Thursday, March 21st and we'll start with the pledge. | 00:00:24
Pledge allegiance Pledge allegiance to the flag of the United States of America. | 00:00:35
And to the Republic for which it stands. | 00:00:40
One nation under God, indivisible, with liberty and justice for all. | 00:00:43
Thank you. OK, quickly, we're going to have two public hearings tonight on. | 00:00:52
Amendments to the Adu's or accessory dwelling units and also public hearing on Unified Police Department interlocal. So if you're | 00:00:57
here to comment on either one of those, Please wait till we get to those. | 00:01:03
Public hearings. | 00:01:09
If you're here to comment to the counselor, address the Council on other. | 00:01:11
On issues other than those two items, now is your, now is your opportunity. So public comment is now open. | 00:01:16
Yes, Sir. Come on up. | 00:01:23
Hi, I'm Matt Snow. Do you want my address, 2730 Stanford Lane. | 00:01:29
I'm here to talk about the fencing ordinance along our major thoroughfares. | 00:01:36
The one that just got built at the top of Cottonwood Lane, that big concrete wall that's six feet tall, seems like 8 feet. | 00:01:42
When I was on the Planning Commission, we tried to talk about a way to make this more. | 00:01:50
Pedestrian friendly. | 00:01:55
And we talked about and I thought this is what the ordinance had, something along the lines of like. | 00:01:57
36 inches at the property line. | 00:02:02
And for every inch you move back, you got an inch up, two inches of her, maybe 2 inches back, one inch of height. There's | 00:02:05
something like that because. | 00:02:08
I'm afraid that specifically about Holiday Blvd. but are a major thoroughfares. We're just tunneling off our city. | 00:02:13
And psychologically, we're pushing pedestrians into the street. It's not a comfortable place to be. | 00:02:19
If any of you have walked along that, or if you run along Highland Dr. Sometimes I'll. | 00:02:26
About my running route will take me along Highland Drive. | 00:02:34
There's just some harsh fence, a little bit of concrete and that it. | 00:02:37
It's safe enough, like technically, but it's not something that someone is going to want to walk their kids down that street. | 00:02:42
And I think we just need to really kind of rethink. | 00:02:48
This fencing ordinance along our major thoroughfares so. | 00:02:51
I believe that everything has been built except that atrocity on Castle Lane is within our ordinance. | 00:02:54
But I propose that we put together a task force, and as the general plan approaches, we get this. | 00:03:01
Fixed so that we don't keep seeing. | 00:03:06
These new developments. | 00:03:08
Because property owners, they just want to. | 00:03:10
They're not concerned about the public side of their fence, so they're just going to keep building these big fences. | 00:03:13
So that's my thought and I would be happy to be involved in any sort of. | 00:03:19
Task force or whatever you need to do to. | 00:03:24
Get something to clean this up. | 00:03:27
Well, I think, yeah, we just have to refer that back to the staff to kind of take a look at it and see if they want to bring it to | 00:03:29
the Planning Commission. | 00:03:32
OK. So who's core serving Is that in John's court then? So just Kerry Marsh is here representing? | 00:03:37
Department, so I can see you're over there taking. OK. All right. | 00:03:43
Well, John knows me. Contact. | 00:03:47
Please let me know, I'll be happy to help in whatever way I can to get that's kind of figured out. | 00:03:50
Thanks man. Appreciate it. | 00:03:54
Anybody else for public comment? | 00:04:00
OK, there being then we'll close public comment and we'll move to item number 4. This is a public hearing on proposed amendments, | 00:04:05
Chapter 13.14, point 031 accessory dwelling units. | 00:04:10
Before we bring Carrie up, you know, I would like to just make a comment that and I don't know if any of the other council members | 00:04:18
have noticed, but. | 00:04:22
The quality of the staff reports I think are excellent and a lot of times we're not the expert on these issues. | 00:04:26
And so we rely heavily on our staff. | 00:04:32
To give us the information we need to make sure we're making responsible decisions, so. | 00:04:36
These staff reports, I think have been very good, very helpful, and so who's ever the author of them? In this particular case, | 00:04:41
maybe you carry. | 00:04:45
Kudos to you guys, so thanks so much for that. | 00:04:49
And what that will bite you up to, just kind of give us an overview on what we're going to be looking at. | 00:04:52
And then we'll open the public hearing. | 00:04:58
Great. Thank you, Mayor. So this is a proposed ordinance amendment to our existing accessory dwelling unit ordinance. | 00:05:04
