All right, we'll call the Holiday City Council meeting to order on Thursday, August 22nd and start with the pledge. 00:00:04
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, 00:00:14
indivisible, with liberty and justice for all. Thank you. 00:00:21
OK, before we move to public comment, the chief had somebody to honor Who's. 00:00:31
Recently been assigned to Magna so I don't think she's here, but we'll have him read the certificate anyway or the award. 00:00:36
Thanks, Mayor and Council. I appreciate the opportunity to recognize the efforts of Officer Autumn Norcross. She did transfer out 00:00:44
to our Magna Precinct about a month ago and we were sad to see her go, but happy for her in her future. But we wanted to recognize 00:00:49
her because of an outstanding effort that she made here in our pre sequel. She was still with us and so I'll just read the 00:00:54
certificate if I can. 00:00:59
And unfortunately, she could be here with us tonight. But. 00:01:05
I still wanted to recognize her because of her great work on May 18th. 00:01:07
Patrolling the area of Holiday when she observed the male wearing dark coat clothing in a backpack. He was riding bicycle on the 00:01:14
road southbound on Holiday Blvd. So they all approached 6200 S She noticed the male did not have a light. 00:01:20
You know, off the Northwest alone. She initiated a stop on. 00:01:27
After a short distance, the middle decided to comply and stop his bicycle and got off. Initially he acted strange and would not 00:01:33
face officer nor. 00:01:36
After additional units arrived in mail from Hawaii turned it based off for Norcross began. 00:01:41
She knows the male was holding something under his Jack. 00:01:46
Officers could also see the outline of a handgun in the nails. Pant talking officers disarm the mail and removed. 00:01:48
2 foot pry bar from inside this code. Further investigation may often work to deal with drugs, stolen mail, also notifications and 00:01:54
poor checks on this mail person. 00:01:58
Oscar Norris would be commended for stopping a potentially violent suspect when committing further crime and holiday for 00:02:02
proactivity, commitment to public safety and dedication. 00:02:06
This was a great example of some stuff that somebody was out in the middle of the night. 00:02:11
So we want to recognize her for that. So she this is an incentive award that she got. I'll make sure to get her the certificate. 00:02:17
Thank you Chief and pass along our appreciation and wish her well in Magna. 00:02:23
Appreciate it. Thanks to you guys. Thanks Chief. Public comment anybody that wishes to address the Council. 00:02:28
There being none, we'll close public comment. Move on to item number 5. This is the interlocal agreement of the county aerial 00:02:36
photography. Pretty simple, it's in your packet. It's just our per square mile contract of. 00:02:43
I don't have it in front of me. 00:02:51
I want to say $1200. How close am I? 00:02:54
1094 wait 1094 sixty. Is that it? 00:03:01
OK. 00:03:05
Any questions from the Council? 00:03:08
I'll take a motion. 00:03:11
Position 2024-26. 00:03:20
Approval of Resolution 2024-26 proving unlikely with Salt Lake County for aerial photography. 00:03:26
Second, OK, we have a motion. A second, we'll go to vote. Councilmember Gray Yes. Councilmember Quinn, yes. Councilmember 00:03:34
Fotheringham, yes. Councilmember Brewer, yes. And chair vote. Just that resolution is passed. Our second resolution is amendment 00:03:39
to the Mill Creek. 00:03:44
City for Wasatch Blvd. improvements. 00:03:51
I'm happy to give just my quick summary. I talked to Jared about this. Jared, unless you want to brief the council, you want me to 00:03:56
do it? 00:04:00
I mean, this is pretty simple. Again, it's in the packet. We had an original MOU with the city of Mill Creek, which basically. 00:04:08
We we were going to jointly apply to put improvements on Wasatch Blvd. from an award we received from the county and essentially. 00:04:18
Their project is much bigger. It's going to take a lot more time than what ours is. And so I think Jared wanted the flexibility to 00:04:29
say, hey, we would just rather. 00:04:33
If we notify you do it on our own so that we could push the timetable at ours and get ours done. We just have to notify them. So 00:04:37
that's really the primary change in that's really the only change in the ML review, right is to give us the right to notify Mill 00:04:43
Creek and say we're going to go on our own. 00:04:49
And that's would be on this segment that's all ours because there is a big segment with joint, right. 00:04:56
Well, I think or is there just holiday part in a Mill Creek park because it's the border is 215 otherwise. Is that correct? 00:05:02
So. 00:05:12
The grant was split up with. 00:05:15
North and South. 00:05:20
Just South of 45th. 00:05:24
Right, but it's not like 39th where it's split down the middle of the road. It's rather bifurcated South and N Gotcha. 00:05:29
Yeah. I think we originally, I think it's a county award that we originally received. It was through holiday, but I want to say 00:05:40
their portion is about, I want to say 5 million, ours is about 600,000. So there's a lot of. 00:05:48
There's a big difference and there's going to take a lot longer. I was talking to Jared about this. It's like, well, we would 00:05:57
rather just. 00:06:00
Proceed with our piece, which is much smaller. We'll be able to do it a lot quicker and not have to wait on Mill Creek. 00:06:03
But the original MO, you didn't allow for that, so that's why we had to have this change. Was it Bernada Dr. Is that the? 00:06:09
Bernada. 00:06:19
It's like really close. It's hardly, I mean, it's not very far at all from this house. It's really a small section of. 00:06:21
Of holiday very small. 00:06:26
OK. Any more questions for Jared or staff or Todd or anybody? 00:06:31
Take a motion then, Mr. Mayor, a motion that we vote on Resolution 2024, Dash 27, amending an agreement with Mill Creek City for 00:06:37
Wasatch Blvd. improvements second. 00:06:42
OK, we have another motion and 2nd Council Member Gray, Councilmember Quinn, Councilmember Fotheringham, Yes, Councilmember Brewer 00:06:49
and Chair Vote Chess. That resolution is approved. Thank you. Council consent agenda. We have two. Two. 00:06:56
Groups of minutes we have June 6th and. 00:07:04
July 13th. 00:07:10
Joy 11. 00:07:16
Umm, any questions, edits, changes, Motion to approve. Minutes from June 6th and July 11th. So moved. 00:07:21
Second motion is second. All in favor say aye, aye aye. Any opposed? 00:07:32
Minutes are approved. Thank you, Council City manager report. 00:07:38
1st is a follow-up from your July 11th meeting and direction you provided on Screen Lane Elementary. I wanted to. 00:07:55
Holly and I had a productive conversation. 00:08:04
We talked about the timeline for a possible agreement. 00:08:11
Two 2 1/2 months. The school district has a longer. 00:08:22
So I will be keeping. 00:08:34
But it is worth looking at. 00:08:49
We talked about with the school district, several other. 00:09:02
Liability for. 00:09:08
Investing in the property that wasn't our. 00:09:17
Should the Should the Granite School District? 00:09:21
About security at the site. 00:09:27
They are hoping to have an. 00:09:46
Proposed these terms by the time. 00:09:52
So. 00:10:05
Kind of where we are on that project. 00:10:08
Any chance that they would sell the property to us? That has been bandied around a little bit, Yeah. So I asked for a final. 00:10:14
Determination and the message that. 00:10:25
They do know that we already paid for it with our property taxes over the years, right? 00:10:34
The next thing I just wanted to spend a moment talking. 00:10:52
We have staff identified a number of things. 00:11:09
The the challenge points that you received earlier is one example of something that we're planning. The Historical Commission is 00:11:16
