It became challenging with directing the state on which action and which task we accomplished. 00:03:40
So this amendment will address that challenge by adding numbers throughout the plan for each of the strategies. 00:03:45

With the similar requirements and rights as private and charter schools. 00:05:19
This proposed code amendment will ensure that Holidays code is consistent with the state code. 00:05:24
So the changes that were proposed are. 00:05:30

All right. Item number six is the public hearing on proposed amendments to this year's fiscal fiscal year budget 2024-2025. 00:07:23
This is in your packet and Christian is going to review these changes and we'll take any questions or clarifications from. 00:07:31

This is the second budget amendment to the fiscal year 2025 budget. 00:07:43
I'm going to start off just with the general fund, which. 00:07:47
The very top section. 00:07:51
We're increasing our appropriation of fund balance by $44,000. 00:07:52
And that is to fund. 00:07:57
The addition of two part-time positions. 00:07:58
One is in the Justice Court and one is in the building department. 00:08:02
The Justice Court position is a part-time clerk and the building. 00:08:05
Position is a part-time building inspector. 00:08:09
The impact for fiscal year 25, it will likely be a little less than what we budgeted here, but we just did a little bit of cushion 00:08:12
there. 00:08:15
And then the impact going forward I'm estimating will be roughly 115,000 between the two positions in. 00:08:18
Subsequent fiscal years. 00:08:25
Moving on to the Arts Fund, we are we. 00:08:29
Received a grant, the Creative Aging Grant through the Utah Arts and Museums. That's for $3000. 00:08:32
And then we have an appropriation of fund balance for $10,000. 00:08:38
The expense side, the 5000 of that 10,000 is for the Holiday Theater Company which. 00:08:42
Get some folks here for that. 00:08:48
And then we have an increase of 5002 salaries within the Arts Fund and that is for a seasonal arts coordinator that will be 00:08:50
working with Megan Aderman on a lot of our summer events and helping to plan. 00:08:55
And coordinate those events with her. 00:09:00
And then finally, we have the other side of that creative aging grant, just the expense side for those classes. 00:09:04

The total that would be required next fiscal year as well. 00:09:22

Of the shell material, the licensing and that, yeah, because I think one question I'll have when we get to it later is just make 00:09:40
sure we have enough funding for additional help for the Arts Council. 00:09:44

Moving on to the grants fund, we have a TRCC auditorium grant for that is for the redesign and renovation of the auditorium 00:09:56
downstairs. They're going to be doing a study. 00:10:01
I believe the company we're working with is called Schleck and they're going to be doing a study. 00:10:06
Just to see what some of our options are in the auditorium downstairs, it's a $22,000 grant. 00:10:10
And then there is a $2500 city match portion. 00:10:15
We've included another 5000 just for incidentals that could occur during. 00:10:19
During that process. So a total of 30,000 is what we're budgeting for that renovation design. 00:10:23
Moving on to capital Projects Fund, we're increasing the interest earnings by 550,000 and that was an issue that we've previously 00:10:31
discussed in council meetings where the interest was being allocated near the end of the year versus. 00:10:37
Throughout the year and then it was missed as a budget oversight at the beginning of the year. So we're adding this because. 00:10:44
The Capital Projects Fund has cash in it that we're earning interest on every month. 00:10:50
And then in addition to that, we are actually showing a decrease in appropriation of fund balance of 156 thousand. 00:10:55
That's due to the interest earnings and then we had some projects that were moving around, some of the budget on and some new 00:11:01
projects that we're adding to the capital projects budget for 2025. 00:11:06
And I'll cover those briefly. So we have a Holiday Rd. signal. This is for Murray Holiday Rd. It's over by. 00:11:12
Royal Holiday Hills It's a traffic signal that's become a pretty significant problem that we're hoping to address. 00:11:19
In addition to that, we have a reduction in additional paving projects. We have about $200,000 worth of projects that Jared is 00:11:25
hoping to complete in fiscal year 25. 00:11:30
But we had budgeted around. 00:11:35

So that is an item that. 00:11:46
Is part of our agreement to develop land, or ADL with the developer of Rail Holiday Hills? 00:11:51
That that is an improvement that should be funded as part of that agreement. 00:11:57