Some background history on this is in 2021 the state mandated that cities allow accessory dwelling units, removed a lot of the | 00:05:15
controls on internal accessory dwelling units, but left a lot of regulations in cities hands for external dwelling units | 00:05:23
considering that they are substantially different than what would be contained within a primary structure. Considering that the | 00:05:31
code was amended to only allow external dwelling units on. | 00:05:38
Lots that are half an acre or larger. | 00:05:47
That there was a series. | 00:05:50
Public hearings with Planning Commission in 2021 and then it came to City Council in 2021, so that's what the existing. | 00:05:54
Resulting code was from those public hearings. | 00:06:03
In the planning office, we have residents that come. | 00:06:08
And apply for permits. They're looking to add an accessory dwelling unit to their property, usually in the form of a garage with a | 00:06:13
unit above it or some other configuration. You see, like a lot of pool houses that they want to use as a rentable accessory | 00:06:20
dwelling unit. We've had to. | 00:06:27
Not allow or not. | 00:06:34
Issue an accessory dwelling unit permit for structures that are built. | 00:06:37
That are not part of the main structure, so an external accessory dwelling unit on parcels that are less than half an acre, | 00:06:43
because it's not. | 00:06:47
In line with the code, they can build those structures. They can use them for personal use, family members, but they couldn't rent | 00:06:52
them out if their parcel is less than half an acre. | 00:06:57
In let's see, it was last year we had. | 00:07:04
Direction from council to look at what our Adu ordinance is. | 00:07:09
Specifically to look at. | 00:07:15
Allowing converting existing accessory buildings. | 00:07:17
Into um. | 00:07:22 | |
Permitted external Adu's. So that would be some of these buildings that were built that maybe have some occupiable space. | 00:07:23
How could they be converted to be a rentable accessory dwelling unit? | 00:07:34
So the changes in the. | 00:07:40
Are kind of in line with that of. | 00:07:43
What are some of the issues that are preventing the conversion of existing accessory dwelling units or accessory structures so | 00:07:47
that they can be rentable? | 00:07:52
So there is a summary of changes in the table. We went through several. | 00:07:57
Meetings with the Planning Commission. | 00:08:03
The public hearing was open for all three meetings that we had with the Planning Commission. | 00:08:05
The staff report. | 00:08:11
What the current language is for accessory development units, what the staff originally recommended to the Planning Commission and | 00:08:13
then a summary of what the Planning Commission recommended in various changes as we went through the the three separate meetings. | 00:08:22
I think the table in there summarizes things pretty well. | 00:08:33
The Planning Commission was not comfortable with. | 00:08:38
Umm going down the route of looking at converting existing structures. | 00:08:43
They decided to. | 00:08:50
Allow external dwelling units on lots smaller than half an acre, but added some additional restrictions on their limiting the | 00:08:53
height. | 00:08:57 | |
Within a certain distance of the property and then increasing the setbacks. | 00:09:02
I think that's all pretty summarized. I don't. And we can go through questions that you have on any of those changes and maybe | 00:09:08
discuss some of the differences between staff recommendation and the Planning Commission's proposed text. | 00:09:15
Or recommended text. | 00:09:22
Happy to go through that with you. | 00:09:24
Yeah, I think as we stated across the hall the I think the intent here is to probably. | 00:09:28
See if there's any general questions during the discussions on public hearings in the work session. | 00:09:34
And then have a more. | 00:09:40
Detailed discussion on April 11th in the work session where I think we really need to go through. My own opinion is we need to go | 00:09:42
through that matrix block by block because, at least from my standpoint. | 00:09:48
I want to be able to understand. | 00:09:55
The comments made by a couple of the residents that made public comment and what changes the. | 00:09:57
Planning Commission. | 00:10:04
Where the Planning Commission diverged from staff that then disqualified his. I don't really understand that. So that's the kind | 00:10:06
of stuff I want to go through when we get to. | 00:10:11
The work session. | 00:10:16
Yeah, and. | 00:10:17 | |
During the comment period that we had for Planning Commission, I think we had six or seven comments received some of the likely | 00:10:19
