56:57
Council. 00:57:02
Also the mayor mentioned that I went to the UFA benefits and. 00:57:10
Meeting at the UFA headquarters. It was an interesting meeting. I thought the the most poignant part of that meeting though 00:57:18
Captain Dan was. 00:57:22
The the PR person who's in, who's an engineer out of the Mill Creek Molly. 00:57:28
Yeah, she gave a presentation that was, I thought, really moving, and I recommended to her that if she should. 00:57:34
Package. That little speech he gave. It was primarily a speech. 00:57:43
An appreciation for the mayor's services and the board charities leaving the board. But but it was it was a speech about how much 00:57:47
she loved being. 00:57:52
With UFA, but but primarily of how much she really loved the community she served and the type of services she provided to her 00:57:57
community and the fact that she knew so many in her community, we know the call comes out and address comes on. You know half the 00:58:04
time she knows who it is when the address comes over. 00:58:11
And it was just really. 00:58:18
Both the message and the messenger were powerful, and I thought, you know what, I think that message. 00:58:20
She can do. 00:58:26
Talent for a City Council presentation, and it would be valuable. 00:58:28
For a council to hear. 00:58:34
Her message, and I encouraged her to do that. So yeah, it was. I don't know how you felt about it, but it's really impressive. 00:58:36
Well thought. 00:58:46
Yeah, yeah. 00:58:49
I found it moving. So that's all I have is those two hours. 00:58:52
Just briefly, we have on a Community Renewable Energy Agency board, we have decided. 00:58:59
Proposed to Rocky Mountain Power that we. 00:59:07
Set a date of the 15th of April. 00:59:12
Try and get this to the Public Service Commission. 00:59:15
We're hoping that if we give them a drop dead date that we will actually be able. 00:59:19
Get it done. 00:59:24
Everybody keep your fingers crossed. 00:59:26
So this afternoon I met with Gina and Todd and Dan and the mayor to talk about. 00:59:32
Some of the issues that are going on on Gun Club Rd. I don't, I don't know if we want to get into all of the. 00:59:38
Proposed solutions or anything else it looks like Todd's come up with. 00:59:45
Some creative ideas that we're going to be looking into more to address that to help. 00:59:49
The residents. 00:59:54
So I'm not going into all that right now, but I think that there's some Goodwills turning in that way. 00:59:56
OK. Thank you. 01:00:03
Gosh, real quick. 01:00:06
Let me just say that we've got this reminder that next week is a work session. We haven't had one of those in a while, have we? 01:00:09
And so we'll start at 5:30 and we'll be. 01:00:16
Eating and at a work session, we'll just start eating and have the meeting as opposed to a regular meeting. I don't like it. 01:00:20
We're eating when somebody's here. I don't think it's it's respectful of them, but at this. 01:00:29
We just start working through issues, so we'll start at 5:30. I don't think it'll. 01:00:33
Well, I don't want to say. I'll change it. 01:00:38
Gosh, I think. 01:00:44
Just to remind, I think we've got a historical presentation on the 29th. 01:00:47
The Moyle family, the historical speaker series on the 29th. I'm going to come to that. I think that will be interesting. I'll 01:00:51
tell Jim Palmer. He's a mild descendant. 01:00:56
And. 01:01:03
Who's, who's delivering that? You know, one of them oils or is it a Sanderson? 01:01:06
Sessions. 01:01:12
Yeah, Gosh, other than that just you know, legislative session starting. So we just will, we usually depend on Gina and the 01:01:14
spataphors. They tell us when, when we should be paying attention to some kind of issue. 01:01:22
The only other thing is I think hopefully we're going to get some things clarified with UPD, but it's probably time for us. 01:01:31
Based on what we hear into January. 01:01:37
Kind of the latest update back to the Council on how that transition is going. 01:01:39
With UPD. 01:01:44
Other than that, that is all I have. So I've already here, though, right? We have RDA. But we need to actually adjourn this 01:01:48
meeting and then we got to re record. So just take a motion to adjourn. Mr. Mayor, I move we adjourn and reconvene an RDA. Second, 01:01:54
we have a motion to 2nd Council Member Quinn. All in favor? Say aye. We are adjourned. 01:02:01
So we will. I will call the RDA meeting to order when Stephanie tells me I can. 01:02:08

Call Wire. 00:00:28

Open. 00:00:36
Yes. 00:00:41
Yes.

That's if you want to 00:03:37

whole thing. 00:03:46

Itty bitty things that you have ever seen and she will help you make. 00:04:08
And then? 00:04:12
Notable things we're doing in January, we've got Roger on microphones. 00:04:14

scroll up