planning a historical night with only years and city managers that have served in that 25 year period. 00:11:25
And they're planning not for November 18th. 00:11:34
We're planning a very small poster run, similar to the quality posters that were produced for the 20th anniversary, and then we're 00:11:37
hoping to have a journal article highlighting our history and anniversary. 00:11:45
And the last thing is the business Advisory Board is also planning. 00:11:55
Recognize the 25 of this building businesses in the holiday. 00:12:02
In November as well. So those are the activities we have planned. 00:12:08
I just wanted to ask if the Council. 00:12:12
Out that. 00:12:16
I think it's great. 00:12:27
Anything for? 00:12:41
OK. Thank you. 00:12:43
We'll move right to council reports then and we'll start with Emily and move down the line. So this last month when I met with the 00:12:45
many municipal association of councils, we met with the county association on aging, talked about some of the needs in the 00:12:52
community. I've reached out to the mayor and Gina and. 00:12:59
Still finalizing a lot of details on that, but we're hoping to set up a partnership with the city and Meals on Wheels where the 00:13:07
city takes. 00:13:12
A route to deliver Meals on Wheels and different council members or employees can do that. We're so like I said, trying to figure 00:13:17
all the details on that, but I'm very excited about that happening in that partnership. There was also some discussion about. 00:13:24
Partnering with them with the social media campaign to advertise for more drivers as part of Mills on Wheels, which is a, I'm sure 00:13:32
you're familiar, very needed program and. 00:13:38
They are constantly looking for volunteers, so that's something exciting that I think is moving forward with holiday that I'm 00:13:46
excited to see happen. 00:13:50
Perfect. 00:13:56
OK, just a couple things. Unfortunately, the Utah renewable communities. 00:13:57
Did not get the EPA grant that we had a. 00:14:06
Desperately wanted? I shouldn't say desperately. Scratch that. 00:14:11
I, we're really hoping that people will see that now the direction that you taught or the Rocky Mountain Power has been going the 00:14:17
past year. So sort of away from renewables, people will. 00:14:23
See that this program is very much needed and and very important Unfortunately with the news that I. 00:14:30
Rocky Mountain Power is going for a large rate increase. 00:14:39
Our fear is that people will not want to pay even just the small amount extra for this program, but it will be really up to us to 00:14:44
to push the program and let people know that it's it's very important and and very needed to. 00:14:52
This program will add renewable. 00:15:01
Power to the Utah grid, so. 00:15:05
At this point, we're just keeping your fingers crossed. 00:15:09
Drew, I can't remember if we talked about this before, but Utah Power has its own program. I could call the blue skies something 00:15:12
or other and. 00:15:16
And it seemed like sort of a a very similar program, but that they're doing themselves. And I wondered if if that was viewed as a. 00:15:22
I don't know, but the threat is the right word, but something that would. 00:15:33
Potentially usurp or suck out some of the energy in the room, as it were. 00:15:37
For the community renewable thing when they're sort of doing a similar program themselves, I ran into it just because I, I have 00:15:44
another condo that my family is dealing with and we were just setting up the power utility and at the end of setting it up, they 00:15:51
asked me and they're essentially said for I think it's. 00:15:58
Is it $1.00 per every 200 kilowatts or $2.00 for every 100 kilowatts? On my thing, it's one for every 200 that you'd pay extra if 00:16:06
you want. 00:16:11
In those 200 kilowatt blocks. 00:16:18
You could sort of pre-order to be supplied by renewable sources. 00:16:21
And it sounded a lot like. 00:16:26
The community renewable thing and I wondered if there had been much discussion. 00:16:30
In your board about the impact of their in house program, There hasn't been, I honestly don't know all that much about it except 00:16:36
that it has been around for quite a long time. I think the big difference is that the Utah Renewal Communities renewable 00:16:43
communities program is going to go out and actually purchase. 00:16:49
A solar farm or do you know do something that it would be in addition to what Utah Power is doing? 00:16:56
And we're hoping that the price will be a little bit lower as well. Yeah. So I was just wondering how that would work together if 00:17:07
a resident is already doing the Blue Sky program with Utah Power. 00:17:12
And then if that ends up confusing the issue further with a community, it will be on top of it. Because I wanted to do it, but I 00:17:19
thought, boy, does it undermine the community renewable effort. And I, I couldn't think at the time whether or not it did. I, I 00:17:27
don't think it did. Like I say, the blue sky program has been around for a long time. The community renewable program will add 00:17:34
more renewable energy to the grid. Now, I don't know, to tell you the truth, where the blue sky. 00:17:41
Renewable power is coming from, my guess is that it's being purchased from California because that's where a lot, that's where the 00:17:50
most, most of our renewable energy comes from here in Utah. 00:17:55
But the goal of the community program will be to have something, hopefully here in Utah. 00:18:01
That will add greatly to the amount of renewables that. 00:18:09
That is part of the grid for Utah. 00:18:15
So I will look into that and get back to you. How does that sound? Sure. OK. Thank you, Paul. 00:18:21
Oh, Blue Moon Festival this weekend. If you've not been to any of that concerts yet, shame on you. 00:18:29
But this weekend is the Big Blue moon. It'll be a riot. So we've got Latin Fusion Band and also the Yacht Club, which is in 00:18:39
Southern California, sort of Beach Boys. 00:18:45
Ish Southern California rock band as deadliner so lots of fun. 00:18:52
Are you announcing on the first one? Do you know? No. 00:18:58
Introducing. I'm not introducing because I'm I'm. 00:19:02
Beer and wine, tickets, sales and then service the whole time. I know I'm doing the second one. I'm not sure. I think Fred might 00:19:07
be doing the first one, but. 00:19:11
And then the Eagles tribute band One was canceled and postponed. 00:19:17
Because of rain, I think that one's going to be on the last Saturday of the month. 00:19:23
Of September, 30th. Of September, I'm sorry. Of September, yeah. So the end of September. So one quick comment there. I think it's 00:19:29
going to be on the last Friday. So Friday, September 27th, it's a Friday, OK. 00:19:37
I know, we just talked about it last night. 00:19:45
Smart. 00:19:49
That's all I have. So everybody here don't rain dance for Blooming Festival I guess, right? I thought I'd just update it. I don't 00:19:51
very often on the mosquito. 00:19:56
With the mosquito situation. 00:20:03
I was talking with Dan the director, and I didn't realize this, but West Nile Virus has been president in Utah since about 2006. 00:20:06
And it kind of ebbs and flows for this year is higher than usual incidents of it statewide, but in our district, it's lower than 00:20:14
usual. 00:20:18
But it's, you know, there has been, there have been findings of West Nile and in holiday included not, not this year necessarily. 00:20:23
I don't know on on this year actually. But they have they're just well equipped to be able to when they identify this to go in and 00:20:30
they have response procedures in place. So I don't do the smogging and different things like that. They should do that. But but we 00:20:36
are approaching, you know, it's really basically the end of September where. 00:20:42
That kind of they go dormant through April and so a little bit longer here, but. 00:20:49
