We're good. OK, Welcome everybody. We're going to call the. 00:00:02
City Council meeting to order on March 6th and we will start with the pledge. If I could please ask everybody to rise. 00:00:06
In the United States of America. 00:00:18
And to the Republic for which it stands. 00:00:20
Nation under God, indivisible. 00:00:23
Thank you. 00:00:30
Item number three on the agenda is public Comment. For those that are following the agenda, you'll notice we have 4 public 00:00:33
hearings. 00:00:37
Scheduled. 00:00:40
So if you are here to address the Council on any of those four public hearings. 00:00:42
I would ask you to wait till we open that public hearing, OK? 00:00:47
Don't. Based on what I'm seeing out there, I don't think there's going to be a whole lot. 00:00:52
But if you are here to address any of the public hearings, wait till we open that one up if you are here to address the council on 00:00:57
anything other than the public hearing, with the exception of our theater group. 00:01:01
Public hearings now open. 00:01:07
So, Trudy. 00:01:08
Let's do it. 00:01:10
Trudy from the library. 00:01:15
Just letting you know that March is Women's History Month and we will be having scavenger hunts. 00:01:18
For adults as well as children. 00:01:23
Throughout the month, there'll be a different one every week so you can learn different facts about women in history and get cool 00:01:25
stickers. 00:01:29
We also have an inventor's bracket of things that were invented by women. You should come in and weigh in your vote to sit 'cause 00:01:33
we're gonna see who wins. 00:01:37
Umm, right now, you know, is it? Will it be chocolate chip cookies? I don't know. 00:01:42
It is also the opening of our seed library that started on the 1st, so we've got seeds available. Come on in. Every time you come 00:01:47
in you can get three packets of seeds. 00:01:51
We've got some that we purchased, we've got some that community members have. 00:01:56
Harvested and donated back, so we've got a lot of variety right now. 00:02:00
So it's, you know, while supplies last. 00:02:05
And to go with the seed library, on the 29th of March we're going to have a composting class. So if that's something you need to 00:02:08
know how to do. 00:02:12
Also, our RPG for adults is going to start up again on the 22nd and they'll be doing City of Mist. 00:02:16
And that and all the other just normal things that we do all the time. That's what's happening at the library. 00:02:22
Any questions? 00:02:28
Anything. 00:02:29
Anything for Trudy? 00:02:30
Thanks as always, truly appreciate it. 00:02:32
Anybody else for public comment? 00:02:37
OK, they're being closed. Public comment and we'll move to the public hearings. 00:02:42
We'll first start with the public hearing on a proposed amendment to the Moderate Income Housing Plan. 00:02:47
Of the general plan. 00:02:53
And Anne Francis Garcia will be briefing the council on this, and then we'll open up the public hearing. Then we'll bring her back 00:02:55
up for Item 5. 00:02:58
So Ann. 00:03:03
Good evening, Council. 00:03:04
Members of the public. 00:03:05
M Garcia Community. 00:03:07
Economic development and housing manager. 00:03:09
The general public General plan Chapter 5 moderate income housing plan. 00:03:14
Was adopted in March. 00:03:19
2024 last year. 00:03:22
Staff is bringing it back this year, just proposing some minor numerical amendments. 00:03:24
To the chapter, it's basically to assist. 00:03:30
Staff in reporting our on our annual report. 00:03:33
During the 2024 reporting session. 00:03:37
It became challenging with directing the state on which action and which task we accomplished. 00:03:40
So this amendment will address that challenge by adding numbers throughout the plan for each of the strategies. 00:03:45
And this will be create a more efficient reporting process. 00:03:52
The additions received a positive recommendation from the Planning Commission on February 18th. 00:03:56
Staff is recommending. 00:04:02
Approval of these minor amendments. 00:04:03
To the plan. 00:04:06
There's no amendments to the language, to the strategies. 00:04:08
To anything besides adding some numbers to each of the tasks and actions. 00:04:12
It's kind of making it easier to navigate, yes. 00:04:17
Any questions for Ann? 00:04:21
Stay there and if somebody comes up to comment, I'll just ask you to move aside. 00:04:24
OK, no questions from council. We're going to open up this public hearing. Anybody to address the Council on this item? 00:04:30
There being none, we'll close the public hearing. Move to item number 5 on the agenda. This is a public hearing on Amendments 00:04:37
Title 13.04, point 100 and Titles 5.54.010 and 5.63 on. 00:04:44
Micro schools and micro education entities. 00:04:52
And Francis? 00:04:55
Yes, this is amendments to Title 5 and Title 13. 00:04:57
Staffs proposing to amend Title 5. 00:05:02
The business licensing and regulations. 00:05:04
Title The amendment is proposed to implement new state legislation, which was Senate Bill 13, which was passed last year. 00:05:07
Which provides home based micro schools and micro entities. 00:05:16
With the similar requirements and rights as private and charter schools. 00:05:19
This proposed code amendment will ensure that Holidays code is consistent with the state code. 00:05:24
So the changes that were proposed are. 00:05:30
A chapter edition to Title V creating the 5.63. 00:05:33
Home based microschool and micro education. 00:05:38
Chapter and then titled 13. 00:05:41
The amendment to Appendix A table. 00:05:43
Allowed uses. 00:05:46
An amendment to chapter 13.04040. Definitions. 00:05:47
These changes received a positive recommendation from the Planning Commission. 00:05:53
On February 4th. 00:05:57
2025. 00:05:59
So we're recommending that City Council amend. 00:06:01
Title 13. 00:06:04
And add. 00:06:06
To Title 5 Chapter the chapter edition. 00:06:08
OK. 00:06:12
Questions for Ann again, this one is. 00:06:14
Based on our discussion, just aligning with what the state has passed down to municipalities in terms of what they can and can't 00:06:17
do with. 00:06:21
These two entities. 00:06:25
Any questions? 00:06:28
So this be case. 00:06:30
Sorry, just to clarify, this became state law when exactly? 00:06:32
I think it was May 2024 of 24. 00:06:37
And I was just curious, have we had, are we aware of the presence of any micro schools like like this And we haven't had any 00:06:39
application application. OK, cool. 00:06:44
That's all I have. 00:06:48
OK. If there are no further questions, we'll open up the public hearing anybody to address the Council on this item. 00:06:52
There being none, we'll close the public hearing and thank Aunt Francis for presentations. Thank you. 00:06:59
We will, I assume we will be placing these on the agenda. 00:07:05
Emily for May 20th for a vote. 00:07:09
March 20. 00:07:13
March 20 TH. 00:07:18
OK, slow down. 00:07:20
All right. Item number six is the public hearing on proposed amendments to this year's fiscal fiscal year budget 2024-2025. 00:07:23
This is in your packet and Christian is going to review these changes and we'll take any questions or clarifications from. 00:07:31
Council, Christian Europe. 00:07:39
All right. Good evening, Mayor and Council. So. 00:07:41
This is the second budget amendment to the fiscal year 2025 budget. 00:07:43
I'm going to start off just with the general fund, which. 00:07:47
The very top section. 00:07:51
We're increasing our appropriation of fund balance by $44,000. 00:07:52
And that is to fund. 00:07:57
The addition of two part-time positions. 00:07:58
One is in the Justice Court and one is in the building department. 00:08:02
The Justice Court position is a part-time clerk and the building. 00:08:05
Position is a part-time building inspector. 00:08:09
The impact for fiscal year 25, it will likely be a little less than what we budgeted here, but we just did a little bit of cushion 00:08:12
there. 00:08:15
And then the impact going forward I'm estimating will be roughly 115,000 between the two positions in. 00:08:18
Subsequent fiscal years. 00:08:25
Moving on to the Arts Fund, we are we. 00:08:29
Received a grant, the Creative Aging Grant through the Utah Arts and Museums. That's for $3000. 00:08:32
And then we have an appropriation of fund balance for $10,000. 00:08:38
The expense side, the 5000 of that 10,000 is for the Holiday Theater Company which. 00:08:42
Get some folks here for that. 00:08:48
And then we have an increase of 5002 salaries within the Arts Fund and that is for a seasonal arts coordinator that will be 00:08:50
working with Megan Aderman on a lot of our summer events and helping to plan. 00:08:55
And coordinate those events with her. 00:09:00
And then finally, we have the other side of that creative aging grant, just the expense side for those classes. 00:09:04
Is that? 00:09:10
I should ask you this, Christian. I didn't. 00:09:12
5000 is that do we consider that a prorated? 00:09:14
Amount or do we see that as? 00:09:18
The total that would be required next fiscal year as well. 00:09:22
My understanding is that was for the fiscal year 25. 00:09:27
And then in 26, when we do the budget, we'd have to have a new amount. This was an element that would need to be put down. 00:09:31
Prior to the end of fiscal year and for the licensing? 00:09:37
Of the shell material, the licensing and that, yeah, because I think one question I'll have when we get to it later is just make 00:09:40
sure we have enough funding for additional help for the Arts Council. 00:09:44
Year round, not just for the summer concert series. OK, thanks. 00:09:49
Moving on to the grants fund, we have a TRCC auditorium grant for that is for the redesign and renovation of the auditorium 00:09:56
downstairs. They're going to be doing a study. 00:10:01
I believe the company we're working with is called Schleck and they're going to be doing a study. 00:10:06
Just to see what some of our options are in the auditorium downstairs, it's a $22,000 grant. 00:10:10
And then there is a $2500 city match portion. 00:10:15
We've included another 5000 just for incidentals that could occur during. 00:10:19
During that process. So a total of 30,000 is what we're budgeting for that renovation design. 00:10:23
Moving on to capital Projects Fund, we're increasing the interest earnings by 550,000 and that was an issue that we've previously 00:10:31
discussed in council meetings where the interest was being allocated near the end of the year versus. 00:10:37
Throughout the year and then it was missed as a budget oversight at the beginning of the year. So we're adding this because. 00:10:44
The Capital Projects Fund has cash in it that we're earning interest on every month. 00:10:50
And then in addition to that, we are actually showing a decrease in appropriation of fund balance of 156 thousand. 00:10:55
That's due to the interest earnings and then we had some projects that were moving around, some of the budget on and some new 00:11:01
projects that we're adding to the capital projects budget for 2025. 00:11:06
And I'll cover those briefly. So we have a Holiday Rd. signal. This is for Murray Holiday Rd. It's over by. 00:11:12
Royal Holiday Hills It's a traffic signal that's become a pretty significant problem that we're hoping to address. 00:11:19