the same that you received from Mr. Steele, Mr. Camp and Mrs. Kemp. | 00:10:25
But we had five or six additional comments that were written, so I can get those to the Council if they're interested in reading | 00:10:33
the comments that the Planning Commission received. | 00:10:37
OK, Mayor, one other thought on this too, in preparation for the 11th I don't when it says Planning Commission recommended as a | 00:10:43
collective. I mean, I'm assuming this is where where they landed the majority, right? But would it be difficult on those two? | 00:10:50
Because I'm assuming especially in these cases where it differs from what staff recommendation was, I'd be curious to know. | 00:10:56
Like what what the, you know, how the vote voting assuming that maybe they weren't each voted on two. I don't know. But it'd be | 00:11:03
interesting to know how unanimous the vote was and what the Planning Commission is recommending or not sure. Yeah, we had the | 00:11:09
language was sent to the commissioners and they each sent responses back on the language. So that would be something that I can | 00:11:15
forward on to the council that some individual comments from each commissioner and that gives you an idea of where each of them | 00:11:21
stands on on each of the items. | 00:11:27
It might not be bad if it's not hard, but it might not be hard to have that as a as a as a resource that needs to refer to. OK, | 00:11:37
great. | 00:11:40 | |
Anything else for Carrie? | 00:11:45
OK. OK. Thanks, Gary. | 00:11:48
All right. With that, we will open up the public hearing on proposed amendments, chapter 13.14, point 03/1. | 00:11:51
For the record we have received. | 00:12:00
Public comment from Melanie Kemp. | 00:12:05
And I'm assuming it's her husband, Dan Kemp, but I don't know. But Melanie Kemp and Dan Kemp. | 00:12:09
4437 S Butternut Rd. in Holiday So this abuts directly butternut park there. | 00:12:16
We've talked with him before about this issue came up in terms of Adu's. | 00:12:23
We also just received prior to the meeting a fairly long. | 00:12:31
Long comment from Ryan Steele. I have not read through it because I just got it right before council meeting as I assume the rest | 00:12:38
of the council did as well. But Ryan Steele at 4876 S Colony Dr. | 00:12:46
So we have those three pieces of emails that came across to the council that you should all have in your. | 00:12:54
Mailboxes. | 00:13:01 | |
So with that, the public comments now open, is there anybody here to address the Council on? | 00:13:02
Adu's. | 00:13:08 | |
There being none, we're going to move on. I'm going to keep this public hearing open. | 00:13:13
I'm assuming through April 11. If did you want to comment? | 00:13:17
Come on up. | 00:13:24 | |
On this issue. | 00:13:25
Yeah, come on up. Give us your name and address, please. | 00:13:27
Just around the corner from the camps. | 00:13:38
And I couldn't understand everything, she said. But I was just wondering if. | 00:13:40
If these. | 00:13:45 | |
Adu's. | 00:13:49 | |
Like the camps are wanting to. | 00:13:50
Approve. Would that mean that I could go? | 00:13:53
Like build an apartment above my garage. | 00:13:57
I think not to get in too much of A back and forth here, but I think it will. That will be predicated on what we actually do | 00:14:00
approve because right now these are just recommendations from staff in the Planning Commission. It'll be up to the council to kind | 00:14:05
of look at that. | 00:14:10
And the Councils, the legislative deciding body on what that Adu ordinance is actually going to require, and that would dictate | 00:14:15
what you can and can't do depending on your lot size and what kind of whether it's an internal external ID you. | 00:14:23
OK. Just keep following it. Thank you. | 00:14:30
OK. So this public hearing is continued and we're going to move to item number 5 now. | 00:14:38
The public hearing on proposed Unified Police Department Interlocal Agreement any. | 00:14:43
Questions, comments from council before we open up the public hearing. | 00:14:48
OK, with that I'll open the public hearing. Anybody to address the council on the restated interlocal agreement for Unified Police | 00:14:59
Department of Greater Salt Lake. | 00:15:03
There being none, I'll close the public hearing. Move to item number six. This is consideration of Resolution 2024-10, approving A | 00:15:10
revised and restated interlocal agreement between. | 00:15:16
Public entities governing Unified Police Department of Greater Salt Lake. | 00:15:23
Do I have a motion, Mr. Mayor? | 00:15:28
Mr. Mayor, I move approval of Resolution 2024-10 approving a rise stated interlocal agreement between public entities governing | 00:15:32
