We have a public hearing tonight on Charleston Place subdivision and then the approval of Minutes 2, separate approvals for 1/21 00:01:26

And with the oh, and we have all commissioners in attendance, legal counsel and city staff. 00:01:36

And with that, we'll roll into the first item on Charleston Place. And John, if you'll give us a rundown, that would be great. 00:01:47

But the HOA has denied every applicant up until now. 00:02:59

And we have two items on our agenda. We have a public hearing. 00:13:39
For Charlton's place subdivision and then an action item for an approval of minutes. 00:13:43
And before we start our meetings, we have a opening statement which I've asked Commissioner Font if she would read for us at this 00:13:48

The City of Holiday Planning Commission is a volunteer citizen board whose function is to review land use plans and other special 00:13:55
studies. 00:13:59
Make recommendations to the City Council on proposed zoning map and ordinance changes and approve conditional uses and 00:14:03
subdivisions. 00:14:08
The Planning Commission does not initiate land use applications. 00:14:12
Rather, acts on applications as they are submitted. 00:14:16
Commissioners do not meet with applicants except that publicly noticed meetings. 00:14:20
Commissioners attempt to visit each property on the agenda where the location, the nature of the neighborhood, existing structures 00:14:25
and uses related to the proposed change are noted. 00:14:30
Decisions are based on observations, recommendations from the professional planning staff. 00:14:36
The city's general plan. 00:14:42
Zoning ordinance and other reports by all. Verbal and written comments and by evidence submitted all. 00:14:44
Which are part of the public record. 00:14:50

Acre Zone In order to plant new properties, minimum lot size requirements are required to be met which the TRC is able to review 00:15:36

I had a concern when I drove by about the scope of the work that's already. 00:19:53

A little bit of semantics here, but we passed that on to our home construction team who was aware of that permit and the 00:21:51

they thought was considered a Bush that wasn't a tree. A scrub oak tree that are, you know, commonly referred to as a junk tree. 00:22:06
We already have a landscape plan in place for that second lot. We just were submitting that permit application until a lot of them 00:22:12
split and we knew which home was going to be on there. So we completely owned that. It was just wires got crossed between our 00:22:19
development side and our construction side like that's we will do whatever we need to to rectify that. That was just. 00:22:26
An honest mistake that a tree got pulled out that shouldn't have but. 00:22:33
We have a full landscape plan in place already for both sides of that, which will include a full replacement of any tree that we 00:22:37
take plus the additional amount required by the Tree City USA. So we're. 00:22:42

They think that the sidewalk, curb and gutter goes a long way. We're doing our best to work with them and we, you know, agree 00:24:34
We've applied for a waiver through the city for that sidewalk on that South side of the property. 00:24:39
And that's our hope that that happens just so we can, you know, be in compliance with the with the architectural committee's 00:24:44
wishes and. 00:24:47
What we need there along Highland Dr. that's a, you know, accessibility issue and just the feedback we've gotten from the city is 00:24:50
that's going to be required regardless of. 00:24:54
Happy to obviously comply with that. 00:24:59

And again, and then, yeah, anything else would be up to the city and the granting of that waiver. 00:25:07

The width of the right of way can accommodate the sidewalk, and if there's an existing sidewalk it needs to connect to. 00:25:59
Those are sort of the two primary checks that TRC has to look at. 00:26:07

So because Heidel Dr. does have sidewalk on it. 00:26:16

To that and the county, I think that already decided they just listened to us. 00:27:18
There's no question for safety. 00:27:24
On Highland, you've got to have a continuous sidewalk. 00:27:26

As you come off of Highland, you think, well yeah, why don't you just put curb and gutter on both sides of the streets on the 00:27:32

But the thing that's fortunate is that for it's a dead end St. 00:27:39
And for walking traffic. 00:27:44
You know there's a safety issue more so, right? 00:27:46
There West of Highland for cars coming off into Charleston. 00:27:49
And it's fortunate that South Side has that sidewalk. 00:27:53
And so the pedestrians, the dog walkers, they can just go to that sidewalk. 00:27:57

And so it's sort of just continuing that feel all the way up to Iowa on the South side of the lot. 00:28:09
