Consideration of Resolution 2023-24 Approving a Memo of Understanding with Millcreek for Wasatch Blvd Improvements

 Consent Agenda

OK, welcome everyone to City Council for the City of Holiday. I'm Council Member Paul Fotheringham of District 3. Mayor Daley has 00:00:09
asked me to chair tonight's City Council meeting, which I'm happy to do. 00:00:15
As is our custom, we always start with City Council, with the Pledge of Allegiance. So we invite you to please rise and join us. 00:00:21
I pledge. 00:00:30
The United States. 00:00:33
And. 00:00:35
Which is? 00:00:36
1. 00:00:38
Indivisible. 00:00:41
30. 00:00:42
Injustice. 00:00:43
Thank you. 00:00:47
1st on the agenda it will be public comment but Please note. 00:00:49
That we do have agenda item number four, which is a public hearing on proposed amendments to. 00:00:53
Landscaping requirements, so if you've come to address the Council on that particular topic. 00:00:59
Please hold off until we open that public hearing. 00:01:03
Otherwise, public comment, you can comment to the council on anything under the sun. 00:01:07
Please state your name and address and try to keep your comments limited to 3 minutes if you can. 00:01:13
And public comment is now open. 00:01:19
My name is Eric White. I live in District 21959 Longview Drive. 00:01:28
And there are a few of us here that just wanna. 00:01:33
And come in and briefly make comment about the property that the city has purchased. 00:01:37
On 1776 Holiday Blvd. Down in the floodplain there. 00:01:43
And first of all, thank you. 00:01:48
For taking that step that. 00:01:49
That's great. 00:01:52
There are some neighbors, and we are. 00:01:53
Having thoughts about what that might become and we I don't think we know the answer. 00:01:57
To what it might become. But we would. 00:02:01
Just like to be able to. 00:02:03
Have some input at some point as to what it becomes. 00:02:06
I know that the. 00:02:10
And Community Garden is looking for a new space. There's a lot of apartments down there. 00:02:12
Just on the other side of the canal along Highland Drive there, those people don't have. 00:02:19
Access to fresh, homegrown food and so. 00:02:24
And there there are just things that could be done. There are ways to preserve the. 00:02:29
The space down there as a floodplain and also make it useful for other things, but we know that. 00:02:33
Safety is important, right? And. 00:02:40
And making it easy to maintain. All those things have to be considered, so we're not. 00:02:43
Here to push an agenda, but one thing I want to suggest. 00:02:47
Because I know that. 00:02:50
You're looking at bids for doing the for tearing those. 00:02:53
Properties down. 00:02:56
There are a couple of terraces at the top. 00:02:58
And if we could just. 00:03:01
Make sure that the excavation company or whoever tears it down. 00:03:03
Just preserves those two terraces near the top while while the city's paying to have bulldozers down there. 00:03:07
It just opens up some options maybe to consider in the future, like for a community garden that would preserve. 00:03:14
Some areas near the top where the water is available and where it's accessible for people. 00:03:20
So anyway, that's just a suggestion to think about. Let's if you know when the bulldozers are there, maybe a little bit of 00:03:26
consideration for how it ends up will give us easier options to consider, give the city easier options to consider in the future. 00:03:32
So thank you for your consideration. 00:03:38
Thank you. 00:03:44
I'm also a neighbor that lives this property that that Eric was talking about borders my backyard. 00:03:51
Well, Caddy Corner. 00:03:57
Kitty corner, however you want to say it. 00:03:58
Umm. 00:04:00
And so I have talked to a lot of neighbors and I and that again we just want to know there is a whole lot of interest. 00:04:01
And the neighborhood wants. 00:04:07
You to be aware how much interest in, I don't know how you want us to proceed. I mean, I can go door to door, I can get 00:04:09
signatures, you know, I don't know what you want of us. 00:04:14
But there are and and I'm not. I'm not. I'm like Eric, I'm not said on one thing. 00:04:18
But a green space, especially for Kent Smith, who you see it, the entire space he was wanting a green space, he was wanting to 00:04:24
park. 00:04:27
I know other people have mentioned parks. 00:04:32
I'm I'm open to anything. 00:04:35
But I agree with Eric that in Holiday this is a great area and the Holiday Villa is an apartment complex directly across the 00:04:37
street with children and there's also the street next to it. There are a lot of children and there are no green spaces. 00:04:45
For these children. 00:04:52
And so I would, I would herald what would be good for the neighborhood. 00:04:53
But just know that. 00:04:57