In addition to that, we have a reduction in additional paving projects. We have about $200,000 worth of projects that Jared is 00:11:25
hoping to complete in fiscal year 25. 00:11:30
But we had budgeted around. 00:11:35
Did you have something, Gina? 00:11:37
Say you're reaching for the mic, if you wouldn't mind me just adding a little bit about the traffic signal on Marie Holiday? 00:11:38
So that is an item that. 00:11:46
Is part of our agreement to develop land, or ADL with the developer of Rail Holiday Hills? 00:11:51
That that is an improvement that should be funded as part of that agreement. 00:11:57
Because of the delay. 00:12:02
That was unplanned in terms of timing. 00:12:06
Increment has not been flowing in the developer. 00:12:10
Would prefer not to fund to fund that off site improvement at this time. 00:12:15
As a staff, we are concerned about further delaying that improvement just given the pace of construction. 00:12:22
And so are requesting use of capital project funds which and then hoping that the Council would direct an agreement. 00:12:30
So that we would be repaid from increment. 00:12:41
Yeah, I think that's fine. I mean. 00:12:45
Essentially, we thought those improvements were going to be put in as part of the development, but. 00:12:48
It's, you know, we understand that it's been a little bit slow, so the increment is not flowing, but we can't wait. 00:12:53
Just repeating what Gene is saying now. 00:12:59
There's some of these things we don't feel like we can wait to put them in, so we're going to fund it. 00:13:01
And I'm assuming we're all in agreement that then we'll re engage with the. 00:13:06
Developer to say, look, we need some sort of agreement to recognize that we're. 00:13:12
We're paying for this and we expect to be reimbursed for it once the increment. 00:13:16
Flow is enough to reimburse the city for those improvements. 00:13:21
And I'm assuming we'll look through what all those are. 00:13:25
And pick and choose what we think we actually need to get done now or do we think the lights pretty much it and then we can wait 00:13:28
on the rest or we'll look at that. 00:13:32
Is everybody OK with that or? 00:13:38
It's clarifying which signal we're talking about. 00:13:40
Yeah. Is that the one opposite the theaters? 00:13:43
Thanks, Gina. 00:13:48
OK. Next is bridge repairs we're taking the budget from. 00:13:50
1,036,000 were increasing by 371,000. 00:13:54
This is for a bridge that is in need of repair on Highland Circle Drive. 00:13:58
And Jared can speak more to the details of the project. I believe it's where. 00:14:03
Island Dr. Meets. 00:14:07
Murray Holiday Rd. It's just. 00:14:09
Near that. 00:14:11
Isn't right behind the liquor store. Yes, Yeah, we all know where that is. 00:14:12
Well, not all of us. 00:14:16
And then finally, we have a transfer to the Grants fund. That's the $7500 match on the TRCC grant. So that's the other side of the 00:14:20
transfer out. 00:14:24
That is a transfer in there. 00:14:28
OK. And then moving on finally to the stormwater fund we're doing? 00:14:32
Pretty similar stuff to what we're doing in capital projects fund. We have an appropriation of fund balance, we're increasing it 00:14:36
by 330,000 and then we have a number of projects which. 00:14:40
Came in under budget or now completed and we still have a little bit of budget remaining. 00:14:45
We're reducing the budget on those completed projects and then we're increasing the budget on a few other projects we'd like to 00:14:49
complete. 00:14:52
So for instance, Hillsdon Drive. 00:14:56
The Jungle and Mordell Lane, those were projects that are nearing completion and there's a little bit of budget, so we're looking 00:14:58
to reallocate those two. 00:15:02
Waterways, curb and gutter replacement and the corrugated metal pipe replacement. 00:15:05
Are there any questions on any of them? 00:15:11
Well. 00:15:14
So. 00:15:16
Am I getting ahead of myself, Jared, If I mean because that's been. 00:15:18
That's detailed in Jared's. 00:15:21
Summary Report. 00:15:25
That's in the packet that everybody has seen. So it kind of goes through what the anticipated. 00:15:27
Projects will be that will be accomplished within those two last budget items, right? 00:15:32
So did you want to address? 00:15:37
Counsel Jared or just want to see if we have questions. 00:15:39
So yeah, if you've looked at that document that Jared wrote, I'm assuming Jared. 00:15:49
Authored this and it goes through these projects. Any questions from the counselor any. 00:15:56
Input. I did bring up the Lakewood issue, Paul, that we've had a lot of constituents complaining about. 00:16:01
And talk to Jared a little bit about that. I don't know if there will be money available for that, right? 00:16:07
It's under the sidewalk piece, but it's not under the mill and overlay piece so. 00:16:11
You might add the spot repair. There's a. 00:16:18
Monster Whole. 00:16:20
On 56 S just barely east of Van Winkle. 00:16:22
Going eastbound. 00:16:27
OK, great. 00:16:31
I've hit it many times. 00:16:33
OK. Any questions for Christian? 00:16:39
Or Jared. 00:16:42
The auditorium. 00:16:46
Big comment. 00:16:51
I think they're looking at options. 00:16:58
And Holly can speak to this. 00:17:00
Authority than I can, but that's. 00:17:02
All right. 00:17:08
Thank you. 00:17:10
OK. If there's no further questions from the Council, we will open up this public hearing any. 00:17:12
Public comment regarding the budget amendments. 00:17:18
There being none, we'll close this public hearing. 00:17:24
And we'll move to item number 7. This is a public hearing on. 00:17:28
Recodification of titles 10:00 and 11:00. 00:17:32
We are reviewing all of our code this year and. 00:17:34
Title 10 and 11 around up for public hearing and a vote. So anybody? 00:17:39
Any questions from Council regarding? 00:17:43
What's in the packet on titles 10:00 and 11:00? 00:17:46
You look like you were going to ask. 00:17:53
I was just going to make a comment on the, you know, the on that portion of. 00:17:55
Title which was the. 00:17:59
The the low profile motorized vehicles at Title 11. 00:18:02
I did, subsequent to our last meeting, I did a little bit of looking and for example, and I guess I'll just say this, I appreciate 00:18:06
the Council. 00:18:09
And kind of where we landed on that. 00:18:13
First of all, and then I looked a little bit further into this and for example, like Salt Lake City. 00:18:15
They allow them in bike lanes, for example. I was thinking about our main arterial roads that these would not be allowed on 00:18:19
because I think we've set the. 00:18:24
25 mile per hour. 00:18:28
Speed limit. 00:18:29
Restriction confining it to those streets. 00:18:30
I just. 00:18:34
I guess what I would just say is. 00:18:35
Law is can be organic a little bit and we'll kind of see how it goes and whatever, but. 00:18:37
If we, you know, it may be something that I think we may want to revisit at some point depending on how things go and maybe 00:18:41
depending on. 00:18:45
What Chief Oil you know, providing his input and what we see to where? 00:18:48
Potentially to look at where if they're confined to those bike lanes, maybe that might be something for us to consider in the 00:18:52
future. So. 00:18:56
OK. 00:19:01
Anybody else? 00:19:05
All right. 00:19:06
No further questions, then we'll open up the public hearing on. 00:19:08
The recodification of titles 10 and 11. Anybody to address the Council on titles 10 and 11 updates? 00:19:12
There being none, we'll close the public hearing and move to item number 8. 00:19:20
This is consideration of Ordinance 2025-01 amending Title 13.02, point 030. 00:19:24
Of the city code regarding roadway classifications. 00:19:31
We have had. 00:19:34
Presentations from the applicant on this. It's been the Planning Commission where it was denied. 00:19:36
We've had our discussions about it. 00:19:42
And it is now. It is now ready for vote before we take it to a vote. 00:19:44
I would open it up to the Council for questions or comments. 00:19:49
Yeah, this is your district. Did you want to? 00:20:02
Let's see. 00:20:05
And this is on item number 8, right? 00:20:08
Yeah, yeah, sure. 00:20:11
Mayor, I'll move that we pass Ordinance 2025 test 01 amending Title 13.02 point 030 the city. 00:20:13
Code regarding roadway classifications. 00:20:20
We have a second. 00:20:25
Second, OK, just to be clear before we take the vote. 00:20:26
So the motion is to approve the text amendment. 00:20:31
So a yes vote would be an approval and a note vote would be to deny the text amendment. So I just want to make sure before 00:20:34
everybody votes, they know what they're voting on. No, your motion is fine. 00:20:38
Todd, motion's fine the way it is. I just want to make sure it's not confusing. Thank you. 00:20:44
Everybody OK with that? All right. 00:20:49
So we have a motion and a second. Any further discussion? 00:20:53
So we'll start with Councilmember Brewer. 00:20:57
No. 00:21:00
Councilmember Durham No. 00:21:02
Councilmember Fotheringham No. 00:21:04
Councilmember Quinn. 00:21:06
Councilmember Gray. 00:21:09
And chair votes no, so that motion fails. 00:21:11
All right, moving to item number 9. 00:21:14
Consideration of Ordinance 2025, Dash 02 amending Title 17.08, Point 020 and. 00:21:17
17.3 Two .025 of the city code regarding stormwater regulations. 00:21:23
Again, Joe is handling this one and. 00:21:30
I'll ask the the council if they have any questions for. 00:21:34
Joe, again these are Appendix A&B that are in the. 00:21:37
Packet and basically align our stormwater code with what is. 00:21:41
Being. 00:21:47
Sent down from the state. 00:21:49
Is that right? Joe and Joe's here. 00:21:51
Against his will. And I'm just kidding. 00:21:54
Any questions for Joe on this one? 00:21:59
Joe, do you see any? 00:22:02
Issues with regard to. 00:22:04
These changes. 00:22:06
Mandated by the state would be there would be particularly challenging for holiday or is it? 00:22:08
Routine in your view. 00:22:12
Thanks for the question. No, I think it'd all be pretty routine. 00:22:15
It's mostly geared towards. 00:22:20
Continuity between the municipalities. 00:22:24
So. 00:22:27
Every municipality has been required to kind of make these same changes. 00:22:28
And have the same. 00:22:32
Kind of enforcement strategy. 00:22:34
Thanks, it should be pretty good. 00:22:38
Thanks. 00:22:42
Thank you. 00:22:43
OK, be happy to take a motion. 00:22:46
Mr. Mayor, I motion that we. 00:22:50
Approve Ordinance 2025-2 amending Title 17.08. 00:22:52
.020 and 17.32 point zero. 25 The city code regarding stormwater regulations. 00:22:58
Second, OK, we have a motion and a second. Councilmember Brewer. Yes. Councilmember Durham? Yes. Councilmember Fotheringham. Yes. 00:23:05
Councilmember Quinn. Yes. Councilmember Gray. Yes. Chair votes yes. That ordinance is approved. Thank you, Joe. Appreciate it. 00:23:12
Item number 10 consent agenda approval of minutes from January 9th both the legislative. 00:23:20
Meeting at 4:30 and the regular council session. 00:23:26
January 23rd and February 6th. 00:23:30
Edits, clarifications, questions regarding those minutes. 00:23:33