I just thought that was interesting. We have. 00:20:53
Good community resources I guess, and I'm watching that so. 00:20:57
I don't have anything else in another time. To clarify, you're talking about sampling though with now positive not contracted 00:21:01
exactly. 00:21:05
Findings of its of its, Yeah. 00:21:11
And then when they identify that through the test kits that they have out and everything like that, and then they go in and they 00:21:14
address it. 00:21:17
OK. All right. A couple of things. Just a reminder, school is underway. 00:21:22
Hopefully that will get us the community council chairs contact information by the end of September usually, but if. 00:21:28
You're out there if you contact your schools, if you end up meeting, would you let me know because I may come and sit in. I just 00:21:36
like to listen to what the schools are. 00:21:40
Wrestling with. Yeah, I'm planning on going to Cottonwood and Bonneville, and Oakwood's a very bit in contact with them. Yeah. I 00:21:45
mean, when you meet, would you just shoot me an e-mail when you're meeting? And so who do I have then? Olympus Junior. Yeah, Your 00:21:50
Olympus Junior. Olympus Junior. I need to reach out to them. But usually they do their elections that like the end of September 00:21:56
and get us their community council chairs. But if you're meeting with the principals. 00:22:02
We attended the Driggs kindergarten. 00:22:10
First day of school, which is really cute, but Ben Horsley, the new Superintendent. 00:22:14
Really congratulated the City of Holiday and our council. 00:22:22
And staff, for the level of engagement we have with our schools, it must be. 00:22:27
A little bit unique. 00:22:33
And they appreciate it. So thanks everybody for what you do in that regard. Umm. 00:22:35
Youth council met yesterday is our first meeting was kind of on short notice but gosh, we must have had ten, maybe I don't know, 00:22:41
maybe 10 kids there. 00:22:45
Which was pretty impressive. So they're going to reach out again and engage and see if they can get a little bit more. 00:22:50
Participation and start Rd. mapping out what they want to accomplish for the year and then we'll be reaching out to staff as 00:22:57
appropriate if they want to have somebody come present. But I think they were getting their sign up sheet established for 00:23:04
Halloween and that'll kind of kick off the year for them. Then we'll go from there. But they're they're off and running. 00:23:10
Umm. 00:23:18
Holly, I was just going to look on my We have some kind of. 00:23:20
Community of Vanek Knutson Park, right? Trying to remember. 00:23:26
Yeah. 00:23:38
Holiday N Stake is doing that and so they're going to focus on Knutson Park and then the Park and Ride. OK. 00:23:42
Just FYI in case people want to know. Oh Speaking of, the Olympus Stake is doing a community day of service, I think on the same 00:23:49
day for Olympus Hills Park. 00:23:55
So they're nice so, but this is for Olympus Hills. 00:24:03
So. 00:24:07
Anyway. 00:24:09
There's also a Granite School lunch in that date. I'm going to go to that. I don't know if anybody else is interested, where they, 00:24:11
I think, talk about the budget and stuff. Do you have that invite? Except for that's on the 11th. It's the 11th at the district 00:24:15
office. 00:24:20
I've class if anybody wants to go let me know. Please let me know. 00:24:25
I'm interested in bad class that day. I've got to get down South part of the valley. 00:24:28
OK. All right. 00:24:33
Well, pray for good weather for Blue Moon. It's looking good on my phone anyway. 00:24:37
We'll see wrapped up this summer. 00:24:43
August Monsoons. 00:24:46
All right, let's just take a quick motion to reconvene City Council to a work meeting. Hi, Mr. Armond to adjourn City Council 00:24:51
reconvening and work meeting. 00:24:55
All in favor say aye aye. We are reconvened to a work meeting and we'll move right into it. 00:25:01
And discuss the undergrounding of power lines in the village. 00:25:09
This is. 00:25:14
Mr. Bunch. 00:25:15
So we. 00:25:22
They have a development that's located. 00:25:32
And they are asking if we would. 00:25:36
Participate that cost sharing project to underground the overhead utility power lines. 00:25:40
They would be willing to be what they propose is that they would pay half an assets that we would pay half. 00:25:49
The property is the last, from what I understand, the last property in the village zone that has overhead power. 00:25:55
The body gets property and so if we do that interest in varying all of the power lines within our village zone, this would be an 00:26:07
opportunity to. 00:26:12
With this developer to accomplish that. 00:26:19
So we. 00:26:22
Explain to the developers that we would take this request to our council and see what your thoughts are. 00:26:24
So just Full disclosure, Gina, when we were talking about this the other day. 00:26:33
I was thinking about and thinking we were going to have power lines and power lines and then a gap where we were going to bury 00:26:39
them. 00:26:42
And when I talked to Jared about it, I it became clear that it's actually. 00:26:46
Bearing the power lines from the beginning of this development to the edge of the village zone. So is that locust? 00:26:52
Yes, Locust. So the White House that's there, is that being redeveloped or does that just stay or the big White House on the kind 00:27:00
of the pie shaped piece? 00:27:05
It is staying and they're building about 6. 00:27:11
Townhomes. 00:27:16
So that work is under. 00:27:21
Infrastructure for those units or is under construction now. 00:27:25
And they will be start work on the units shortly. 00:27:30
But the white, the White House to the north, does that come down to, do you know? OK. But the power lines are buried in front of 00:27:35
that house, too, all the way to locust, OK. 00:27:41
For what it's worth. 00:27:49
Property developers said that. 00:27:51
Developing the village zone that. 00:27:54
But the project is short on funding and so they decided to not include that. 00:28:00
According to the development. 00:28:08
Well, I remember initial discussions. I don't know if anybody was here, probably Stephanie, but. 00:28:11
We received, I think we received a big federal earmark. 00:28:18
For the village to bury all the power lines, that was part of the funding so. 00:28:23
I think they did. We did bury the power lines. I don't know about whether we ran out of money for that or not. And I. 00:28:29
But my view change. I guess my point was my view changed when I figured out that it would allow us to bury the last run of power 00:28:36
lines, at least over here to the edge of the village. 00:28:43
Makes it a lot more appealing to me than we're just gonna bury a section and then still have power lines here and power lines 00:28:49
here. 00:28:53
Does that have to dig up? So those power poles are along curb, gutter, sidewalk. So how do they do that physically? Do they have 00:28:57
to dig all that up and then relay the curb, gutter, sidewalk? Do you know? 00:29:03
Would vary it behind the curve so they would have to dig out. 00:29:11
Assuming that we're going to leave the trees there. 00:29:17
We have to dig up the sidewalk and then. 00:29:21
Is this sorry? Go ahead. 00:29:27
That's a good question. I don't think that sidewalk work is in that proposal. 00:29:33
Budget. 00:29:39
I don't think it would add significant amount to that overall budget because that. 00:29:40
And we did that from Rocky Mountain Power, they including ballpark number and then it's not a detailed estimate. So I think if we 00:29:46
were to do something. 00:29:50
Next step would be to engage. 00:29:55
Because right now, they're only willing to entertain the idea. 00:30:04
So they kind of really come up with the high estimates for the cost. 00:30:11
So did you say that this is the last chunk of overhead power in the whole village? The rest is under. 00:30:17
So right now on the East. 00:30:27