There's a lot of interest and we just don't want things to happen. 00:04:59
Without us knowing and so how we perceive from here, just we want to stay close contact. 00:05:03
Because some people are way more opinionated than others, but there's high interest on this piece of property, so. 00:05:08
Good enough. 00:05:14
Thank you. OK. Thank you. 00:05:16
Mr. Chair, I don't think we got a name and address. 00:05:19
Ohh. 00:05:24
I can. 00:05:26
Claire Evans. 00:05:28
1785 E Grover Lane. 00:05:30
I got Kitty corner from the property that There you go. I kind of went with on the backyard, on the backyard. There you go. There 00:05:33
you go. I could drop a pin on it. But yeah, I mean I definitely. I definitely see the backyard. But again I echo Eric. I'm we're 00:05:39
grateful. We're grateful it's something is happening because we want something needs to replace it. 00:05:44
Otherwise we're going to have rodents. 00:05:50
Swarming our places, right? 00:05:52
OK. Thank you. Thank you. 00:05:54
OK, Public comment remains open. 00:05:59
Going once. 00:06:03
Going twice? OK, we'll close public comment for now. 00:06:06
Next on the agenda is our public hearing regarding proposed amendments regarding landscape requirements for new developments. 00:06:10
Again, use the same rules, name and address and keep your comments to 3 minutes if you can be delighted to hear from you. 00:06:17
A public hearing on the landscape is open now. 00:06:26
I'm Joan Wolf. 00:06:42
My address is 1875 E Baywood Dr. in Holiday. 00:06:44
And this is the third time I'm appearing, so if persistence has any value. 00:06:50
I should get an A for that. 00:06:56
And I just want to reiterate that. 00:07:00
We would very much like to see the new standards for new buildings only, new homes only. 00:07:03
Passed by the City Council. 00:07:10
All of us surrounding communities have have adopted these new standards. 00:07:14
I know there's not that much. 00:07:20
New building of homes, there's not that much. 00:07:22
Land in holiday so the the the effect is relatively small but the water efficiency. 00:07:25
Value is high. 00:07:36
We are waiting on. We did a a cold 0 escape of our yard. 00:07:40
And. 00:07:45
We're waiting on our rebate from the Central Utah Water Conservancy District. 00:07:47
It's a difference of. 00:07:53
Thousands of dollars if we live in an area where the new standards have been adopted, and I know there are other families who are 00:07:55
in the same situation, so you've heard this from me before. 00:08:01
I have my rebate in advance. 00:08:10
I have a deadline of October 1st and so that's why I'm very. 00:08:13
Eager to see a decision made on these new standards for for homes. Thank you. Thank you, John. 00:08:17
Anyone else or public comment on the landscaping? 00:08:31
My name is Ron Hilton, 2394 Murray Holladay Rd. 00:08:39
I am very much in favor of this ordinance. I think it's great. 00:08:44
My one comment is that I think I'd like to see the cities own landscaping in public areas. Also follow similar guidelines. 00:08:50
And. 00:09:02
Well, for example. 00:09:05
There is. I think there's a city ordinance that says that. 00:09:07
Of. 00:09:12
Park strips are required unless there's extenuating circumstances. 00:09:13
I think that ought to be. 00:09:18
Eliminate it, right? I mean, you know. 00:09:21
There's the Flip the Strip you Know initiative and this ordinance goes in that direction. 00:09:24
You know strips park strips are inefficient to water. 00:09:30
Or, you know, if you end up not using. 00:09:34
Greenery at all, then? Kind of? What's the purpose of the park strip? 00:09:36
So you can have just as much greenery on the other side of the sidewalk and have the sidewalk. 00:09:40
Right next to the curb. 00:09:45
So I think that that ordinance also ought to change in the city ought to not require park strips as the default. 00:09:46
It also does not mention zero escaping, and that's a good thing. Actually, 0 escaping is a little bit old school. 00:09:57
If you look at the xeriscaping. 00:10:04
That was done down here at. 00:10:07
Policy crossroads. They're on the median. 00:10:10
I sent some pictures that. 00:10:13
By e-mail that you'll see later. 00:10:16
But what happens is you have the rock and then you have the. 00:10:18
You know the plants in the middle of all this rock. 00:10:22
And it generates A tremendous amount of heat. 00:10:25
And you can see the plant, you know, the leaves that are kind of at the bottom of the plant are dying and falling. 00:10:28
Falling off, you know, drying out. 00:10:34
And that's why I've seen a couple of pictures illustrating that, so. 00:10:36
I don't know if any of you have already visited the. 00:10:39
What's it called? The Conservation Garden Park in West Jordan. 00:10:44