I'll take a motion to approve, Mr. Mayor, move approval of the minutes as listed on the agenda. 00:23:38
2nd, we have a motion and a second from Councilmember Gray. All in favor say aye, aye aye. 00:23:43
Any opposed? 00:23:48
Thank you. The consent agenda is approved. City Manager report Gina and Todd in support if needed. 00:23:50
All right, just a couple of things to let the Council know. 00:23:58
First of all, we are applying for a couple of grants. 00:24:02
To that would hopefully help us offset the general fund contribution for our history walk exhibit. 00:24:08
We have applied for $25,000 from an AARP Community Challenge grant. 00:24:15
And then an additional $50,000 from a T-Mobile Hometown grant. 00:24:22
Local matches are not required for either of those grants, and the idea what is that they would help offset that general fund 00:24:28
contribution. 00:24:32
Which I think the Council approved last year so that we could proceed. 00:24:37
I will tell you though, both programs are national in scope and are very competitive, so we'll see how that turns out. 00:24:42
And we'll let you know if we receive those later on in the spring. 00:24:52
I am looking for Pi Day judges for the third annual. 00:24:57
Holiday Bake Off. 00:25:03
My favorite day of the year. 00:25:08
Right. 00:25:11
So that is next Friday, March 14th. 00:25:12
What time? 00:25:16
12:30. 00:25:17
Pressure and cholesterol problems. 00:25:23
It depends on how big a bites you take I guess. 00:25:27
Elements. Fruit pie. 00:25:32
This is all the fruit. 00:25:35
This is so such a great event. I can't come. I'm so sad. 00:25:37
I'll be there. OK. It's at 12:30, 12/30. 00:25:42
To two we'll have pizza to start. 00:25:46
And then π. 00:25:49
The pie competition. 00:25:51
Afterward. 00:25:53
Pizza pie and pie pie. 00:25:55
I'll take, it's a great, I'll take one for the team. 00:25:57
Thank you. 00:26:01
I want to remind the Council that Council Member Quinn and Councilmember Gray Holly and I will be attending a conference in. 00:26:04
Washington, DC next week. 00:26:16
We will also be visiting with our legislative Congressional delegation. 00:26:19
And we'll be out of town for about 3 days. 00:26:25
Finally, I know the agenda says I will update you on the Legislature. I'll just say a lot is happening. 00:26:28
I'm not sure where anything is right now, and we'll give you a more comprehensive update on March 20th. 00:26:37
Any questions for me? 00:26:45
Yeah, we did get. 00:26:47
I know the league's. 00:26:49
Getting pretty active. I did get an alert from them today. 00:26:50
On. 00:26:54
That I sent to our representatives. 00:26:57
Trying to remember what it was. What time did that alert come? 00:27:01
Like 3 or 4:00. 00:27:05
Was it? Was it on Senate Bill 310? 00:27:08
No, the House bill. 00:27:11
So is it 454? 00:27:14
Yes, that sounds which is the transportation utility fee bill. 00:27:16
So yeah, yeah, there's. 00:27:19
There are two bills that. 00:27:21
HP 454, Yeah. Is that right? Two bills that are very similar in nature. 00:27:24
One is Karen Peterson's bill. 00:27:29
From the House side, that's 454. 00:27:30
That bill authorizes the imposition of a transportation utility fee, which our courts have told U.S. cities can impose. Holiday 00:27:33
does not assess that fee right now. 00:27:37
But there have been, there's a debate that's been going on at the state level about. 00:27:42
Exempting religious organizations and nonprofits from the payment of that fee. 00:27:48
As a general rule, that. 00:27:54
The League of Cities and Towns has opposed. 00:27:56
Those kinds of exemptions. 00:27:58
They think the fee ought to be assessed uniformly. 00:28:00
Across all users. 00:28:03
And so. 00:28:05
There's a bit of a political battle going on. 00:28:07
In the legislature, in the House, between those two competing bills and the way they. 00:28:09
View those exemptions so the league's action alert. 00:28:14
Was to ask you to contact. 00:28:17
House members. 00:28:21
And to prevent an amendment to 454. 00:28:22
Which would have created the exemption for religious organizations and other nonprofit entities. 00:28:26
I don't know the outcome of 454 yet and I don't think we will know until midday tomorrow at the earliest right now. 00:28:32
That's what it looks like. 00:28:38
So Todd, just to just to clarify. 00:28:40
They're asking. 00:28:44
We oppose the. 00:28:46
Amendment to 454, which would. 00:28:48
Create an exemption for religious organizations so they wouldn't pay the transportation utility fee. 00:28:51
Well. 00:29:02
Things are. 00:29:04
Getting very heated, right? 00:29:05
Yes. And so you know, particularly for members of the LPC. 00:29:07
We should kind of have a heads up from the league. 00:29:12
In case we're getting these alerts to. 00:29:16
Text our representatives. 00:29:19
So see what happens. 00:29:21
Todd, do you have a sense of how the representatives that represent holiday or? 00:29:24
Are approaching these bills. 00:29:29
Yeah, I don't know. 00:29:33
What part of holiday is covered by? 00:29:36
Senator Owens. 00:29:39
But he supported the exemption. 00:29:41
Earlier today. 00:29:44
In a vote on Senate Bill 310. 00:29:45
Stephanie Pitcher, I know has been opposed to the exemption. 00:29:49
In the Senate, I don't know about others I. 00:29:55
Obviously I could forecast I think where. 00:29:58
Senator Moss. 00:30:01
And some others, but I haven't. 00:30:03
Haven't been, haven't specifically seen their votes. 00:30:05
So just curious how? 00:30:08
How does this be assessed and is it significant? 00:30:10
So cities that assess the transportation utility fee use it to pay for. 00:30:14
Road improvement projects and maintenance for streets and other transportation venues. 00:30:20
It's usually supported by a study that. 00:30:25
Sort of, I guess. 00:30:30
Categorizes users into certain categories, single family homes, commercial entities of different kinds and natures. 00:30:32
And then they assess the fee broadly across all those categories. 00:30:38
Most of those fees range between 5:00 and $10 a month I would guess. I would say for most users. 00:30:42
That are, you know, sort of single family residential type. 00:30:48
If you're a heavy commercial user like at Costco and you have huge traffic, you pay more. 00:30:52
But that's kind of the nature of those fees. 00:30:56
Like I said, holiday doesn't right now assess that fee. 00:30:59
The authority exists in state law to do it, but the city doesn't do it. 00:31:03
And so I think there are. 00:31:07
25 or maybe 30 cities in the state that assess that fee and it's structured similarly to our stormwater fee where you've got 00:31:09
different property types. So it's not a. 00:31:13
Yeah, a percentage of property tax or property value, but rather property type or frontage or something like that, yeah. 00:31:18
It's based on some characterization of the use. 00:31:25
Transportation network by a particular user. 00:31:28
And our residential properties usually included, yes. 00:31:31
Yeah. 00:31:35
It's usually assessed through some kind of another utility fee. It's it's appears on a garbage utility bill or something like 00:31:36
that. 00:31:40
OK for Gina leaves. 00:31:49
Any questions, Regina or? 00:31:51
I was just going to ask, the surveys were mailed out this last, Was it this last week? 00:31:54
Yes, I think it's been out in the field for two weeks. 00:31:59
Usually they're emailed. 00:32:05
And so if you were to forward that link, it wouldn't work for for another person. It's person and district specific. 00:32:07
In order to ensure that we get a representative sample. 00:32:15
I don't there a postcard mailers that went out too. Yeah, yeah. Have a unique code based on the destination. Is this the Y2K one 00:32:19
then? Is that sure? 00:32:24
OK, this is I just comment. It's great. And I was just going to mention it to make sure that. 00:32:29
All the council members and just encouraged people to. I've been able to. 00:32:34
Suggest and recommended people that they. 00:32:38
They fill those out and then we listen to them and it matters. 00:32:40
So yeah, we want to get as much participate, we'll get a good sample. 00:32:43
Because we'll use that to help us in the budgeting process too. 00:32:48
So Gina, if someone didn't get the e-mail, can they go onto the city website and sign up? Not at this point. They can't complete 00:32:52
it. We will do an A an information portion. 00:32:59
So just so we can get that information. 00:33:05
But I don't think that's open yet. 00:33:09
Can you clarify that? 00:33:12
Yeah. So basically we sent out specific invites in order to get that representative sample. 00:33:14
Two years ago we opened up the survey kind of at the end of the time for anyone to complete so we could get those narrative 00:33:22
responses, but they weren't counted in the overall survey. 00:33:28
Report. 00:33:34
OK. 00:33:40
Thanks, Gina. 00:33:41
All right, let's go to council reports. Why don't we start with Ty and we'll work our way down the line. 00:33:43
I don't know that I have anything to report on this week. 00:33:50
I met today with the Happy Healthy Holiday Coalition and just wanted to update the council that. 00:33:55
They're moving forward on our communities, the care framework. 00:34:01
That is a dated. 00:34:04
Tested data-driven process. 00:34:07
Sort of develop. 00:34:10
Community engagement to push forward community health objectives. 00:34:12
And they're working on a step right now to identify key leaders in the city who are. 00:34:16
People who have influence over resources or. 00:34:21
Umm, communication networks or things like that. 00:34:25
So we're in the process of identifying those. 00:34:28
Those people, we have a good list and are reaching out to them now. 00:34:31
And once we get them in place, they will form kind of a. 00:34:34
A bit of an advisory group for the Coalition and. 00:34:39
Their kind of future, of future efforts. 00:34:42
Thank you. 00:34:45
The big item coming up later this month? The fine art show downstairs in this building, opening on March 21st. 00:34:48
6:00 to 8:00 PM, there's an opening reception. That's a Friday night. 00:34:56
And then the show will remain open. 00:35:00
From the following day, Saturday through the following Friday, that's our annual fine art showdownstairs in the art gallery. It's 00:35:04
always very well attended. I've got some great. 00:35:08
Artists that submit and encourage you all to come out. 00:35:12
Enjoy the fine art show downstairs. 00:35:16
And secondly, of course, Mayor Dally handed a lot of the constituent communication, but thanks to Jared for. 00:35:19
Helping one of our constituents recently with a. 00:35:26
Broken sewer line issue that. 00:35:28
Was related to the bridge repair. 00:35:31
But appreciate you. 00:35:35
Coordinating that. 00:35:36
Constituent issue. Thanks. 00:35:38
Spring has sprung. I know because I got a complaint this week about the noise of leaf blowers. So. 00:35:42
We'll see. We'll see how that I did talk with Officer Peterson as officer. 00:35:51
OK, anyway. 00:35:57
So thank you, but on the positive note. 00:35:58
Sunday morning, about 9:00 in the morning, I was driving through. 00:36:01
Downtown Holiday along Holiday Blvd. 00:36:05
And I noticed a gentleman with What are those little grabbers? 00:36:08