Unified Police Department of Greater Salt Lake. | 00:15:37
2nd we have a motion and 2nd from Councilmember Gray any further discussion of the motion. | 00:15:42
Councilmember Brewer, yes. Councilmember Durham, Yes. Councilmember Fotheringham, Yes. Councilmember Quinn Yes. Councilmember Gray | 00:15:49
and chair vote. Just that interlocal agreement is approved. Thank you, Council. | 00:15:55
Thank you, Chief. | 00:16:02
Thank you, Todd. Thank you Gina, everybody that worked on this interlocal. This is the. | 00:16:03
Biggest step in getting this thing finalized and moving forward, so I won't say everything I said across the hall again, Chief | 00:16:10
Maz, but thanks for all you've done and Chief Hoyle as well. | 00:16:15
Appreciate it. | 00:16:20
Thank you, Council. On to item number 7. This is the. | 00:16:22
Ordinance amending. | 00:16:28
The chapters on home occupation, we had a pretty long discussion across the hall. | 00:16:31
I think the language that we had reviewed across the hall on page 56, paragraph I, sub paragraphs one and two and exhibit C, page | 00:16:36
61 at least on the computer clarified who can. The big issue we were struggling with was who can actually run a home occupation | 00:16:42
business and what kind of guidance can we give to staff to allow them to approve it without going to Planning Commission. I think. | 00:16:48
I think that language kind of got there. | 00:16:54
But having said that, I know Councilmember Brewer had some comments he wanted to make and then we'll see what other discussion the | 00:17:01
council has before we take a motion. | 00:17:05
Great. Thank you. There. I was just curious and I think I mentioned this across the hall, but I wasn't here the night that this | 00:17:10
was discussed. And my understanding is, is that previous to this ordinance being enacted we've had thus far it's these questions | 00:17:16
have come before the Planning Commission. This is an effort to codify something so that. | 00:17:22
So that staff can. | 00:17:29
It could be a little bit more efficient and. | 00:17:31
In general, I, I, I understand that we you know. | 00:17:35
These regulations are important to mitigate nuisances and different problems amongst amongst residents. | 00:17:39
The question I have I guess is, and maybe this is a question for you or for Gina, that could just clarify this for my sake and for | 00:17:48
the public sake. | 00:17:52
I think I think what we have does a good job of striking a balance but when. But I'm also apprehensive just because when we put | 00:17:57
things like this in place what does that entail for the public if they come up against something that we find to be onerous for | 00:18:04
example and and is that just a matter could could somebody just help explain what what what we would do an example I'll give. | 00:18:11
Is on this item number. | 00:18:18
Let's see I-10 understanders where it says customers or clients should be allowed at the residence only have scheduled on an | 00:18:23
appointment basis and are not allowed between the hours of seven and 9:00 PM. Group lessons or sessions will not exceed 6 people | 00:18:30
at a time. Just you know 6 is a semi arbitrary number and and I just wonder how how does that come into play and and and if if if | 00:18:38
we come in a circumstance we find that it may not fit all circumstances or that what what's the process and what and what happens. | 00:18:46
So, Carrie? | 00:18:57 | |
So my understanding is there's, you know, there's certain boxes that they can check where Kerry can say, yeah, that meets our | 00:19:01
code. | 00:19:04 | |
Here's your license to conduct a business. If it goes outside of that, then it has to go back to the Planning Commission and | 00:19:10
they're going to put conditions on it. So I think that and Kerry, you can come on up and and. | 00:19:15
Talk to you about this, But I have the same. So could they run a home occupation business? If it exceeded, what was it? Tie 6. In | 00:19:22
this case it was. Yeah. Group lessons or sessions. Sessions shall not exceed 6 people at a time. | 00:19:28
Right. So I think. | 00:19:35
Numbered item number two in this is it states that for home occupations that are outside of these standards then they would apply | 00:19:37
for a conditional use permit. | 00:19:42
So in a conditional use permit where they have maybe larger groups than six, they would have to show you know where their parking | 00:19:47
is, all those things and the Planning Commission would review that and mitigate any potential impacts or review their their | 00:19:52
application. | 00:19:57
Got it. So so it still affords some flexibility then to accommodate different circumstances. Some people may live on large, you | 00:20:02