Side of the property, it comes up out of the ground and do a metal, steel pole and then I think there's three poles in front of 00:30:29
the property and those would all come down. 00:30:35
I do need to clarify whether or not it goes across. 00:30:46
Or if and you still pull, would be erected. 00:30:52
South Side. 00:30:57
So you need to clarify. 00:31:02
And our portion would be 65 of that 1:30. 00:31:09
That is their request. 00:31:13
Yeah, the other. 00:31:16
It's really. 00:31:22
Where would that come from out of the budget? 00:31:26
So I think we would need a budget amendment and likely out of the capital projects fund. 00:31:31
Could somebody speak to what precedent there's been in the past with respect to this? Again, if we had a grant, you know that. 00:31:39
Enable us to do a bunch in the village zone here, but I think of, for example, a massive. 00:31:46
A terribly expensive one that's down on memory lane. That will be happening, I think and things like that. And so I have concerns 00:31:52
about the precedents that it sets and how we, if we favor, you know, we do in one case, we don't in another and things of that 00:31:57
nature. 00:32:03
I don't. 00:32:12
Power lines. 00:32:18
Other than the. 00:32:21
Yeah, I can't recall anything either and I'm not aware of any, any type of partnership like this. Is there any difference in like? 00:32:34
Ownership. I mean does does the city own any of the village? 00:32:44
And then we have some or is it just like an easement that we have in the Plaza? Is that the extent of our? 00:32:49
Responsibility, or so we own the Plaza area itself. Just the Plaza in the village. 00:32:55
Well, I think that that was those were the two questions I had when I was talking to Gina, just without knowing all the details 00:33:06
was I'm not interested in just bearing a gap. But that issue I think resolved. And the other was setting the precedent. I think we 00:33:13
could probably skirt that issue a little bit by arguing that the intent was to bury all the power lines in the village. And this 00:33:20
is the last section. And so we we could make a, an argument that we're just making fulfilling. 00:33:27
Tail end of our obligation. If this is the difference between burying and not, they'll participate. 00:33:35
I think we could get around. 00:33:41
I think we could argue that we're really not setting a precedent, but I agree that that's that was an issue. 00:33:43
I don't want to go down this path if now. 00:33:50
Every contractor is going to come or builder is going to come and say I'll bury the power lines if you'll share the cost with me. 00:33:54
Yeah, that's also my first question is that we're pretty sure that this is the last segment within the village zone because I 00:34:03
wouldn't want to do this. And all of a sudden, I'll wait a minute, there's still that other segment and next thing you know, we've 00:34:07
got. 00:34:11
Follow up tomorrow. 00:34:18
Yeah, I struggle with this honestly because. 00:34:25
I don't know, I, I I'd like to look at it, but I, I don't. 00:34:29
I don't know, it's the outskirts of the zone. 00:34:33
I think of Mcdougals, for example, on Arbor Lane that paid themselves to bury a big stretch of of lines there and others. And I 00:34:39
just, I don't get me wrong, I love, love, love to see power lines get buried. I totally love it. 00:34:46
But I struggle spending 65 grand of taxpayer money to do it. 00:34:55
I mean it sounds great, but I drove it just to take a look and. 00:35:02
I don't think it really provides. 00:35:08
Other than saying all of our power lines are buried in the village. 00:35:10
But the actual visual of it is not, I don't see much benefit to the city because it's on the it's on the West side of the street. 00:35:15
It doesn't block any views across the park into the mountains. They're just kind of there, I think. I think the benefits really 00:35:20
all. 00:35:26
To the developer so. 00:35:32
I don't feel that strongly about it if there's council members that are concerned about setting the president and just spending 00:35:35
money and not feeling like there's a big benefit to the city. 00:35:40
It's not something I would fight against. And it's all residential at that part, right? Yeah, I think, yeah, I think so. 00:35:47
Yeah. 00:35:56
Yeah. 00:36:01
HV, but that's allowed in the zone, so that's what they're doing. 00:36:07
Not excited about it, but I'll drive by it. 00:36:16
I'll drive by it as well I can. I'm pretty likely that I would be a no. 00:36:21
Do we need to make a decision tonight? 00:36:27
Pressing me on it. 00:36:31
I think. 00:36:35
You know, if we wanted to have a follow up work session on it or. 00:36:36
When is our next meeting? 00:36:43
September 5th. 00:36:45
I think. 00:36:48
Here's what I here's what I think. Our sense is we're not very excited about this, but. 00:36:50
There's some council members that would like to drive by and take a look at the stretch. It's right here. 00:36:56
And you'll see it, you know, you'll see the houses that are being built, and you'll see the three or four poles that go to Locust. 00:37:02
And that's it. 00:37:05
And we're willing to take a look at it and bring it back to the agenda on the 5th and give a final answer, but it doesn't seem to 00:37:08
be like there's real excitement about the city spending money to bury the blinds at this point. 00:37:15
I'll just let them know that we're going to. Is that fair? 00:37:23
OK. 00:37:28
Yeah, and then everybody will drive by and then we'll bring it up again and maybe when you see it, you'll change your mind, right? 00:37:33
OK. 00:37:41
Leave options. So parental leave. There's a. 00:37:44
Like a little matrix. It's right there in front of my face. 00:37:48
OK. 00:37:56
Most of them are small. 00:38:08
I think it's fair to say. 00:38:25
And some requirements. 00:38:31
And are are hiring and have hired many more people for who? 00:38:37
That are kind of in this. 00:38:44
Is important. So as we have gone through the interview process with employee, potential employees and then discussions with some 00:38:52
new employees. 00:38:58
This is a benefit that many people. 00:39:04
So based on that interest, I took a look at other. 00:39:09
What other cities were doing? 00:39:14
And as well as other. 00:39:17
How many public? 00:39:29
What has not? 00:39:37
Emerge so is any real consensus on what he looks like? 00:39:41
So there are lots of differing. 00:39:47
Ranging from a maximum of nine weeks in Park City. 00:39:55
Many communities. 00:40:08
That kind of stacks or combines with short-term disability payments that are generally available for mothers that are delivering 00:40:13
and also with the requirement of federal law that we offer 12 weeks for employees that have been with us for longer than a year. 00:40:25
Unpaid. 00:40:38
So. 00:40:39
I really wanted to just get a sense from the. 00:40:41
And have that conversation and then include that for further discussion. 00:40:50
So we, we currently have just not have a policy. 00:40:57
Other than unpaid leave under. 00:41:13
FMLA. 00:41:17
Or their vacation. 00:41:18
And sorry, what was it again for mothers? 00:41:20
So mothers would have access to short term. 00:41:23
And would we retain that or would the were we talking about perhaps replacing that? 00:41:37
Or would you keep both and the disability be sort of reimbursed the city for or they'd be covering part of it? 00:41:44
That policy and then reimburse like for example. 00:41:54
So it sounds like the real question is for fathers, because we don't have any option for fathers at this point. 00:42:09
I would love to look at what that could look like, what we could afford. I think that that it sounds like that's something that 00:42:17
you're being asked as you're interviewing candidates. Is that accurate? 00:42:22
Yeah, I think that that's something we definitely need to look into if if all of the comparable organizations are offering this at 00:42:33