If you haven't done that, I'd suggest a field trip. 00:10:48
It's a perfect example of what this ordinance would would do. 00:10:52
And. 00:10:56
It's not all rock, you know. There's a lot of great options. 00:10:57
Low water, low maintenance options that are green rather than just rock. 00:11:01
So anyway, now obviously for things like sports fields, you know, I don't think we want to go to Astroturf, I think. 00:11:07
You know, Turf is great for that. 00:11:13
But a lot of the littler spaces, public spaces, little parks. 00:11:15
Could be much more efficient I think if they adopted these same. 00:11:19
Same. 00:11:22
Practices for landscaping. 00:11:24
Thank you. 00:11:26
Thank you. 00:11:27
Anyone else for public? 00:11:35
Public hearing on landscaping requirements. 00:11:37
We'll just note for the record that we did receive some emails, one from Tyler MacArthur of the Tree committee, Becky Barrage, 00:11:40
Burridge and Mary Ann Dennison. And we've each had an opportunity to to read those in our packet. 00:11:47
Given there's no further comment for public hearing, without objection we'll close the public hearing. 00:11:57
And they were scheduled to vote on this, I believe September 7th. Is that correct? 00:12:05
OK, fantastic. 00:12:10
All right, moving on to agenda item number 5, consideration of a resolution approving a memo of understanding with Mill Creek for 00:12:12
Wasatch Blvd. Improvements. 00:12:17
Are there any questions or any other parts of our? 00:12:22
Or comments from staff. 00:12:28
About this particular item. 00:12:30
Not there's not any questions. I'll be happy to take a motion. 00:12:33
Mr. Chair, I'll I'll move adoption of Resolution 2023-24 Approving Memo of Understanding with the Mill Creek for Wasatch Blvd. 00:12:39
Improvements. 00:12:43
I second. 00:12:48
OK, we have a motion and a second council member, Quinn. 00:12:49
We'll take a vote to council member Gibbons. 00:12:52
Yes. 00:12:57
Council Member Quinn yes. 00:12:58
Mayor Daley, Yes. 00:13:00
And Council member Ohh, we missed. 00:13:01
Matt took off. OK, Council Member Tibur, yes. 00:13:04
OK, Matt had did and then chair votes yes as well. So the the resolution passes. 00:13:09
Like to excuse council member Durham who's who sneaked out. He did indicate that he had a a pressing family matter that he wanted 00:13:15
to attend to tonight. 00:13:19
OK. Item number six, we're opting to table, if there's no objection in the table, menu menu agenda, item number six, the consent 00:13:25
agenda. So we'll have some additional time to review those minutes. 00:13:32
OK. Item number seven, City Manager Report Gina. 00:13:41
Couple of things tonight. One piece of very good news we have heard. 00:13:52
From you dot that they have recommended approval of $7.1 million for a bridge repair on Highland Drive. It's a bridge that you 00:13:58
might not see that crosses Big Cottonwood Creek in front of the Royal Holiday Hills property kind of starting. 00:14:09
A little north of the intersection and. 00:14:20
Crossing close to the Chevron, so in that general location. 00:14:25
He had applied for a grant in 2021 and that was about half this amount. So we're. 00:14:31
Excited for this funding. It has been recommended by WRC's Transportation Commission and my understanding is it needs to be 00:14:38
There's one more level of approval, but we should see that. 00:14:44
That award in the next month or so. 00:14:51
So that's very good news. 00:14:54
We are also, as a staff have are in the process of extending invitations to candidates that are running for office. 00:14:57
For an information session which will likely have. 00:15:07
Mid-september or perhaps a very early October, just. 00:15:12
To answer any questions that they might have as they begin canvassing their neighborhoods. 00:15:16
Third thing I wanted to mention and we'll talk a little bit more about this in work session. 00:15:24
But wanted to let you all know if you don't, that Cheryl Gillan, our Arts Council Director, has shared with us that she intends to 00:15:31
retire. 00:15:36
In the middle of October. 00:15:41
It's pretty devastating news, but it will. 00:15:45
But. 00:15:49
Trying very hard to support her as she moves to the next stage of her life, and certainly that is. 00:15:51
Something that she's earned. She's leaving our Arts Council and our city in a far better place than when she came six years ago. 00:15:58
So we'll talk a little bit about what we could do with that position and some options later on in work session. 00:16:06
That's all I have for right now. 00:16:14
Any questions for Gina? 00:16:17
OK, thank you. I will move on to council reports district issues. Let's start with time. 00:16:22
Let's see. 00:16:28
One thing I thought would be maybe worth mentioning, I received a. 00:16:30
A glowing. 00:16:33