know large pieces of property where it's not encumbering or creating a nuisance or those types of things. And so we allow for | 00:20:10
accommodations for that. Otherwise if there are other issues then henceforth once this is codified that. | 00:20:17
That we find that we don't like here. That requires then somebody on the City Council proposing an introduction of legislation and | 00:20:25
then we have an ordinance change or something, right. It would have to then go through our code amendment process. Yeah. Got it. | 00:20:32
OK. Thank you. That's the only question I have. | 00:20:40
Thanks. | 00:20:43 | |
Any other questions from council? | 00:20:46
There being none. | 00:20:50
Mr. Mayor, I move that we adopt Ordinance 2024-04 amending Title 13.76, Point 7:30. | 00:20:52
13 point 100.10010 in chapter 5.54.010 regarding home occupations. | 00:21:00
Second, have a motion, a second from Councilmember Quinn. We'll go to vote on this. Councilmember Brewer, yes. Councilmember | 00:21:09
Durham, yes. Councilmember Fotheringham, yes. Councilmember Quinn, yes. Councilmember Gray, yes. And chair votes. Yes. That | 00:21:14
ordinance is approved. Thank you very much, Council. | 00:21:19
Tina. | 00:21:25 | |
One piece of good news to share with the Council, I have made an offer which has been accepted for our Finance Director position. | 00:21:28
That person is scheduled to begin work on April 1st and will be part of your April 11th agenda for advice and consent. | 00:21:38
The person who I am recommending has a Master's degree in accountancy. | 00:21:50
And has worked for two other cities locally and both the mayor and Council member Fotheringham. | 00:21:59
Participated in an interview, although it was a little difficult due to some technical challenges. | 00:22:07
But I feel good about the candidate we've selected and hope that you will be pleased with him as well. | 00:22:14
And he starts April 1st. | 00:22:23
April Fool's Day. | 00:22:27
Someone else pointed that out as well. | 00:22:29
All right. That's great news. | 00:22:33
Thanks, Tina. Any questions for Gina? | 00:22:35
Should we just start down the line then with Ty? Do you want to start with just move down the line on council reports? I don't | 00:22:38
have anything this week. | 00:22:41
I attended the Healthy Happy Holiday Coalition meeting on Tuesday. | 00:22:48
And they are continuing to work on their master plan they've done. | 00:22:54
A really great job in terms of meeting with the community to identify different needs and. | 00:22:59
And things like that. | 00:23:04
I especially wanted to thank Holly and. | 00:23:07
Megan Bartley, who helped draft my letter, my holiday journal articles, so. | 00:23:10
You will read that all with interest. | 00:23:17
Thank you. | 00:23:20 | |
A couple items, Umm. | 00:23:22
1st we have our Fine Arts show going on downstairs this week. Hope you'll have a chance to take a peek at some an excellent art | 00:23:24
gallery down there and my understanding is we've had record attendance and and we're on track for record sales. | 00:23:32
And it's becoming very even more popular event. So take a moment at some point if you can and check out the art gallery downstairs | 00:23:40
for a fine hour show. | 00:23:45
Next month, Mayor mentioned in the meeting across the hall. April 15th, Holiday Arts is sponsoring our annual dance concert show | 00:23:51
at Olympus Junior High that usually starts at 7:00 PM, Probably will be again. | 00:23:59
On again April 15th. | 00:24:08
I asked Lee. | 00:24:10 | |
Holly and I, along with Lena, have been in communication with an organization that's the one kind act today. | 00:24:14
Organization I think is their website is powerofkind.org. | 00:24:23
The founder and primary founder of this organization is a holiday resident. | 00:24:28
It's Mr. Sam Nominee, the owner of Environmental Solutions. | 00:24:34
Umm he, so, their executive director Curtis Bennett and his staff. | 00:24:41
Have been reaching out to the City of Holiday to look at ways we can they can integrate their program with the city we've thought | 00:24:47
about integrating them with our. | 00:24:52
Helping Hands of Holiday award that we generally do in September or we'll be doing in September. | 00:25:00
The other initiative they they're helping us to look at is involving our schools. So one thing you might do if if you have an | 00:25:06
opportunity to go to your community council meetings in April. | 00:25:12
We'll try to get you some information. | 00:25:19
So that perhaps we can involve the schools in something. | 00:25:22
Along these lines with this organization in September, the great thing about this organization is they're not a fundraising | 00:25:26