a minimum, but also just so that the employees that are here like working here and feel like that they get. 00:42:40
Benefits. I think we can also look at it also comprehensively with regard to the PTO policies. We review PTO at the same time so 00:42:48
that we're not stepping on pieces and have the whole thing make sense. 00:42:56
I agree. Maybe I would add this piece to for your consideration though, and that would be. 00:43:05
Perhaps I don't know if there's some type of HR index or some type of survey, you know, Utah survey on this or something that 00:43:14
provides just outside of this. I, I would like to look at it. I, I. 00:43:20
I view our staff employees as being in competition with the market in general, not necessarily just with other state entities or 00:43:26
municipality and you know that type of thing. And so I'd like to just see that we're competitive. I. 00:43:33
Kind of generally, more generally, I guess rather because like, like I said, Park Cities is. 00:43:41
Like at one end of the spectrum and others are. 00:43:46
Or not so. 00:43:51
Well, I think we're not in our city, given how small we are. 00:44:08
I think we can afford to be generous on this because it won't end up costing us that much. We'll get. 00:44:13
More bang for the in the PR part of it then we'll actually have to put out because hey, I'd want to make it just full time 00:44:20
employees, not part time and seasonal and be full time full time not prorated. 00:44:26
That's my first laughed at it anyway. I'm spitballing a little bit, but I like the full time. I like the Salt Lake County one 00:44:33
where it's six weeks with an additional 6 if you have a medical recovery piece. 00:44:39
Prove it as well. 00:44:46
They also just don't think we're going to have to actually. 00:44:48
Put out very much given our size. 00:44:53
Would be interested. I mean obviously for for members of staff who are taking advantage of this benefit that is it can be a huge 00:44:57
benefit, but because we are a small organization. 00:45:02
If they feel like if someones going to be gone for six weeks, like we have the tools and the resources for somebody to cover 00:45:09
somebody elses job. And that's the other side of that coin. Certainly, yeah. So I mean, because I definitely think we need to be 00:45:16
doing more than what we're currently doing, but I'd be interested in knowing how people feel like practically how that's going to 00:45:24
affect everybody else's job too, so that we can take care of those those employees and then also like the. 00:45:31
The sweet spot that I like to hit Gina personally is like 75th percentile where I don't want to. I want to attract great people. I 00:45:38
think we have great people, right? 00:45:44
And I don't want to go nuts, right, like 100th percentile, but I also, I want to be competitive and I want us to have good people 00:45:52
that want to be here in the, you know, I like that rule of them. 00:45:57
So just. 00:46:05
So we can focus this down a little bit, so. 00:46:07
Paid or unpaid? Paid. That's an easy 1A length of tenure. 00:46:11
I mean, to me, I think it would be an earned benefit. I mean, you're going to pay a lot of money for this and and we ought to, I 00:46:17
mean, I don't, I don't think it'd be right to hire somebody and then have them take going maternity leave a month later for. 00:46:25
You know, so whatever, I don't know, whatever, whatever we think is appropriate. 00:46:33
Appropriate amount of time to where we feel like we've got a committed employee on board now and they've earned the benefit, 00:46:39
right? 00:46:42
So is that? What do you think? 00:46:47
But I wonder then if somebody is pregnant, then then they're kind of they can't take your job because they are going to need to 00:47:04
take maternity leave and they're, it's not offered. So they are automatically like, I can't take it. I can't look for a job right 00:47:09
now because I'm pregnant in this situation. So I'm wondering maybe, and I mean, I know some organizations that if you, if you 00:47:15
don't go back, like you take advantage of it and then you don't go back, which is I think a lot of the concern is that then you 00:47:20
have to pay it back. 00:47:26
They haven't. We haven't. They haven't. 00:48:00
Earn the benefit to get paid, I guess, but I guess we could have that discussion, but. 00:48:03
I like it being an earned benefit, personally. I think one year, I mean, let's just get, let's get something down and that's what 00:48:09
we propose. Then we can argue it again if we want to go. 00:48:14
Employee qualifications, full time, do we feel strongly one way or another about that? I mean, what do we consider full time? Does 00:48:20
it have to be 40 hours or is it over 30? 00:48:25
32. 00:48:32
Do we? And so if we say full time, is that what we mean? I mean to me that's fair because you're not even, you don't even have to 00:48:37
be a 40 hour week employee and you can still earn the benefit, right. So if we said full time that would be consistent with 00:48:43
medical benefits and all that business. 00:48:50
The length of parental leave. So is that the one Ty, where you're saying let's do a little bit more due diligence and see what the 00:48:58
what the market where the market kind of tends to be for our. 00:49:04
You know, level of staffing and whatever, right? 00:49:11
Maybe. Yeah, I think that makes sense. 00:49:14
The the other thing that might be helpful just thinking because we are a small staff is offering the option of where it can be 00:49:32
intermittent, which sometimes when you have two working parents and they can kind of tag team their, their leave a little bit to 00:49:37
to help with. 00:49:43
Child care that I mean, I I think that's worth considering too as a benefit. 00:49:48
That might even help as staff so that you're in a week and then gone a week, so it's not just you're gone for six weeks. 00:49:54
Yeah, so if you had. 00:50:02
A say you had the father working here and his wife had a they could, he could take a week and they could spread it out over a 00:50:06
three or four month period for that initial transition period. It'd be a lot less disruptive to things about here also. Well, and 00:50:14
it's a lot it might, you know, because bottom line is. 00:50:22
We're trying to help a family that's had a baby navigate that first three or four months or whatever it is, even though it's 00:50:30
probably not enough. It gets harder when they're two or three years old, actually. 00:50:36
I mean I think there are two issues here. One is allowing it to be intermittent but the other one is saying. 00:50:46
It has to be used within six months of the birth of the baby or the adoption or whatever it is. We don't want to stretch it out. 00:50:52
Yeah, that's a good point. So I I think yes. 00:50:58
We need to say, OK, it has to be within the six months of whatever. 00:51:04
I agree. Otherwise you might get somebody who takes advantage of it and just. 00:51:10
I haven't used all my paternal leave. 00:51:15
And I'm going to take two weeks, nine months. 00:51:18
You know, yeah, yeah. So yeah, you want it to be. 00:51:22
You wanted to do the best you can for the family that's having the baby, but you also don't want to. 00:51:26
Like that? Yeah. What do they have that on here, Gina? 00:52:02
But ours would be intermittent but has to be. 00:52:13
Yeah, that works. 00:52:18
And I'm assuming we're including birth, adoption, are we including foster care? Are we? I would think all of those things. I don't 00:52:30
know how often they would apply in all these cases, but. 00:52:35
Intention is for the demands of a newborn, I think, right? 00:52:41
Yeah, Yeah, I think that's right. 00:52:47
Yeah, because it's a uniquely demanding time. 00:52:50
Yes, it is. I don't know if yeah. 00:52:54
I would leave that to the discretion of our city manager on a case by case basis. No, I think you're right on the because foster 00:52:58