Thanks from a constituent. 00:16:35
She said that she's lived here for 40 years. 00:16:38
And to have her Rd. her St. done redone in front of her home is the first time in 40 years that has been redone. 00:16:40
And so she was extremely she gushed over her gratitude to see that done. 00:16:48
She had talked to me about it about a year ago and asked if I She said she thought that I might have wielded influence in and I 00:16:52
did not and I don't. 00:16:56
I actually don't like to do that. I like to let data drive it. 00:16:59
And let you know the greatest needs. 00:17:02
Receive it. But I'm glad that it happened for her because she she was very, very thankful. And what street was it? She's down. 00:17:04
It's just down off of. 00:17:08
Hugo, one of the ones that goes down towards Subway. I can't remember the name of the street exactly, so yeah. 00:17:13
The other is I thought I just mentioned. 00:17:18
That. 00:17:22
I'm. 00:17:25
Thankful to staff there's there's a lot that's under underway as far as the fundraising goes for. 00:17:26
Some of these projects that we've been doing in Holly Smith specifically has been really putting a lot of effort forth on this 00:17:31
and. 00:17:34
I think I'm I'm optimistic and hopeful we'll see good things come of of that for the. 00:17:37
The skate park lights and for the. 00:17:42
For the gazebo stage and and then also for the historic museum and that so. 00:17:45
So we're making good progress there. 00:17:50
And then the last thing I guess I'll mention. 00:17:51
There is. 00:17:54
At the corner of Arbor and Highland Drive. 00:17:56
Where Holiday Hills is going in the the. 00:18:01
The. 00:18:05
Residents there had an agreement to have have it so that people so that. 00:18:06
Traffic couldn't flow out of Holiday Hills and into that neighborhood to the east there. 00:18:12
And the developer has indicated recently that they'll be putting in, you know the, the hardscaping fixtures or whatever it is that 00:18:16
would preclude that from happening. I think there is a hope to see that I I guess that the development is just South of that, 00:18:22
that's not part of Holiday Hills has some construction trucks in that that are traveling up through there and that. 00:18:29
Frustrating I think to the to the neighborhood there. So we may hear more on that, but that's but anyways that is going in which 00:18:36
which should be good and it should mitigate some of that traffic there. So I thought I'd just mention that as well. That's it. 00:18:41
Thank you. 00:18:48
Mayor, out of deference to you being that large, we'll skip you have you go last as normal, Is that right? 00:18:49
OK, sure. 00:18:55
Alright, I'll go next then. 00:18:57
Just a couple of Arts Council issues, of course. We've been having our Saturday concerts in the park, which have been phenomenal. 00:19:00
The last two were just excellent, Peter Breinholt and then with Will Baxter Band who did the the Creedence Clearwater set which 00:19:07
was amazing. So thanks to our Arts Council, upcoming this Saturday is the saxophonist. 00:19:14
I can't remember his name. Will Clark or something like that. And it's Randall Clark. Randall Clark, That's right, he's a 00:19:22
saxophone specialist. But then the blue moon in the following week, on August 26th, is that right? August 26th? 00:19:29
That's our whole day. Well, not whole day. It's like 5 to 10. 00:19:37
Have two bands there and. 00:19:42
And our artisan vendors and food trucks and. 00:19:45
Beverage trucks. 00:19:51
And should be a great time. 00:19:53
I hope you could all make it. 00:19:55
That's all I have, Council member. Thank you. Couple thanks. 00:19:57
We our neighborhood has been torn up for several. 00:20:01
For a while now. 00:20:06
Actually, since. 00:20:08
The first of the year having new water mains. 00:20:09
Put in and I am so happy to report. 00:20:13
That they were putting those big diggers back up on the trailers and taking them away today so. 00:20:16
We're done, we just need to get the resurfacing finished and hopefully that will happen. 00:20:23
Really quickly. 00:20:29
It will be so nice. 00:20:31
No more water leaks. 00:20:33
Smooth roads it will be. 00:20:34
Wonderful. Lots of my neighbors are thrilled with the concerts as well. 00:20:36
So kudos to the Arts Council. 00:20:41
Um. 00:20:44
We as the liaison to Howard Driggs Elementary. 00:20:46
They were very. 00:20:51
Please last spring when we approved 2 speed signs for Lincoln Lane. 00:20:53
Where a lot of the kids walk back and forth to school. 00:20:58
We do have the signs. I got an e-mail this week saying where why haven't they been put up and I guess Jared's not back in yet. 00:21:02
Apparently, unfortunately, some of the people that really wanted the signs. 00:21:11
To be put in, don't want them in their yards, so. 00:21:15