organization. They are already fully funded. | 00:25:31
Their only objective is to try to spread. | 00:25:35
A message of. | 00:25:39 | |
Try to engage in kindness more often. | 00:25:41
And they provide, you know, T-shirts and hoodies and other like pizza parties and they fund it all. | 00:25:44
But they like. | 00:25:51
Commercial businesses and municipalities such as ours to engage with them and they help us find ways to spread that message, | 00:25:54
assuming we're in agreement with trying to spread a little kindness in our municipality, which I'm in favor of and I hope you will | 00:26:01
be too. So we'll try to get you some information by the end of the month that you can have in your hands for if you have an | 00:26:08
opportunity before community councils dissolve. | 00:26:15
For the summer, I know frequently made doesn't even have a meeting, but April may be the last shot and so we might want to have an | 00:26:22
objective of. | 00:26:26
Umm making an introduction with either the school principal or with the community council. | 00:26:33
Board to engage with Curtis Bennett and his staff, to try to find a way for the the schools to become involved. That's why they | 00:26:40
get the most energy and most success. | 00:26:45
Is generally through the local schools. | 00:26:51
So keep that in mind and we'll try to get you some information on that. That's all I have. | 00:26:53
OK. Again, I'm going to talk to you about the Community Renewable Energy Agency. | 00:26:59
Which has been rebranded as Utah Renewable. | 00:27:06
Utah Renewable Communities, which is a little bit less of a mouthful. Which is good. | 00:27:10
Um, you probably remember the Inflation Reduction Act, the large federal? | 00:27:15
Bill, that was passed probably a couple of years ago now anyway. | 00:27:21
The Utah renewable communities is. | 00:27:27
Applying for a grant from the EPA. | 00:27:30
For a climate, it's called a Climate Pollution Reduction Grant. | 00:27:33
And it's great because if we can get the grant, we're asking for $2,000,000. | 00:27:38
And that money would go toward reducing. | 00:27:42
The cost to the initial you know, all our residents who sign up initially and. | 00:27:47
Could, if the numbers that we're looking at hold up, could cut. | 00:27:53
The monthly. | 00:27:58 | |
Fee for participating in this program. | 00:28:00
By more than half. So we are really hoping. | 00:28:03
The reason I'm bringing it up is I have to sign a letter. | 00:28:06
Supporting holidays. | 00:28:11
Involvement in applying for this grant and I just wanted to make. | 00:28:15
The council and mayor aware that I am doing this and. | 00:28:19
Let me just read really quick, CPRG implementation. Grant would primarily be used to cover the estimated excess cost of roughly | 00:28:25
half of the program's new clean energy target. | 00:28:31
On the first five years of program administration costs, one of the things that we're struggling with is the fact that. | 00:28:38
Rocky Mountain Power cannot. | 00:28:45
Shift any of the cost of the program to. | 00:28:48
Participants and so we're having, I mean it's sort of. | 00:28:52
Tangled mess that we're trying to untangle. | 00:28:56
So if we could get this money and just hand it to Rocky Mountain and say. | 00:29:00
This is going to pay for the extra telephone operators for people who are calling about with questions about the program. | 00:29:05
And you know, upgrades to your billing system that you were going to have to make in order to be able to build just the | 00:29:14
participants, things like this. So we're excited about this and hopefully. | 00:29:19
Keep our fingers crossed, we'll hopefully get the money. | 00:29:25
The second item I have goes right along with Paul. I'm really happy to hear about the kindness initiatives. | 00:29:29
A few weeks ago, I was in a community council meeting listening to a. | 00:29:37
A mother talk about the struggles of her children. She has a child. Both Elementary. | 00:29:42
Middle school and high school. | 00:29:50
This this woman is a black woman and her children have all on all three levels been. | 00:29:52
The target of racial slurs? Slurs. | 00:29:59
And so. | 00:30:02 | |
That will be really good news. And I just felt so bad listening to her talk. I'm. | 00:30:04
I'm pleased with the. | 00:30:11
Support that we've given. What was it, a couple years ago? We had the March. | 00:30:14
Around. Yeah, yeah, Yeah. Anyway, what was that? Yeah. The Black Lives Matter, right? Yeah. Around so. | 00:30:20
I really appreciate the things that Holiday has done. | 00:30:29
And I hope that we can continue to recognize and always be kind to everybody. | 00:30:32