care could cover a whole range of ages. Yeah, that's true. The intention of this is. 00:53:04
When a family. 00:53:10
A new birth, there's that initial transition period of how we how we're going to readjust. 00:53:12
Yeah, that's fair. 00:53:19
So birth and adoption then? 00:53:21
So I think that gave us a good, that gives us a pretty good start, right, Gina? 00:53:33
Yeah. 00:53:39
How about now? Here it is. All right. OK. So with that, thank you for that direction and then we'll bring something else to you. 00:53:47
Hopefully on the 5th that maybe the maybe later in the month. 00:53:58
OK. 00:54:03
I'm going to have Holly go through the next item and I'll just pipe in. 00:54:05
All right. 00:54:17
So when we get our sheet up, we can do a little. 00:54:18
OK, yeah, it looks kind of tedious and tiny. 00:54:22
All right, So a little background on this tool while we're getting it pulled up. So usually every other week, Gina has a 00:54:27
management team meeting that includes Gina, myself, Jared Bunch, Jonathan Tierlink and Christian Larson. And we get together And 00:54:35
this is a tool that we developed about a year ago, I think just to kind of help us track major projects that are happening in the 00:54:42
city. So it's not an exhaustive list. So if you've had a chance to look it over, you may notice. 00:54:50
Things that are missing. So there are definitely other things going on, but these are the things I think just from like resource 00:54:57
management and staff time, we're just trying to keep an eye on. 00:55:03
So what I was going to do is just kind of do a brief orientation and go by each category and highlight the things that we're 00:55:09
working on, some things that we've accomplished or kicked off or ongoing. And along the way you can ask questions. I'll kind of 00:55:14
try to keep things brief so that we're not here too long. 00:55:20
So at the top you'll see this is laid out by year, so we're 2024 through 2026 by month. And then there's a section that says 00:55:27
assigned staff, and there's usually a lead and then a support team. You'll see a lot of the initials are repeated because we are a 00:55:34
tiny team. So we work a lot together on the same things. And then for the project categories, we have priority projects, things 00:55:41
that we're building or constructing. 00:55:48
Things that are related to policy operations. 00:55:55
Studies tech related things and team. 00:55:58
So we're going to start at the top and Justice go through it. If you are wondering what the initials stand for, there is a short 00:56:02
key at the bottom so you can see which staff person we're talking about. But I will again, we'll just do a really quick summary 00:56:09
and feel free to interrupt me as we go along. So in priority, we are spending our bond money on road and storm water. And I think 00:56:15
we've had a lot of great updates from Jared on what his department's been doing to execute that. 00:56:21
And that is definitely a top priority because we do have a time clock on those bonds, but we I think are on track. 00:56:29
We also have a top A list, the City Hall building, seismic upgrades and renovation followed by Spring Lane. We are working on that 00:56:35
financing plan that Gina just mentioned to you that we hope to come back with options to share. Those projects are getting 00:56:41
packaged together and we'll talk more about that with our financial consultant about why we're doing that. But that will be 00:56:48
something that you all will be spending a lot of time over the next few months is figuring out what that looks like. 00:56:54
And then highlight is going to start. We just had one quick thing. We're also planning on an update. 00:57:01
Sort of like we did on the road projects in May. 00:57:07
For the stormwater projects and that's likely to be at your the 1st October meeting, just an update on where we are with all those 00:57:13
projects. 00:57:17
Thanks, Gina. Thanks. 00:57:23
All right. So a few things that we have kind of checked off the list and affordable housing options, of course, we're still 00:57:24
working on that. So that check mark mostly means that it's underway and like it's going to be ongoing and Garcia did a great job 00:57:30
getting our moderate income housing plan in. And you'll kind of see that's really what the timeline is and we are still working on 00:57:36
this. But for this year, we've kind of soft checked that off. We also have completed our adaptive reuse plan for Spring Lane, 00:57:42
obviously that project. 00:57:48
Continues but we did get the plan done, so we checked that off. And then you PD with some of the restructuring that they've gone 00:57:54
through. That's another thing and I'm sure the chief is feeling that one heavily, but it's still ongoing. But it's still a big 00:58:00
check that we've met a lot of those those milestones and deadlines. So moving on to the build category, there's a number of things 00:58:06
that we continue to work on there. 1770 Holiday Blvd. This is the property that the city acquired because of some ongoing flooding 00:58:12
issues. 00:58:18
We hope to get that resolved soon. We also are doing sidewalk fill in on 27th East in Council member Quinn's district. That's kind 00:58:25
of ongoing. We have different fund sources that are going to be coming in for different phases with that one. And then 5600 S in 00:58:31
Council member Fotheringham District, if you've driven down that area, that's also underway right now, which is exciting. And 00:58:37
then. 00:58:43
You may see some of these projects repeated and it's just kind of recognizing the phase of the project. So we do have City Hall. 00:58:50
The build list, because once we get our financing in place, the idea is then we would be proceeding with the implementation of 00:58:57
that. 00:59:00
The Gazebo concert stage is something we're considering to continuing to work on. Our hope is we have a grant application in right 00:59:04
now to do a study of our auditorium downstairs. So we would like to look at the gazebo too, to see what we could do to make that a 00:59:11
more comfortable space for our concert series, both for the performers, but also for the people attending to kind of address like 00:59:18
sight lines and sound. So that's something we will continue to work on. 00:59:24
Hopefully we get that grant and we'll keep you posted. 00:59:32
And then Highland Drive, the bridge that goes across Big Cottonwood Creek, we have a large grant award that will be using to 00:59:34
replace that soon. 00:59:39
The historical exhibit experiences, we're going to be given an update to the council probably in the September, October and let 00:59:45
you know what that design is looking like. And then Spring Lane again, this is just recognizing hopefully we get to the point 00:59:50
where we can start construction. 00:59:55
In your budget, the Council had also prioritized maybe. 01:00:01
Upgrading a couple of bus stops and we actually had a great meeting today with UTA and their five year Service plan. Right now 01:00:06
they are, I think we're going to invite them to come to the City Council to talk about some of the things they have planned. But 01:00:12
we were really excited to learn that 3900 S is going to be upgraded in its service headways back to 15 minutes starting in April 01:00:18
of 2025. So I think we're going to be bringing some ideas back to you about maybe potential bus stops that we could improve as 01:00:24
part of that. 01:00:30
Service upgrade so 3900 S right now is 30 minute headway, so the bus comes every 30 minutes and they're going to be increasing it 01:00:36
to 15 minute headways in April on 2/20 the 220 no, this is 39 S 30 night, so going up to. 01:00:44
I love his house. Yes, yes, yeah. 01:00:53
And they have a branding kit that they're starting to use on their 15 minute headway routes, which is really going to be great. So 01:00:56