We're still trying to find a spot. 00:21:18
For the signs to actually be. 00:21:21
Be put up, so hopefully that will. Now that school has started, there's of course a. 00:21:24
A bigger. 00:21:29
Bigger concerns to get those up, so hopefully that will happen soon. 00:21:31
And that's it. 00:21:35
Just one item I've. 00:21:37
Really enjoyed this summer attending a couple of work meetings for the. 00:21:40
Possible shared youth use path between Highland Drive and Knutson Park. 00:21:46
And we've gone over kind of this is a large actually a large gathering with representatives of. 00:21:51
You know, John Teerlink is there, Jared and I and from the city. 00:21:58
Halley's been there. We also have Wasatch Front Regional Council UDOT. 00:22:03
Representatives Cottonwood Heights City. 00:22:10
Has has sent personnel there and anyway so it's been it's just been a delight to. 00:22:13
Train and vision what this might mean and I I'm just I'm I'm pretty enthusiastic about it because the. 00:22:20
Up until now, at least as far as holiday residents, Canuteson Park has been. 00:22:27
A vehicle commuter park? Really. I mean, there's no. 00:22:31
I I I guess you can walk there along Holiday Blvd. Or? 00:22:35
6200 S where there are no sidewalks, so it's not the kind of park where where your kids would. 00:22:41
You know where kids might just go safely and so to have a. 00:22:47
A pedestrian path that that. 00:22:52
Goes from Highland Drive through. 00:22:54
A fairly dense, densely populated area of the city would be just a real amenity, and I know Cottonwood Heights is. 00:22:57
Is interested in possible connections and doing similar thing on their side of the freeway. So. 00:23:04
Anyway, just I hope that it might be some time till this. 00:23:11
Comes down the pipe for any action by the city, but I'm just a. 00:23:15
Real proponent for that, for that path and. 00:23:19
We'll look forward to using that when I'm. 00:23:22
708090 years old. So anyway, that's all I've got. 00:23:25
Thank you, Mr. Mayor. 00:23:30
Just a follow up. Talk to Chief Oil today. Just a reminder, school has started. 00:23:33
So we've reached out to. 00:23:38
Principal Bailey at Oakwood. 00:23:41
And I CU Paul and Dan as well. 00:23:44
Just as kind of a follow up a few weeks down the road to see how that. 00:23:48
Absorption of the spring lane community has affected their traffic to see if we need to do any pivoting. So we'll leave the ball 00:23:53
in their court on that to reach back out to us and get a a follow up meeting to that and see how everything's going there. 00:24:00
Drew, if you want to do something, really happy. 00:24:08
On Monday morning at 8:00, there's a little welcoming for the kindergarteners at Driggs. 00:24:11
And Superintendent Night will be there and. 00:24:16
If anybody else wants to come, but anyway, they invited me, I'm going to go over. But if you want to join us, I I know they'd love 00:24:21
to have. You would love that. Thank you for the nothing better than seeing. 00:24:25
Kindergartners for their first day of school, right? 00:24:30
Yes. 00:24:33
And and I along those same lines, I've kind of reached out to Darla and Ben Horsley with Granite to make sure we get. 00:24:35
The current. 00:24:43
Contact list for each of the public schools inside the holiday or that serve the holiday community and their community council 00:24:44
chairs, which usually doesn't happen until late September. They don't elect their new CC chairs. 00:24:50
But as soon as they do, we'll get that out to everybody in terms of getting your points of contacts for the schools that you will 00:24:57
be liaisoning with again this year. 00:25:02
And. 00:25:08
You know, I'll just say briefly too, and I may follow up with some folks individually, but. 00:25:10
The issue? The transition with Unified Police. They're calling it 2.0 depending on what you want to call it. 00:25:16
There's a lot of work being done in that regard. A lot of progress is being made, I think, finally. 00:25:22
We're not quite ready to. I think we need to get a little bit of clarity on a couple of major issues before we. 00:25:29
Kind of give the Council a a more. 00:25:37
Complete update, but I think within pretty confident within the next month or so I'll be be able to sit down with council members 00:25:41
and kind of give you a a fuller update on where things are at and where we see them going but things are. 00:25:47
Progressing. There's a lot of progress. 00:25:53
I'll just leave it at that. 00:25:56
OK, very good. 00:25:59
That ends the agenda for our main council meeting. I'll be happy to take a motion. 00:26:01
Well, recess. 00:26:11
I'll second. 00:26:14
OK. All in favor. Aye, opposed. 00:26:15
OK, we're recessed. 00:26:18
Workman. 00:26:20
We went back. 00:26:20