Who was picking up trash? 00:36:14
And had a. 00:36:16
Garbage bag. And then about 20 minutes later I came back the other way. 00:36:18
And he his garbage bag was full. 00:36:23
And I thought that is so neat that some. 00:36:26
Random resident would walk through downtown holiday and pick up trash that just made my day and I wanted to pass that along. 00:36:29
Well, Speaking of trash pickup. 00:36:41
Wasatch Front Waste and Recycling is issuing a survey. I know where there's a lot going with the city and the district right now. 00:36:45
They are looking at changing the way that they bill for. 00:36:54
Trash and recycling pickup to do monthly instead of quarterly. 00:36:58
They want to just get feedback about that along with. 00:37:03
Feedback just in general about your trash and recycling pickup and if that's. 00:37:07
That's going well. And then all of the different services that they provide. 00:37:11
So I think we're going to be able to. 00:37:15
Distribute that survey through city channels. I don't know if you saw that yet, Gina. 00:37:18
Perfect. 00:37:25
So keep an eye out for that so we can let people know so that. 00:37:28
Just as Ty was saying, the more people that participate, the better information that we have, so the better decisions that we can 00:37:32
make, so. 00:37:34
That's what we have. 00:37:37
OK. 00:37:39
Josh, real quick, you know, I was thinking Holly today about Officer Appreciation Week. It's going to be coming up in May, so. 00:37:41
Chief, we probably well public safety Appreciation week, sorry we. 00:37:48
Expanded that so. 00:37:52
That'll be coming up in May, so I guess we got to get on that. 00:37:54
Get that on the agenda as well. 00:37:58
Gosh, I don't think I have anything else either. 00:38:02
I forgot. I apologize. I did. I should have mentioned. Yeah, Monday at 7:00 PM, the historical Commission of their speaker series 00:38:04
is it's on vintage signs across Utah. 00:38:09
I think they were trying to find vintage science specific to the holiday, but there's only so many. But it will be probably be 00:38:14
more broadly. 00:38:17
Utah in general over that is the Speaker series this month, and it'll be Monday at 70. Gosh, we gotta go. 00:38:20
Yeah, that reminds me too. I think the Interfaith Roundtable is going to be. 00:38:24
Same time meeting as well. 00:38:28
Which is fine because the interface Roundtable usually. 00:38:30
I mean, it's down to. 00:38:33
10 or so people usually attend that but. 00:38:35
Tell me I forgot they'll be meeting on Monday night as well. 00:38:38
OK. 00:38:42
Anything else coming up you can think of that we should remind everybody of the art show we got? 00:38:44
Not doing the dance concert this year. 00:38:50
Correct replanting. 00:38:54
It's coming up in May. 00:38:55
Recycling event. 00:38:58
March 29th. 00:39:00
Oh, that's right at the. 00:39:02
Prophet Elias, Yeah, and I saw that in the journal. 00:39:05
Yeah, OK. 00:39:08
All right. 00:39:12
If there's no further reports, I'll take a motion to recess Council and move to a work session. Mr. Mayor, I move that we. 00:39:14
Recess City Council meeting and reconvene any work meeting and we'll stay here. 00:39:22
Second motion a second. All in favor say aye. 00:39:27
I and just like that, we are in a work session and we are going to. 00:39:31
Stay in chambers for this particular. 00:39:35
Work session and start with our public. 00:39:38
Hearings and all. 00:39:41
Well, we'll take them one at a time. Any questions or discussion on the Modern Income Housing plan? 00:39:45
Changes. 00:39:52
Just some numbering formatting. 00:39:55
No changes at the wise. 00:39:57
And same on the micro schools and micro education entities. 00:39:58
Proposed budget amendments. 00:40:06
I guess are we going to tie in talking about because some of those proposed budget amendments have to do with the Holiday Theatre 00:40:13
Company or should we just table all that piece until we talked about the? 00:40:18
Yeah, I think, I mean it's. 00:40:23
So we have a budget amendment. 00:40:24
That anticipates our discussion. 00:40:26
And so we'll see how that goes because we could always, always change it as well. But yeah, OK. 00:40:29
And just to make sure on that so that the creative aging class that was a grant. So it's just showing that income that is altering 00:40:34
the budget, right? 00:40:38
And then the salaries and wages. 00:40:42
Can you explain that one one more time? That was just. 00:40:45
Seasonal arts coordinator is it? 00:40:48
Coordinator that's going to be assisting Megan with some of our summer events. So just like a contractor, is that what it is? I 00:40:56
think they would they would be an employee, OK. 00:40:59
Yeah, a seasonal employee. How long? 00:41:04
So usually our seasonal employees work for about 6 months. I think the plan would be from May till September. 00:41:07
So we had allocated for it, but. 00:41:13
That's what I'm not understanding. So we had budgeted 55. 00:41:16
This is a $5000 increase. 00:41:20
So that includes the existing salaries that are already within that fund, so. 00:41:22
We have an employee who's already coded there. That's just an increase to show that we have that seasonal employee as well. 00:41:27
OK, now is this. 00:41:33
55, because it's May through September, so it's two. So the 55 includes our employee Megan Aderman's, a portion of Megan's salary 00:41:36
and then we have an increase. 00:41:41
That's showing we're adding that seasonal employee as well. So the 55 is not just. 00:41:47
So the five is the season that makes more sense. 00:41:52
So it's very, very seasonal then. 00:41:55
That's what I wasn't clear on. 00:41:58
And it's just the portion in this fiscal year, so May and June, right? Got it. OK. So then there would be a portion in fiscal year 00:42:00
20? 00:42:04
25 as well or 26? Excuse me. 00:42:08
And then the theater company component we're about to hear about. 00:42:10
OK, great. Thank you. 00:42:12
OK. Any questions on changes to title or updates to title titles 10:00 and 11:00? 00:42:19
I just want to thank Councilmember Brewer for all the work that he's done on that to make sure that it's. 00:42:28
The way that we want it to be. I think he's done a good job. 00:42:33
Yeah, well done. 00:42:36
And to Todd as well, and his crew, yes. 00:42:38
Thanks. 00:42:44
So we'll anticipate all four of these items being up for vote on the 20th. 00:42:47
Miss 4 update. 00:42:54
Joe. 00:42:56
This is the one we've been waiting for. 00:43:00
Stephanie, you can just go to the list of amendments. 00:43:08
Thanks. 00:43:12
Yeah. So just stepping through. 00:43:13
This list of amendments for the storm water management program. 00:43:15
First off, we have a new Miss 4 permit. 00:43:21
With the state of Utah. 00:43:24
The previous permit just expired. 00:43:27
Just about the new permit, we will no longer be a Co permittee. 00:43:31
Of Salt Lake County and Jordan Valley municipalities. 00:43:36
Our permit requirements won't really change. It was more that. 00:43:39
Salt Lake County is no longer considered a small miss 4. 00:43:44
So they will get new permit. 00:43:48
Our permit will stay. 00:43:50
Largely the same. 00:43:51
And all of the other small Miss 4's through Salt Lake County. 00:43:54
This has happened across the board. 00:43:58
So that is our new permit. 00:44:00
Stepping down the table. 00:44:03
The MCM's are the minimum control measures for the Stormwater management program. 00:44:06
And some of these are kind of double. 00:44:10
For example, the first one is the city ordinance that we updated. 00:44:15
This change in the stormwater management program just gives. 00:44:19
That milestone date of the ordinance being updated. 00:44:22
And then moving on. 00:44:28
Once again. 00:44:30
Because of Utah code 195108.3. 00:44:33
We updated our stormwater pollution prevention plan review process. 00:44:36
For construction sites. 00:44:42
And that is also reflected a couple of lines down in. 00:44:45
Standard operating procedure #50. 00:44:50
In this table. 00:44:52
So basically we updated the date in our. 00:44:54
MCM tables. 00:44:57
And updated the standard operating procedure itself. 00:44:58
And then next. 00:45:02
Same story, the Utah code 195108.3. 00:45:06
Required updates to our inspection and enforcement standard operating procedures. 00:45:09
Which were. 00:45:16
Kind of taken out of. 00:45:17
#50 and then created. 00:45:19
#51 and 52. 00:45:21
To align with that new state code. 00:45:24
Any questions? 00:45:28
Exciting. Thrilling. 00:45:29
So we're required to approve this via resolution. 00:45:34
So this is just what we're going to be voting on on the 20th. 00:45:40
I believe that's correct. 00:45:44
OK. And no public hearings required? 00:45:47
Just had it. 00:45:50
OK. 00:45:51
Well. 00:45:56
Was that this one? 00:45:58
Oh, maybe not. No, this is just an update of what's going to what's going to be on the agenda for vote so, but we're not required 00:46:00
to have a public hearing on it, so. 00:46:04
Any questions for Joe? 00:46:09
OK, well, we'll expect to see this one on the 20th. 00:46:12
In the form of a resolution then as well. 00:46:15
All right. Thanks, Joe. Appreciate it. Thanks so much. 00:46:18
OK. 00:46:22
Calendar stuff we've already gone through, so this brings us to item number C13C. 00:46:25
This is discussion on the Holiday Theater Company. 00:46:31
I'll do a brief kind of introduction. I'm not going to spend too much time. 00:46:36
I'm going to leave that to to members that are here to represent. 00:46:40
Volunteer group and holly and. 00:46:44
Paul, who has. 00:46:46
Serves as our liaison to the Arts Council. 00:46:48
Will provide input as well, but you'll notice we have many representatives from the arts. 00:46:51
Community here, and I think we're probably going to see a few more here. 00:46:56
Momentarily, based on what I saw in the hall earlier. 00:47:00
Anyway, I'll just say that we have been. 00:47:05
Presented an incredible opportunity to expand. 00:47:08
The arts offering. 00:47:11
In holiday. 00:47:14
And it started with a meeting in January, I believe, a presentation from volunteers. 00:47:15
To start a holiday theater company. 00:47:22
And there was a follow on meeting that was held in a February. 00:47:25
Where the Arts Council kind of gave the concept a thumbs up, so. 00:47:32
We have. 00:47:37
Pretty detailed packet that we've all looked at and reviewed. We've also been presented. Everybody's got one of these little 00:47:40
Flyers in front of them. 00:47:45
And so I think. 00:47:53
Rather than meet continuing to talk. 00:47:58
I know, Susan, who's going to, who's going to be speaking on behalf of your group, Susan. 00:48:01
Susan DeMille. 00:48:06
So we're going to turn the time over to you and I hope you'll make some introductions. 00:48:08
You have a statement that you would like to make. 00:48:13
And then we are going to bring Holly in from the city. 00:48:15
To cover the staff report and Paul, you can interject when appropriate and we'll take it from there, so. 00:48:19
We're happy to have you here. Thank you, Mr. Mayor. Good evening, Mr. Mayor and council members and. 00:48:25
City employees. 00:48:30
Very excited to have you to be here before you. I wanted to express my gratitude. 00:48:32