that people who are using the route, you don't have to worry about a bus schedule. If you see this branding, you know, you show up 01:01:02
and in 15 minutes the bus will be there or less so. 01:01:07
We'll look at that and kind of continue to explore it. And then lastly and build things that are underway as Wasatch Blvd. and you 01:01:12
all. 01:01:16
The resolution that you passed tonight, the MOU is really that's the project that we're talking about there. 01:01:21
We've got our new City Hall ADA entrance, so big check there. We also did a full stop head crossing on bringing holiday roads, so 01:01:26
down by the the charter school. And then we have new sports lighting and the skate park. And we have our new public park in the 01:01:32
village Plaza. 01:01:38
Moving on to policy, there are a few things that we are working on right now or we'll be kicking off. The business license fee 01:01:45
study is something that we've been needing to do for a while. So that's going to be underway soon. We're also going to be bringing 01:01:52
to the City Council in September as an introduction the Comprehensive Emergency Management Plan. So this is like that foundational 01:01:59
document that we use with all of our emergency response. So Allison Jester's been working on that and she'll be coming. 01:02:06
In in September to talk to you all about that. 01:02:14
We also have been, I think, really successful with our federal congressional coordination. Thanks to Ryan Levitt. 01:02:17
We have a meeting scheduled next week with Senators Lee staff. I think that continues to be really fruitful and is ongoing. Our 01:02:24
Financial Policy and procedures, there were some elements that were incorporated into the budget process this year in draft form, 01:02:32
but those will be coming to the council for consideration. And then the general plan update is also underway. So we have a grant, 01:02:39
Jonathan Tierlink is heading this one up and this will be proceeding over the next like 18 months. So I think that kickoff. 01:02:46
Will be expected this fall. 01:02:54
We have a number of legislative updates we do every year when the session closes and we have a team that works on those. So that's 01:02:57
an ongoing process that we will continue. What we do is we basically take the big bill list, we see what we need to do to make 01:03:03
changes and then we just systematically go through that. 01:03:08
We're also looking at the municipal code and I think Gina has provided kind of a rough schedule that we're going to be taking a 01:03:15
couple of sections. 01:03:19
Every two months and over the course of two years, the idea is we have gone through a whole ordinance and cleaned it up and you 01:03:24
will be definitely part of that process as we draft and bring things for your approval. 01:03:30
And then the state legislative session, that's an annual thing, as you all are aware. So we just keep that one on the list. 01:03:36
And one thing we did check off is when we do have an election cycle with City Council, we do election in candidate sessions and 01:03:44
Stephanie leads that process and we will keep we will have that next year, but that's why it's checked out this year because we 01:03:49
don't have anything anticipated right now. 01:03:55
Any questions about what I ran through so far? I'm not going quick. 01:04:01
OK. Are you guys OK with me just going through it like this? OK, OK. 01:04:05
All right. So operationally, Gina has already covered the 25th anniversary plan, so we'll kind of skip that one. 01:04:10
And then we did successfully incorporate Mill Creek, but we are keeping an eye on that into our justice courts. I think we're 01:04:16
continuing to evaluate data. We didn't have the best data going into that. So I think we are getting better data now and we'll 01:04:23
make adjustments as recommended by Gina. Quick question, have they leased out their old City Hall yet, do you know? 01:04:30
Not to my knowledge they haven't. 01:04:38
Fingers crossed, right? 01:04:41
All right. Lastly in OPS, we are going to be looking at our upper canal contract and try to renegotiate some of those elements. 01:04:44
I think that's can you, I know that's been an ongoing kind of challenge. 01:04:53
Is there a couple of? 01:04:59
Not to get into the weeds, no pun intended. 01:05:02
Like a couple of major things you're trying to accomplish with that, I would like sticky points that have just been problematic 01:05:07
for the city you're trying to negotiate out. 01:05:11
So Jared, I'll let him jump in, but I would say overall, the two issues we need to work through are kind of cautioning. 01:05:17
The agreement was set up with one set of assumptions. 01:05:29
And standards have changed, So what is fair for the city to participate in, in terms of the canal versus? 01:05:34
The the canal company and then the other issue I would say is related to operations and who does what. Yeah, I don't, I don't need 01:05:46
to get in all the detail, but they seem open to because I know my perception is it was sometimes a little. 01:05:54
Content, maybe contentious may not be the right word, but they're open to discussing these issues and seeing if we can work 01:06:04
something out. 01:06:07
I would say generally, yes, I I want to give a lot of credit to Jared. I think that relationship has improved tremendously over 01:06:12
the last five years. Some credit goes to the council as well because I think the relationship has improved as the canal company 01:06:20
has seen improvements that we've made in the infrastructure that they were hoping we would have made a decade ago. 01:06:29
But Jared's relationship and also. 01:06:38
On the ground, the relationship Thomas has has. 01:06:42
I rarely get phone calls anymore from the canal company and that was not the case the first several years I was here. 01:06:47
Yeah, answer your question. 01:06:56
Upper Canal is interested in making an addendum to the agreement as well. 01:06:59
We do tend to get bogged down in some of the details. 01:07:06
So it may be. 01:07:11
A fair bit of work to. 01:07:13
Finalize those details before we bring something to you. 01:07:15
Thanks. 01:07:21
All right. So we will move on to our study section. The first item I just talked about a few minutes ago, we were talking about 01:07:27
the concert stage. So we are trying to get a grant to study our City Hall auditorium. And the reason we're doing that is because 01:07:35
when this building was initially renovated that was essentially your standard elementary cafetorium, you know where it's that 01:07:42
all-purpose and we haven't not really made substantial changes. And I think if we were to do some things we could have some more. 01:07:49
And possibly some more revenue streams. So we're going to be looking at that a bit more. 01:07:57
I think Councilmember Quinn provided a great update on the Utah Renewable Energy program and we are continuing to participate in 01:08:02
that and and see it through. And we are also continuing to explore some Gun Club Rd. options that have been discussed with you in 01:08:08
prior meetings. 01:08:14
And happy healthy Holiday with the grant they got, they're doing their strategic plan and that is through the Communities that 01:08:21
Care framework. That's going to take about 18 months or two years, but we'll be providing periodic updates on that one as well. 01:08:28
We also are working on Highland Drive. 01:08:37
This is a renewal project that's a little different than what we've done before. So we have a good plan that's in place for Arbor 01:08:42
Lane to the Van Amigo Expressway, but there's more opportunities going north. So Jonathan Tierling would like to look at that. And 01:08:47
then that will just help give some direction so we can continue that good work on that corridor and making sure it's serving our 01:08:53
community and in good shape. 01:08:59
When you say more opportunities, what do you mean both from a lake and economic development standpoint and then possibly like 01:09:06