That's it. | 00:30:39 | |
I just want to thank Steph. I have had a lot of residents reach out over the last week with a wide variety of issues. | 00:30:42
And. | 00:30:51 | |
So I feel like I have been reaching out to staff a lot. 1 particular issue that came up is. | 00:30:52
As the weather has gotten nice this week. | 00:30:59
The Cotton Bottom said they saw over the weekend between 50 and 100 people wanting to come and use their restroom from the park | 00:31:02
because our bathrooms were not yet open at the park and so we were working. | 00:31:08
To be good neighbors to the cotton bottom and not put undue. | 00:31:16
And do use on them. | 00:31:20
With the people that we're inviting to use that space, and Jared was really great to work with, we were trying to figure out. | 00:31:23
How soon we can open them without dealing with? | 00:31:30
First, pipes and all that. But whoever, whoever was building the park did put heaters in which they did not know. So there are | 00:31:33
heaters in the park, so we can turn the bathrooms on much earlier than we thought, which is a huge benefit. It sounds like the | 00:31:38
Cotton Bottom has been dealing with this for a number of years and. | 00:31:43
We'll have two less now, so. | 00:31:48
Anyway, I was really grateful to Jared for his help with that. | 00:31:51
What else did I have? | 00:31:55
I think that's everything, OK. | 00:31:59
Just very quickly, Youth Council met yesterday and they were planning on. | 00:32:02
Trying to do some sort of fundraising event on the 18th which aligned with the final day. | 00:32:09
Of our Public Safety Appreciation Week. | 00:32:15
Which culminates in the big community breakfast at station 104 on the morning of the 18th. And Stephanie came up with this | 00:32:18
brilliant idea of. | 00:32:22
Why don't you just combine your efforts? | 00:32:25
With the police and fire and set up, what they want to do is just set up a little table. | 00:32:28
And collect donations for primary Children's Hospital, either toys or cash. | 00:32:33
I don't think that's problematic, but since Captain Brown Chief Holler here. | 00:32:38
If it's OK with you, we'll probably include something in our advertising. Just find a spot for them where they can. | 00:32:43
Set up and they'll have their sweatshirts on, I assume and. | 00:32:49
They just want to see if they can collect some toys that they can go up and. | 00:32:53
Present up at primary children's when it's all done so just FYI. | 00:32:58
Who would give a thumbs down to that right there? You. Yeah. | 00:33:04
And we do have that, we do have that event that we're developing right now. | 00:33:11
It runs I think from like the 6th of May to the 18th, something like that. It's about 10 days and. | 00:33:16
It'll be the same thing. We'll have banners up, we'll have banners of our officers and firefighters up in the. | 00:33:21
In the Village and Francis, I don't know if Holly's talked to you about seeing if the businesses might want to. | 00:33:26
Kick in a little bit of money and we've got any movement there if they want to help with the advertising. | 00:33:32
But it's our opportunity. | 00:33:38
As a community. | 00:33:41
To show our appreciation for the first responders that serve this community. And we've always done, I think, a great job of that. | 00:33:43
I know. | 00:33:47 | |
At least I hope our firefighters and officers feel very appreciated because. | 00:33:52
I know our citizens feel that way, so that'll be our opportunity to to do that. Finally, my wife brought up. | 00:33:56
Dog days of holiday Again, we haven't done it for years, but we had a lot of fun with it. So Lena, you may get a call from. | 00:34:04
My wife forewarned his forearm. | 00:34:10
I don't know if we can do that. Can we we? | 00:34:15
It was basically we people. | 00:34:17
Made banners of their dogs or cats or we put them up in the. | 00:34:21
In the village for like 3 weeks in August. Then we had the county come in and do. | 00:34:24
Free vaccinations they gave away. They did. Some adopted pets. | 00:34:29
It was a very fun event but we haven't done it for a long time so. | 00:34:33
You're warned. | 00:34:39
You're not afraid. | 00:34:42
That's all I've got. OK, so we'll just need to take a motion to recess, take a few minute break and we'll move across the hall. | 00:34:44
Mr. Mayor, I move that we recess City Council meeting and reconvene an orc meeting in a few minutes. | 00:34:50
Second all in favor? Aye, We are recessed. We'll meet across the hall in a few minutes. | 00:34:57
Yeah. | 00:35:05 |

Thank you. | 00:00:04 | |
All right. We ready, Stephanie. All right, welcome everybody. I will call to order the City of Holiday City Council meeting | 00:00:20
Yeah. | 00:35:05 |