My personal gratitude for your time this evening and also. 00:48:37
For allowing just a few details. 00:48:41
Costumes, maybe just right over by the. 00:48:44
Maybe. 00:48:49
These are just some of the beautiful costumes that we. 00:48:51
Have for. 00:48:56
Production this. 00:48:58
This summer. 00:48:59
Thank you so much. 00:49:01
I want you to go with me, if you will, through the aid of your imagination, to a night. 00:49:04
It's not just any night, however. It's opening night. 00:49:09
The very first opening night for Holiday City and Holiday Theater Company's production. 00:49:12
The first one, the inaugural one for this city. 00:49:18
You guys would like to have a seat. I don't want you. 00:49:23
Stand during this if you don't mind just having a seat anywhere you'd like. 00:49:25
Thank you. 00:49:30
And may I thank you each for being here. 00:49:31
So lovely to have you. 00:49:34
And also those of my teammate. I stopped and just. 00:49:36
Introduce them. As I said, my name is Susan DeMille. 00:49:40
And actually, mayor, this idea began last August. 00:49:43
And we started talking and emailing Megan and going back and forth. So it's been several months and we're thrilled. 00:49:48
To have a moment before you and I will take just a moment, Let me make some introductions. 00:49:55
Part of my team and I have a loud voice. That's why I can direct. I guess that's the main talent. 00:50:00
I've Lisa Wood. 00:50:06
Artistic Director Karen Dodge. 00:50:09
Amy Jordan. She's the math. 00:50:12
Genus I do this kind of stuff and she does the numbers. 00:50:14
Dean Kalin and Judy Crockett, and thank you to our family members for also being here. I hope you can hear me without a 00:50:18
microphone. 00:50:22
So as I said, it's opening night. It's a great night. I want you to peek backstage. Left with me. 00:50:27
And you're going to see dozens of children. Now these children have a gleaming glow on their face because. 00:50:33
It's about time for their entrance on this first production. 00:50:39
They know that they're going to sing and move better than they ever have before because they have been well taught. 00:50:44
Glance over to stage right and you'll see an elderly gentleman enter the stage. 00:50:52
He's got his trusty cane with him. He needs that to enter the stage. 00:50:56
The same cane that cane that he uses as he walks down the aisles of Harmon's grocery store. 00:51:01
He thought that the time for him had gone by. 00:51:07
He loved his debut when he was third tree to the right in his eighth grade production of The Wizard of Oz. 00:51:11
But time had passed and Gray hairs are coming and a cane is needed. 00:51:18
But he signed an audition notice and thought to himself, well. 00:51:23
I've always wanted to do it again by darn and it's right close to my home. 00:51:26
I'm going to go. 00:51:31
He looks out into the audience and he sees his wife and his children and his grandchildren, and they have a magical glow on their 00:51:33
face. They can't imagine what they're about to see. 00:51:38
On the periphery, both sides of the stage and backstage are countless volunteers who have painted and pressed and perfected every 00:51:44
inch of reproduction because of its representing holiday city. 00:51:50
It must be the very best that we can do. 00:51:56
I want to tell you that in the city of Holiday and you. 00:52:00
You perhaps know. 00:52:03
There are 16 vocal studios with at least 15 students each. 00:52:05
But in our little holiday city, there are two renowned vocal studios. 00:52:10
In fact, Dean Kalin. 00:52:15
Our master musician here. 00:52:17
Has been an advisor to American Idol finalists and Mindy Pack. Has coached Justin Timberlake and is on the road with Sabrina 00:52:19
Carpenter. 00:52:23
Those studios reside here in Holiday. 00:52:27
There are 10 dance studios with over 1400 dancers learning to point and PK and arabesque so that they would have an opportunity to 00:52:30
perform. 00:52:35
There are even 3 acting theatrical drama schools in the city of Holiday. 00:52:41
What do all of these people have in common? 00:52:46
Our musicians and our dancers and our performers. 00:52:49
They have one thing in common and that is that they know that working together. 00:52:53
They can provide something greater than oneself. 00:52:58
When we bring a community together, it's magical. 00:53:01
And it is indeed something that Holiday needs. 00:53:05
Of the surrounding city, 16 of 20. 00:53:08
Have theaters. I myself have worked at Murray. 00:53:11
Then Sandy and then Draper. 00:53:15
I went to Draper from Sandy because it was their inaugural production and I wanted to be a part of that. 00:53:18
And now I'm hoping to be a part of an inaugural production here in the city of Holiday. 00:53:24
If you have any questions I would be happy to address them. I have my money my my money, my numbers girl out there and. 00:53:32
Would be happy to answer anything that you. 00:53:40
Would like to ask. 00:53:43
OK, Will. 00:53:47
We may. 00:53:48
At some point. 00:53:50
Have some questions for are they leaving? 00:53:52
I was thinking that they probably had had their their time. Thanks for coming. 00:53:55
They look fabulous. They look fabulous. 00:54:00
Yeah, so I mean, when we started this, you know, I told them Susan she'd have to sell the Arts Council on. 00:54:04
This concept which she did and then. 00:54:10
We it's our job then, to start looking at the nuts and bolts of. 00:54:12
Of actually how we do this and how the city, what the city's involvement is going to be so. 00:54:17
That really. 00:54:22
Was worked out through Megan who wrote the report. I believe the staff report and. 00:54:23
Holly's going to cover that with you. So we may have some more questions here shortly, but. 00:54:28
Holly, do you want to come up? And we'll start walking through what's in the packet and then we'll take it from there. 00:54:32
All right. Thank you, Mayor and Council. As you just expressed, Megan Aderman has really been the lead in exploring this 00:54:41
opportunity and she was unable to be here tonight. So I'm just going to cover some key points. 00:54:46
Of the memo that was included in your packet and augment as the mayor said, some more specifics to complement the artistic teams 00:54:52
presentation. 00:54:57
So in your packet there's a memo that lays out. 00:55:02
Some of the details, I believe the proposal from the Holiday Theater Company is also included. 00:55:05
But what I would like to focus on is kind of starting with the division of responsibilities and how this relationship would work. 00:55:12
Internally between the Arts Council and the Holiday Theater Company. 00:55:19
So the vision, excuse me, the division of responsibilities between the two groups, starting with the Holiday Arts Council. 00:55:23
They would contract and hire the artistic team, in this case being the Holiday Theater Company. 00:55:31
We would secure the rights, royalties and necessary licenses. 00:55:36
We would arrange performance and rehearsal venues. 00:55:40
Develop and execute the marketing strategies and then managing the. 00:55:42
The ticketing. 00:55:46
And we have an existing. 00:55:47
Software that we could use for that ticketing purpose right now. 00:55:49
On the flip side, the Holiday Theater Company would oversee all the artistic production and development. 00:55:53
And then foster a positive, inclusive environment for volunteers and participants. 00:55:59
And ensure the project stays on budget. 00:56:04
Moving to budget, you'll see a summary table in that staff report that Megan put together the details. 00:56:07
What the pilot production would look like and then what a future program might. 00:56:14
The pilot production, not unlike a lot of our summer programs, straddle our two fiscal years. 00:56:20
So there is a portion that would be a budget amendment for fiscal year 25. 00:56:25
And then when the budgets developed for the next fiscal year? 00:56:31
The remaining portion would be part of that. 00:56:34
So this year. 00:56:37
Christian did include in the budget amendment that he presented a few minutes ago some details of what that looks like. We think 00:56:39
the cost is actually a little bit higher. 00:56:43
Maybe between like 7500 to $8500 when we factor in a deposit for the performance venue and then we need to do background checks. 00:56:49
This is something we're. 00:56:54
We would like all of our volunteers who are working, especially with children or vulnerable adults. 00:57:00
Go through a background check process just for. 00:57:06
Our surety and liability. 00:57:09
Are there any questions about the budget? I don't want to go line item by line item, but you just barely mentioned your background 00:57:13
checks with regard to our charity and liability. 00:57:18
Do we have any other concerns with regard to the city's liability for just? 00:57:24
Basic accident or? 00:57:29
Damage our general policy since this would be. 00:57:31
City of Holiday. 00:57:35
Production essentially, as opposed to sponsoring a separate organization. 00:57:36
The the liability coverage essentially falls on. 00:57:41
The city, but we don't have any. 00:57:45
Issue with that? Or it's been? 00:57:47
All of our committee members and volunteers are covered by our policy, so that would just be under that umbrella. 00:57:50
Gotcha. And then in terms of liability? 00:57:55
Same coverage for our space here and then that's included in the rental space. So we're kind of. 00:57:58
Universally covered. OK, just to make a comment. 00:58:04
I would foresee the biggest challenge. 00:58:09
Over the longer term would be years 2:00 and 3:00. 00:58:13
While this building may be out of service. 00:58:17
In this building, of course, is is. 00:58:19
Is contemplated in year 1. 00:58:22
To be the primary rehearsal venue. 00:58:24
Whereas year 2 and year three we may not. 00:58:27
Have access to this building. 00:58:29
So that's kind of. 00:58:31
Create. 00:58:32
A challenge. 00:58:34
Budgetarily, in case that needs to be funded somewhere else because there's no marginal cost rehearsing here. 00:58:36
And so that's going to be a unique challenge for years 2:00 and 3:00. 00:58:43
And so that. 00:58:47
Assuming year 1 is funded, it doesn't guarantee years two and three unless. 00:58:49
We're all comfortable with whatever that. 00:58:53
Increased budget impact could be for Year 2 and 3. 00:58:56
But. 00:58:59
Aside from that, I can report that the Arts Council is very supportive of this new endeavor and we know that from our own surveys. 00:59:00
That our citizenry, our constituents want to have more arts offerings. It's like the most popular thing about. 00:59:08
Holiday city government is our. 00:59:15
Arts offerings and they're asking for more and this is a great opportunity to do that and. 00:59:16
You didn't have the benefit of being at the Arts Council meeting with this cast here, but they all went. 00:59:22
And saying a number of numbers and they were fantastic. 00:59:27
And I've had the Joseph song stuck in my head as an ear worm for the last two weeks since they came in. He was great. 00:59:31
So anyway, I'm I'm excited to support this. 00:59:39
This venture. 00:59:43
Just with the one, it had to be a buzzkill about year two and three and that additional challenge, it's just. 00:59:46