infrastructure improvements? So making sure like our bike PED facilities and stuff are connected and but there's definitely I 01:09:11
think some redevelopment opportunities that we would like to look at. 01:09:17
And then this next one, the solid clean energy, clean energy and air road map. So this is a process that Salt Lake City is leading 01:09:25
up. And basically what it is, is we put together a plan and the idea is it gives us access to money. So we are participating in 01:09:32
that. There's things like bike PED infrastructure, so some of our trail projects and stuff that might be good candidates, as well 01:09:39
as the 3900 S shared use path that we're working on with South Salt Lake and Mill Creek, so. 01:09:46
That study process is underway and we continue to engage in that just so we can make sure that we're at the table if there's 01:09:54
funding so. 01:09:57
Lots of trees count towards anything. Actually it does. That's one of the categories. So yeah. 01:10:01
All right, real quick things that we've wrapped up in the study category, we did the 3900 S monthly use path. This is a basic 01:10:07
preliminary design and our hope is to meet with those two other partner cities in the next month and a half and talk about our 01:10:13
strategy to get that funded and built. 01:10:19
We are also we completed our Highland Drive traffic study and we are queuing up our next round of grant applications for the Arbor 01:10:26
Linda Van Winkle section where we're doing the reconstruction of the complete street. So those will those applications with the 01:10:31
WFRC will be going out this fall. 01:10:36
Knutson and Trell study. This is our active transportation path along I-215. We ranked really high in the state's new active 01:10:42
transportation programs, and that's continuing. So we're hoping that maybe this next round will get money. But we did get the 01:10:49
study complete, which I think has been extremely helpful. 01:10:55
And the council did also complete the Public Infrastructure Infrastructure District options which are now being available to 01:11:02
Holiday Hills. 01:11:07
The WFRC Safety Action Plan, we also participated in this process and this was another grant connected opportunity. Unfortunately, 01:11:13
some of the things that are identified are not at the level where we'd be nationally competitive. So it's not really something 01:11:19
that we pursued, but we did participate and I think that was it's still good that those projects are in the plan. So as we pursue 01:11:25
other grants, we can point to it. So that was a good thing. 01:11:31
Anything on study as we move forward? We just have two short sections left to go. On the tech side, Gina implemented Clear Gov and 01:11:38
is queuing up a phase two to make sure that new budget transparency tool is basically available to our presidents. Because what we 01:11:43
want to do is make sure we're connected and showing what good stewards we are with public resources and how we're spending those 01:11:49
funds. 01:11:55
The I Work credit card payment platform switch to some background on this one. I work is our software program that we use for a 01:12:03
number of things. So like our building permits, our business licenses and our room rentals in particular. And that platform 01:12:10
doesn't have credit card payment options. So we had to get another vendor to work with them. And unfortunately I work severed 01:12:17
their business relationship with our credit card platform. So we are pivoting to a new payment platform. 01:12:24
From our residents standpoint, there's probably going to be no noticeable difference just on the back end. We're going to have 01:12:32
like a transition period, but our goal is to make that again as seamless as possible and that will be happening probably in the 01:12:36
next like six weeks. 01:12:40
Still using I work. This is just changing out the payment. Yes, just the payment side of it so we can keep the credit card because 01:12:45
that's been immensely popular. I think like 95% of our fees now are going through credit card. 01:12:50
Which is good. 01:12:57
We're also planning to do a software audit, so not unlike any other organization in the world. 01:12:58
Software kind of inches and grows and we just want to take a look at what we're using to make sure it's the most efficient, to 01:13:05
make sure there aren't better tools out there that might be cheaper or ways we can consolidate things or use new technology to 01:13:10
make it easier for us to serve our residents and clients. So that's something we're going to be undertaking as a big staff to just 01:13:15
kind of take a look at what we're doing and how we're using it. How are we from a licensing compliance perspective with software 01:13:20
as well? 01:13:25
In terms of our own licensing, just knowing that we, you know, it can be a common practice for people to use to install software 01:13:32
that's unlicensed and within organizations and that kind of thing. Just that that type of a software on it I guess is like a 01:13:37
licensing on it. 01:13:42
Yeah, yeah. 01:13:48
Yeah, great. 01:13:53
Question, OK. And then one of our big wins in the tech area was our website redesign, which was a lot of by Stephanie and I think 01:13:56
we've had a lot of positive feedback on that project. 01:14:01
And then from a team side, we did explore incorporating kind of a development director of fundraising element. I think that had a 01:14:07
lot of success and especially raising money for our skate park lighting. We did get some money for the historical exhibits 01:14:15
experience and then a contribution for our concert stage. So we we did do that to bring some money in. And then performance 01:14:22
reviews with our new time keeping software, Bamboo HR, we have a much more simplified performance review. 01:14:30
Process internally and we are doing those now annually in March. So we've kicked those off. They're ongoing. But we just wanted to 01:14:37
let you know that that's something that has I think been working really well both for supervisors as well as the other team 01:14:45
members that they they work with. So that is the road map in a nutshell. Hope they didn't lose anybody along the way, but this is 01:14:52
again something that that we just use at a really high level. If you ever have questions or would like more information. 01:15:00
Any of these, many of them will be coming back to you in the near term, but this is just a tool that we use internally to track 01:15:07
things. 01:15:10
And the last time we went through this road map, the council indicated that coming every maybe twice a year to review this road 01:15:15
map would be helpful. Is it still helpful? Yeah, alright. 01:15:20
Yeah, I think it's great. 01:15:28
All right. Well, thank you so much. Anything any other questions or? 01:15:30
He's got your hands full full of projects. 01:15:35
Thank you. All right. 01:15:40
I think that's it. 01:15:44
Any anybody going to be absent on the 5th or 19th of October or September rather that we're aware of? 01:15:47
I'll be around 15th of September. 01:15:55
19 There's a chance I was going to be, but I will be here. 01:15:59
That is helping hands by the way, so. 01:16:05
Right. 01:16:09
No, we may try and move it to the 5th. We had one recipient who is unavailable on the 19th move it to the what to September 5th, 01:16:11
if that would work for you. Yeah, if they can all make it, that's great. Yeah. 01:16:18
All right. 01:16:26
Did you say you're not going to be here on I was supposed to will be No, Yeah, I don't know yet. I'm supposed to be on 6th through 01:16:28
the 16th. Maybe, maybe bumping it so. 01:16:33
Yeah, I was going to be in Canyonlands, but not anymore. Oh, I'm sorry. 01:16:39
Move to adjourn. 01:16:44
Second all in favor, Aye, Richard. Thanks everybody. 01:16:45
Good meeting. 01:16:51
Not Matt Durham. Quick, but. 01:16:54
I'm getting there. 01:16:57