I want to make sure there's Full disclosure about that challenge. 00:59:51
You know the ticket sales for year one will go to offset production in year 2 and and roll forward like that. I'm confident that 00:59:54
overall it will be a great. 00:59:58
Addition. 01:00:03
That'll be worthwhile. 01:00:05
We just have to take a hard look at your two and three if that's going to be. 01:00:07
If that's going to create a new problem, but it's, that's a problem yet to be solved. 01:00:11
Holly, so we're not, are we off this budget page then? 01:00:15
Pardon, are we off this budget page or can should I ask questions now? I have a few more things I don't I wanted to highlight. I 01:00:20
just wanted to see if there are questions about the budget before we moved on to the other pieces. 01:00:25
So on the budget, I have a quite well, first of all, let me just say I love to see like I love many things about this. I love 01:00:31
that. 01:00:34
A passionate group of people came forward that are very capable. 01:00:38
Love to see it and the community component and all of that is awesome. 01:00:41
The question I have is kind of. 01:00:46
Structural and I'm curious so and maybe kind of looking at Gene a little bit here too. 01:00:49
So I'm assuming in this case if it's a production of the Arts Council. 01:00:54
I'm just thinking of like, remember we met with that group from Harriman that had a. 01:00:59
Theater component, you know in there in that it was a 501C3 that was not part of the city, right? 01:01:03
And so in this case. 01:01:07
I'm assuming that we've. 01:01:10
You have. 01:01:12
Considered it and maybe have spoken with Todd and we didn't. And we don't want to have a 501C3 of this be a city, the city taking 01:01:13
this on, right? 01:01:17
OK. And then the question I have is? 01:01:21
When that's the case in the case of like. 01:01:26
The $10,000 rental fee at. 01:01:29
That was for the high school auditorium, is that right? 01:01:31
Pardon. Was that for the Olympus High School auditorium? The 10 grand space? Yeah. 01:01:33
Yeah. And so my question is, is that I'm assuming that you're thrifty and like doing all you can to get the best deal that we can 01:01:37
and that kind of thing when it's the government, you know, when it's a public entity trying to use the facility of another public 01:01:43
entity, is that I'm curious if that includes a discount versus private parties that had done it and. 01:01:49
If that's the best that we can come up with or if. 01:01:55
Yeah. Anyways, that's the question. I have an answer to that when I as a private person called Olympus High School. 01:01:58
And I want you to know that I taught there for 28 years and have been through every background check as as. 01:02:05
Have all of my colleagues. 01:02:10
When I myself called Thai, it was $30,000 to rent Olympus. So this is the deal, Yeah. So when, Megan? 01:02:13
They were kind enough to offer $10,000. I don't understand why it should be free. 01:02:21
Right. I mean. 01:02:26
We're all holiday, we're all working towards the same goal of making something great. 01:02:27
But it was a substantially different number when it was just me calling as opposed to. 01:02:33
Holiday City. 01:02:39
Got it. So it's like an intercompany charge essentially, kind of I think or something, yeah. 01:02:40
OK. And then? 01:02:44
The other, and I guess this is kind of budget related, so I'll just pose the question now, but. 01:02:46
You know, back then we were looking at trying to do some things where. 01:02:52
Well, I'd love to see like. 01:02:56
Grants being sought, you know, and those and those types of things. 01:02:57
Is and I'd be curious if there's if there's envisioned much of A fundraising effort or somebody, you know, a volunteer that's 01:03:01
passionate about this also that. 01:03:06
Would be anxious to try to raise voluntarily given funds I guess, and that kind of thing. Has that been discussed or considered? 01:03:10
You will see, I mean there is a portion of the revenue in the budget that includes a Princess party and that's something that the 01:03:18
artistic team has had past success with. 01:03:22
So that would invite children to come and participate in an event at a for. 01:03:27
Fee. So our Princess party we've done for the last dozen years at Olympus High School. It's held on a Saturday morning. We would 01:03:32
love to do it here on holiday. We would do. 01:03:36
Two different parties at 10:30 and at noon because the space isn't as large as Olympus High School. 01:03:41
We have access. I own all of the Princess costumes and. 01:03:47
Their Lisa Wood style so you know that they are the very best that they can be. 01:03:51
We have girls that are singers that come and they be, they are those princesses and we put on a story. It's about a 30 minute 01:03:56
show. 01:03:59
With Elsa singing Let It Go and Cinderella singing The Time the time. 01:04:03
And the children that come. 01:04:08
It's my favorite thing that we've ever done. 01:04:10
Are and I know Mr. Mayor, you've you've brought your grandchildren. It's. 01:04:12
A magical event. We charge like $10. They get a show, they get a coloring page, they get a cupcake, they get some juice. 01:04:16
And it's money well spent because those darling princesses will stand in those wigs and crowns and ball gowns. 01:04:23
For hours as every little child gets their picture taken, we've raised between 3 and $5000. 01:04:30
Each year that we have done the Princess party. 01:04:36
We've offered that as a way to offset some of our costs. We know it's not a great deal of money when you're talking about your 01:04:40
kind of money, but for our kind of money, it seems like a very good deal. 01:04:44
I think what Ty is more interested in would be. 01:04:51
Like our free concert series we have built up. 01:04:54
They started to build up a donor base Where? 01:04:58
Holiday Bank and Trust kicks in 10,000 Rocky Mountain Power kicks in 3000, we get. 01:05:02
Various community members that kick in. 01:05:06
And I mean this would be. 01:05:09
It seems like this would be an easy opportunity to go out into the community if we get the right person. 01:05:12
And get. 01:05:18
Underwriting sponsors that could add to the revenue line. So I'm sure I don't see that as part of the budget, but it's an 01:05:19
opportunity, right? It is and it's something that Arts Council is already starting to explore. So you remember last year we had a 01:05:24
consultant pathway. 01:05:29
That put together a potential funders list for us and the board, the Arts Council board has expressed an interest in pursuing 01:05:34
fundraising for some of their programming. So Megan has that list and it is something they're going to start to. 01:05:40
To explore like the mirrors. 01:05:47
Would this be a good candidate for his zoo, arts and parks? 01:05:48
And that's what I was wondering. So is that something that you're looking into as far as? 01:05:52
Answer that she sets on the. 01:05:57
That board and understands the program. So I think in future years this might be part of our application and might expand or be 01:05:58
able to expand our programming. 01:06:04
For this year, because this timeline is so condensed, I would caution against. 01:06:10
Relying on either fundraising or grant opportunities, I just don't think we have the time given. 01:06:16
Given the timeline for the proposed production. 01:06:25
I think that makes sense. I'm just more looking because it looks to me just. 01:06:28
On the budget, so it looks like we're. 01:06:32
If we pick this up, which I think looks phenomenal, I think a great opportunity. 01:06:34
Umm, with this budget? 01:06:40
About $40,000 a year that the city will be covering that won't be covered by a. 01:06:41
Ticket sales, is that potentially right? This is our pilot production, Yeah. So this is kind of what we're anticipating. So that 01:06:47
that feels like the minimum cost and it sounds like costs will go up and then for second and third year when we can't. 01:06:53
Use City Hall to practice. It'll go up significantly, so just. 01:06:59
Looking at. 01:07:03
Exactly what we're picking up long term financially with this, which I'm not saying is not worth it, but I just want to understand 01:07:05
and I will add to that some of our operational grants that we do get for the Arts Council. If we did include this in our program, 01:07:10
it would be an. 01:07:14
A small increase, it's not going to meet the full delta. So we might get a few more $1000, but it wouldn't give us the full. 01:07:19
The full amount. 01:07:26
Could you? Could you before? 01:07:28
I just want to understand like the big picture here. So when I'm looking at this. 01:07:31
It looks like we're going to have about $34,000 to get this off the ground. That's the. 01:07:36
Estimated cost, not the future cost. So. 01:07:43
This year would be. 01:07:47
Based on the budget amendment, we were just looking at how much are we looking to budget. 01:07:49
This year it would be between 75 and $8500. OK, So that would be the budget amendment this year? 01:07:54
So would we look to program the balance? 01:08:00
33 Fourth 33,400 less. 01:08:03
8000. 01:08:07
For next year's budget, is that how we're looking to manage? That's how it's being managed, Mayor. And the only thing I would say, 01:08:09
Mayor, is that the numbers, the 34,000 is a little different than the number in the staff report. 01:08:15
So that is assuming 74 to 8400 this year and then an additional 35,000 next year, OK. 01:08:22
For show #1 because there might also be. 01:08:31
The primary funding for Show 2. 01:08:34
Maybe a budget amendment later in the year. 01:08:38
Yeah, the way I would look at it is, I think this is important because I want to make sure I understand this. 01:08:41
And I understand, I understand that. 01:08:47
So I'm looking at what you're saying is we got a $40,000. 01:08:49
Injection of capital to get. 01:08:54
The Holiday Theater company up and running, but the way I would also look at it, unless you tell me I'm wrong. 01:08:57
Is there's. 01:09:04
And I'm not sure if I'm looking at the right document, but there were projected $30,000 of ticket sales. 01:09:06
And that was. 01:09:11
In the artistic company's proposal, OK, what's the staff report number? We said $10 because that was the number we talked about 01:09:13
previously. I don't think a ticket cost has been set yet. 01:09:19
And we don't know how many tickets we're going to sell. So that's not like a for certain revenue number. 01:09:25
But it could produce between 28 to $30,000. OK, so. 01:09:30
So we. 01:09:35
$8000 this year, the balance next year that we have to budget, but my assumption is that the ticket sales we produce from this 01:09:36
show. 01:09:41
Would then flow into a. 01:09:45
Into into revenue to the Arts Council to offset the cost for. 01:09:47
The second show. 01:09:53
So the investment for the second show? 01:09:55
Notwithstanding. 01:09:58
Would would not be 40,000 again, it would be more like 10 or 15,000. So I don't, I don't think so, no. 01:10:01
Because they're subsidizing like the costumes and all the things for this show, we'll have to pay for future. The full cost for a 01:10:09
potential future production would be more $70,000. 01:10:13
But the Council could. Since this is a pilot production, you could reserve the right to see how the pilot production goes and use 01:10:19
those ticket sales to offset the cost of this year's production. 01:10:24
Were offset costs for future production? 01:10:29
That's your call. How you'd like to recognize that? 01:10:33
Gotcha. So the future cost if you're looking at the initial cost of the production is? 01:10:36
20 or 30,000 less than what we think ongoing productions, right, because they have the costumes and the sets and things that are 01:10:42
already in place. 01:10:46
Understand. OK, gotcha. 01:10:50
Right, right. And those are in the past. 01:10:55
Yeah, I understand. It's it's. 01:10:58
I have already contacted several. 01:11:03
Companies that have the rent, sets and costumes. 01:11:05
And I have numbers for year 2 and year 3. 01:11:09
Now, I I asked for two specific shows. Of course, that's not in my purview. It would be up to you to determine the second title. 01:11:13
The show that we do Year 2. 01:11:23
I called several colleagues. As I've said, I've worked at all of the. 01:11:26
Community theaters around town. 01:11:31
If we did a production of Beauty and the Beast, the sets and costumes would be $3000. 01:11:34
I They also told me that because of my. 01:11:40
Skills at making things look better that they would offset that if I would. 01:11:44
Make the costumes back to where they originally were because they're quite worn out. 01:11:49
I'm really great with a with a needle and thread and a. 01:11:53
Rhinestone Adherer. 01:11:58
For the production of Mamma Mia, the set and costumes would only be $2000. 01:12:01
Because I own much of the costuming for Mamma Mia. 01:12:07
I'm one of those people in my poor husband's back. They're probably rolling his eyes that. 01:12:10
If a show at Draper City is not exactly the way. 01:12:15
I think it should be. 01:12:18
Has a terrible perfectionist trait I shouldn't have. I should apologize for that write up. 01:12:20
I I tend to go buy the dresses or the costumes because I. 01:12:25
It needs to be that so that when you walk in, it's something phenomenal. 01:12:29
So I do have those numbers for sets and costumes for year 2 and 3. 01:12:34
OK, I. 01:12:38
I just I think. 01:12:39
I think I got it. It's I wanted to make sure. 01:12:41
That I'm clear. 01:12:45
What the ongoing investment is going to be and I should anticipate that it'll be more in, it'll probably be more consistent with 01:12:46
the initial investment of. 01:12:50
30 to 40,000 that we should anticipate that. 01:12:54
It's going to be 30 to 40,000 even with. 01:12:58
The initial revenue flowing up. 01:13:01
And that's what we should anticipate and then hopefully. 01:13:03
As it grows, we'll be able to build a sponsor base that may be right offset that cost. 01:13:06
OK. Could I just highlight a few more points of consideration that were in the memo just as you're waiting your decision? 01:13:11
There is some foregone rental income, so if we use our space downstairs. 01:13:18
I want to let you know that that's not significant where we don't have a whole lot of use of the big Cottonwood room in the 01:13:23
basement. 01:13:26
In the summer months, that's when everybody wants to be outside, so they run our park facilities. 01:13:29
So if that's a concern, it's something we could mitigate. 01:13:34
When I looked at the system this morning, we had 6 events scheduled downstairs. But we can kind of, I think, flex the Holiday 01:13:38
Theater Company into the little Conwood room if we have a conflict. 01:13:43
But I don't think that's a huge concern. 01:13:48
In terms of staff and volunteer time, Megan would be taking this on and then as we discussed earlier, she'll have a seasonal arts 01:13:51
coordinator that will be providing assistance over the summer months. So this would fall. 01:13:57
Under that that person's role. 01:14:03
And then lastly, there might be some programming adjustments because summer is a busy season for the arts and culture program. 01:14:06
So we would maybe need to. 01:14:13
Adjust some things like the Blue Moon festival just because of timing. 01:14:16
Even with our staff team, we're still, you know, they would only have two people so they'd be stretched pretty soon during that 01:14:20
period of time. 01:14:23
Would it affect the summer concert series? No, it would not. 01:14:28
OK. And the Council policy options are outlined. Of course, these are not exhaustive. There's other options you could consider. As 01:14:34
mentioned earlier though, the Holiday Arts Council and Megan Attarin both endorsed this program. 01:14:40
So you could choose to go forward as the mayor outlined in. 01:14:46
Supporting a budget amendment for this fiscal year and one for next year to cover the balance. 01:14:51
You could decide to delay or deny. 01:14:56
This opportunity may be waiting until after the building renovation if you wanted to. 01:14:59
Or you could supply a small grant to the theater company and then they would as an independent. 01:15:04
Group do the production. 01:15:10
If you do decide to move with policy option #3, what would happen is at your next council meeting, the budget amendment would 01:15:13
include those dollars to get the program underway. 01:15:17
And then when the Arts Council comes to you. 01:15:21
In May, this would be part of their proposal for the next fiscal year. 01:15:24
But we would have to be committed to. 01:15:29
The additional, we'd have to be committed now right to the additional funding as we enter this budget season to plug that in. 01:15:32
Do we need to adjust Gina that holiday theater come it says 5000. Do we need to adjust that to 8? 01:15:39
OK. 01:15:46
So we need to take that 1:00 to 8:00. 01:15:48
OK. 01:15:50
Yeah, and I support the recommended option #3 I think we want to get this going and off the ground. I think our constituents are 01:15:54
ready for it. And. 01:15:58
I think as the mayor mentioned, we have an opportunity. 01:16:03
You know, show #1 would be a. 01:16:06
And discounted affair because of the resources that they're bringing to bear. 01:16:10
But also then for years two and three, we've and and beyond, there's an opportunity to build that donor base. 01:16:13
To make the ask. 01:16:19
Smaller years going forward, but. 01:16:22
But yeah, I think this is a great opportunity. The Arts Council is behind it. 01:16:25
And. 01:16:29
Yeah, I'd say let the show go on, but it's up to this council whether or not we want to commit. 01:16:31
I think we need to commit today if we're going to do option #3. 01:16:35
It's, you know, committing the current year budget and also committing. 01:16:39
The chunk for in next year's budget for this same show because. 01:16:43
If it's going to happen, they need to get started right away and they would need to have our commitment. 01:16:47
To start moving forward with that understanding. 01:16:52
Yeah, I did. 01:16:55
You know, I told. 01:16:57
Susan and Lisa, we were talking about this. I didn't need to be sold on. 01:16:58
The quality of the. 01:17:02
Production that we were going to be seeing because I've seen them myself. 01:17:04
At the high school. 01:17:08
So that was not an issue for me. My big issue was. 01:17:10
The Arts Council and. 01:17:13
Foisting something onto the Arts Council from. 01:17:15
Our council, which I don't think would be fair, so. 01:17:18
The hurdle was to clear it with the Arts Council and when Megan. 01:17:21
And and Paul and the council itself gave it the thumbs up and said. 01:17:24
Knowing uh. 01:17:29
What the details were? 01:17:30
And what the workload was going to be. And they gave it the thumbs up. I'm like, I'm OK with it. I'm still. 01:17:32
I still would like them to make sure that as we go into the next budget season, they are budgeting enough money for that part time 01:17:39
help to make sure they have enough. 01:17:44
Umm, paid. 01:17:49
Paid staff. 01:17:53
To make sure we're not overloading Megan and the volunteer Arts Council. 01:17:55
Mean that would be a concern I would have, but I I. 01:18:00
Totally agree with Paul, I think the Arts Council in the city has proven their worth. 01:18:03
I think our. 01:18:08
The surveys we are putting out always has. 01:18:09
More activities in the community please. 01:18:12
And we have a team of very talented people who. 01:18:15
Make actually less than council members, which is shocking. 01:18:19
That was a joke. 01:18:24
That are willing to put this time in so it's a. 01:18:26
It's a. 01:18:30
Fabulous opportunity I think and a. 01:18:32
And easy to defend to use taxpayer dollars to bring this online so. 01:18:34
I'm with Paul. 01:18:38
I have a question that my you know, as far as like a potential. 01:18:41
4th policy option I guess. 01:18:45
Would it be difficult to come to figure out a number that would be needed? I'm guessing 8 grand for this year. 01:18:49
I'm just curious. 01:18:56
How much would it take? 01:18:58
Of like donated. 01:18:59
Call it. 01:19:04
Start up capital. 01:19:06
To be able to. 01:19:08
And a plan that incorporates some type of a. 01:19:09
Business development or charitable development effort. 01:19:13
Presumably somebody that's passionate and could be good at it and would volunteer to do that that's passionate about this. 01:19:18
I'd be curious to know if they're if they could come up with something that say OK if we have this amount to give it legs. 01:19:24
So to speak. So that and and and if we can. 01:19:31
Hit these targets we could and and something that could paint a realistic picture of it being self-sustaining ultimately between. 01:19:34
You know, sponsorships from different. 01:19:39
Local businesses and from. 01:19:42
Residents that would, that would charitably give and that kind of thing. 01:19:44
I wonder if that's something that. 01:19:48
That would be if there'd be an appetite for providing something like that, thinking that along those lines, if that makes sense. 01:19:52
I know somebody that would. 01:19:59
Provide this year's. 01:20:00
Budget for example the the ask I guess for this year and maybe much of next year's also. 01:20:02
I don't think it would be that hard to raise that money, but I but I anyways, I'd love to see something like that put forward so. 01:20:09
You go girl, go get that money. Go get it. 01:20:16
We can do a budget amendment for that charitable contribution. 01:20:19
I think in the meantime though. 01:20:23
That needs to be underwritten so they can get started, but that doesn't preclude an opportunity for us to solicit. 01:20:25
For the Arts Council or this council itself that solicit. 01:20:32
Donation to offset that. 01:20:35
That effort? 01:20:38
That's why I just like to see what would you, how would you see that looking? I'd love to see that as a fourth policy option, I 01:20:39
guess, if that makes sense. And I think like Gina said, I think that would be our hope as well. Yeah, I think this year might be a 01:20:44
little tricky, but it sounds like you have some. Yeah, I know. I know that we've come up with this year. Yeah. So that could, I 01:20:48
think kind of streamline that process a bit. 01:20:52
But I do know that Arts Council board is really interested in trying to build those relationships, so there might be somebody who 01:20:57
could be that champion, I just don't know. 01:21:01
Enough yet to Yeah, we can have this brought to you by the Holiday Arts Council, Holiday Theater Company and. 01:21:05
Ty's friend, Our donors. Our donors. I mean, that's what we do with the. 01:21:10
At the concert with the free concerts, as we always recognize Holiday Bank and trust in Rocky Mountain Power and blah blah blah 01:21:15
and. 01:21:18
And where you're just doing, at least at this point, one play a year or say, the Princess party. 01:21:21
There's no reason we can't have. 01:21:26
Somebody that is the primary sponsor or companies. 01:21:28
Primary sponsors of that event and. 01:21:33
Tag their name to it. 01:21:36
And there there will be printed programs as far as the production goes. So I think there's opportunity through recognition and. 01:21:37
You know also the marketing materials. 01:21:43
Just like the mayor said for some of our other programmings that we do that. 01:21:45
Yeah. I think it absolutely highlights, I think. 01:21:48
I'm confident that we can get support, but. 01:21:51
Based on the tight timelines we're on right now, we kind of need to have the commitment from the city to. 01:21:55
Turn the theater company loose on getting. 01:22:00
These auditions in place and getting the rights to getting the rights to the play and. 01:22:03
And scheduling rehearsal venues and blah, blah blah. Get all that stuff going then. And then if we can get. 01:22:08
Donations on the backside we can certainly bring down our. 01:22:14
Contribution. 01:22:17
Right. 01:22:19
But this would this this would give. 01:22:21
Everybody the comfort level that they can start going. 01:22:23
Start the planning process to put this production in place for August. My only concern with that would be that if we're like OK, 01:22:26
we're we have a comfort zone so all of a sudden the motivation to get the. 01:22:32
Private donors was diminished she's like OK we're fine because I I I think this is fantastic. I want to move forward with it but 01:22:38
I. 01:22:42
Like Ty I feel like. 01:22:46
Getting. 01:22:49
Private sponsorship for this is should not be difficult at all and so if we can, if the city needs to. 01:22:50
Front the upfront costs to get things going, to get the timeline moving, I'm uncomfortable with that, but. 01:22:57
I don't want to do it at the. 01:23:02
Expense of making sure, like Tyson that. 01:23:05
These other avenues are not going to be explored because now we're excited that we're putting on a show and focused on that. Yeah, 01:23:08
certainly. 01:23:11
Budgeting for Show 1 does not. 01:23:14
Create any promises for show 2 or show 3. 01:23:17
And so. 01:23:20
Show 2 and show three are certainly enhanced. 01:23:22
And their chances. 01:23:25
Increased dramatically when that donor base is built. So I think they're. 01:23:28
Certainly will be on the Arts Council side. 01:23:31
You know, they like to pursue those opportunities. 01:23:34
To get that, get those donors and certainly it increases the chances for two and three. Yeah, I'd like to reiterate again. 01:23:37
Because of the this building being closed, it won't just be budget challenges, will be logistical challenges, staff challenges, 01:23:45
because we'll all be spread out. 01:23:48
And he was softening the blow for year two and three are probably going to be the. 01:23:52
Bigger challenges than Year 4 and five, assuming. 01:23:57
We can keep that engine rolling. 01:23:59
I share your concern, but I don't. 01:24:02
I'm not overly concerned about the motivation to try to get sponsor money. 01:24:06
And I do feel like that the Arts Council has proved their worth in in doing this kind of thing in the past with the. 01:24:10
Concert series so I feel like. 01:24:17
We're in good hands with them trying to manage things. 01:24:19
Let me put it this way. I'm fine with the city underwriting it knowing that I know that we can get the. 01:24:23
The money voluntarily given and so it was, it's a Plan B that will not have to use I think. 01:24:28
But I don't like Emily saying I don't want that to alleviate. 01:24:33
A sense of. 01:24:36
I would have the expectation personally. 01:24:38
That a strong effort is made to build those sponsorships and go after it voluntarily, if that makes sense. Other question I have 01:24:40
is with this, with this being a government entity. 01:24:45
Does that pose a problem, say with this, you know, rehearsal location issue and stuff like that? 01:24:50
Could a church like a prophet Elias or like? 01:24:55
LDS Stake center or something that could those facilities be, I mean, is there anything that would preclude those being used if we 01:24:57
had permission from them to to use those as rehearsal places if they were able to reserve time at those facilities, stuff like 01:25:01
that. 01:25:05
We've actually had City Council meeting at Saint Vincent, so I don't think so. It doesn't matter. Yeah. OK. So that's another 01:25:08
option that could be considered. That would be. 01:25:12
Low cost or no cost, right, Right. 01:25:15
Yeah, that was before your time. 01:25:19
OK. 01:25:23
I think it's a great opportunity for the city and I, I. 01:25:26
I think it's also going to be. 01:25:29
An endeavor that's going to be easy to raise money for so I. 01:25:32
Echo what Emily and Ty are saying. 01:25:37
But I'm comfortable moving forward. 01:25:40
OK. 01:25:45
Well, a couple of things that I guess we'll anticipate bumping up the. 01:25:48
Budget amendment a little bit to to meet the. 01:25:52
The initial need and then. 01:25:56
We all have to anticipate, too, that we'll see this as an increased line item or an increase to the budget for the Arts Council. 01:25:58
For next year. 01:26:06
To accommodate to play. 01:26:07
And just one clarification. 01:26:09
The proposal is planning on an increase the increase being funded from the Arts Fund fund balance rather than in the transfer 01:26:12
amount to the Arts Council. 01:26:17
Sort of seeing that as a subsequent decision in year two or three and. 01:26:24
Over that time period, we can really develop a fundraising plan and to see whether that we could lower that transfer. 01:26:30
Whether we wouldn't need the full save $40,000 to increase the transfer from the general fund? 01:26:37
Whether we could raise some of that additional funding. 01:26:44
OK. 01:26:48
Well. 01:26:52
I think we're really lucky to have. 01:26:55
Such talented people. 01:26:57
Our community. 01:26:59
And talented youth and even adults in our community that that are willing to. 01:27:01
Put their time into this. 01:27:06
You can see we have a lot of boxes we have to check before we can get to yes. We're not trying to be. We just want to make sure 01:27:09
we've got a lot of questions answered and. 01:27:13
People that are actually going to have to do the work. 01:27:17
Understand how much work that's going to be and are giving us a thumbs up that they're willing to take that on. 01:27:20
Outside of your crew which are going to do the bulk of the work. 01:27:26
But. 01:27:30
Yeah, thanks for. 01:27:31
All you're doing with this thanks to. 01:27:34
Megan, who's not able to be here tonight, and Holly and Gina and Paul and Paul, do you want to make any closing statements? One 01:27:36
last issue that I explored in the Arts Council meeting was. 01:27:41
It's important for the when the. 01:27:46
When we commit to these shows. 01:27:49
That the theater company commit to the budget they've requested of us that because I informed them about how. 01:27:51
Slow and difficult it is to do. 01:27:58
Quick budget amendment. So if something comes up and all of a sudden something breaks and blah blah blah, and they all said Oh my 01:28:00
gosh, I need another 8000. 01:28:03
That doesn't happen in this environment where suddenly you can just get a bigger badge of allocation. It's something went wrong, 01:28:06
but the team, you know. 01:28:10
Confided and assured me that they that would not be part of the scenario that they have control of their numbers. 01:28:14
That wants to. 01:28:20
The ask is asked for. 01:28:21
That they can stick to that budget without. 01:28:23
Having to come back. 01:28:26
For emergency allocations, that's not part of their. 01:28:28
Their operating ethic. 01:28:32
So that gave me a great deal of comfort as well, so. 01:28:34
Their experience and passion, again, like Rob said, Mike, Mayor Dally said. I'm not concerned at all about. 01:28:37
The quality of product that we're going to get out of this team. 01:28:44
And. 01:28:47
I think it's going to be amazing and so our challenge will just be. 01:28:49
How do we continue to? 01:28:52
Fund this in a way. 01:28:55
Yeah, it will be amazing. And in Technicolor. 01:28:56
I just wanted to say that as tough as it is to put together a show, that's the easy part for us. We know how to do that. We've 01:29:00
done that many, many times. 01:29:04
The. 01:29:08
And that's where you kind of come. 01:29:13
Put it on the show. As hard as that is, that's the. 01:29:15
I'm just curious and I don't mean to. 01:29:20
Following but. 01:29:22
And I know that like there's a political line. 01:29:24
39th South, you know, and things like that. But are are most of you holiday residents or some of you holiday residents or? 01:29:27
Yeah. 01:29:34
Mr. Both. 01:29:37
Well, I just have to say thank you for your I mean, that's you can talk about labor of love, you know, and and and the volunteer 01:29:39
work both on the art of those that serve on the Arts Council and Historical Commission and you all and that that's what I love to 01:29:45
see is people to give and, you know, donating the the use of your of your. 01:29:50
Of your. 01:29:57
Quiver of costumes and every and everything else is you know and all of that so it's just it's very, very. 01:29:58
Impressive and good of you all to give your time, so thanks. 01:30:04
When Robin Edwards and I left Olympus High School just this last August, we left them $34,000. 01:30:15
In the black, that was after everything was paid for. So Little Mermaid was the last show that we worked on together and after all 01:30:22
the bills were paid and if you saw the show, you saw the incredible costumes and flying. 01:30:28
$34,000 is what we left the new theater teacher we're hoping. 01:30:34
That this will be self-sustaining after year one because I mean the ticket prices. 01:30:39
I mean, we did a very small 500 seats. 01:30:45
Per night at $10 a ticket, it was a it was a great amount, but I'm I'm confident. 01:30:49
That we can do better. Cool. 01:30:56
All right, well. 01:31:00
Our staff will do our part to put the financial pieces in place in terms of what we're required to do as a city. 01:31:02
I'm assuming that Megan will. 01:31:08
Link up with the appropriate leadership from the. 01:31:12
Holiday Theatre Company. 01:31:15
And we'll look forward to an unbelievable. 01:31:17
First show. Inaugural show. 01:31:21
So let the show go on. 01:31:23
Let the show go on. 01:31:25
Really, that's where it go. 01:31:28
You're hired. 01:31:33
Now the big part of the night. Any other business. 01:31:35
Our closed session. 01:31:40
No closed session, Gina. 01:31:41
You sure you don't want to go into closed session? 01:31:43
Move to adjourn. 01:31:49
Second, all in favor, Aye, we're adjourned. 01:31:51