That was unplanned in terms of timing. 00:12:06
Increment has not been flowing in the developer. 00:12:10
Would prefer not to fund to fund that off site improvement at this time. 00:12:15
As a staff, we are concerned about further delaying that improvement just given the pace of construction. 00:12:22
And so are requesting use of capital project funds which and then hoping that the Council would direct an agreement. 00:12:30
So that we would be repaid from increment. 00:12:41

Essentially, we thought those improvements were going to be put in as part of the development, but. 00:12:48
It's, you know, we understand that it's been a little bit slow, so the increment is not flowing, but we can't wait. 00:12:53

There's some of these things we don't feel like we can wait to put them in, so we're going to fund it. 00:13:01
And I'm assuming we're all in agreement that then we'll re engage with the. 00:13:06
Developer to say, look, we need some sort of agreement to recognize that we're. 00:13:12
We're paying for this and we expect to be reimbursed for it once the increment. 00:13:16
Flow is enough to reimburse the city for those improvements. 00:13:21
And I'm assuming we'll look through what all those are. 00:13:25
And pick and choose what we think we actually need to get done now or do we think the lights pretty much it and then we can wait 00:13:28
on the rest or we'll look at that. 00:13:32

We're reducing the budget on those completed projects and then we're increasing the budget on a few other projects we'd like to 00:14:49

The Jungle and Mordell Lane, those were projects that are nearing completion and there's a little bit of budget, so we're looking 00:14:58

Exempting religious organizations and nonprofits from the payment of that fee. 00:27:48
As a general rule, that. 00:27:54
The League of Cities and Towns has opposed. 00:27:56
Those kinds of exemptions. 00:27:58
They think the fee ought to be assessed uniformly. 00:28:00

If you're a heavy commercial user like at Costco and you have huge traffic, you pay more. 00:30:52

On the periphery, both sides of the stage and backstage are countless volunteers who have painted and pressed and perfected every 00:51:44
inch of reproduction because of its representing holiday city. 00:51:50

There are 16 vocal studios with at least 15 students each. 00:52:05
But in our little holiday city, there are two renowned vocal studios. 00:52:10

Our master musician here. 00:52:17
Has been an advisor to American Idol finalists and Mindy Pack. Has coached Justin Timberlake and is on the road with Sabrina 00:52:19
Carpenter. 00:52:23
Those studios reside here in Holiday. 00:52:27
There are 10 dance studios with over 1400 dancers learning to point and PK and arabesque so that they would have an opportunity to 00:52:30
perform. 00:52:35
There are even 3 acting theatrical drama schools in the city of Holiday. 00:52:41
What do all of these people have in common? 00:52:46
Our musicians and our dancers and our performers. 00:52:49
They have one thing in common and that is that they know that working together. 00:52:53

When we bring a community together, it's magical. 00:53:01

So the vision, excuse me, the division of responsibilities between the two groups, starting with the Holiday Arts Council. 00:55:23
They would contract and hire the artistic team, in this case being the Holiday Theater Company. 00:55:31
We would secure the rights, royalties and necessary licenses. 00:55:36
We would arrange performance and rehearsal venues. 00:55:40
Develop and execute the marketing strategies and then managing the. 00:55:42
The ticketing. 00:55:46
And we have an existing. 00:55:47
Software that we could use for that ticketing purpose right now. 00:55:49
On the flip side, the Holiday Theater Company would oversee all the artistic production and development. 00:55:53
And then foster a positive, inclusive environment for volunteers and participants. 00:55:59

What the pilot production would look like and then what a future program might. 00:56:14
The pilot production, not unlike a lot of our summer programs, straddle our two fiscal years. 00:56:20

All right. Item number six is the public hearing on proposed amendments to this year's fiscal fiscal year budget 2024-2025. 00:07:23

This is the second budget amendment to the fiscal year 2025 budget. 00:07:43
I'm going to start off just with the general fund, which. 00:07:47
The very top section. 00:07:51
We're increasing our appropriation of fund balance by $44,000. 00:07:52
And that is to fund. 00:07:57
The addition of two part-time positions. 00:07:58
One is in the Justice Court and one is in the building department. 00:08:02
The Justice Court position is a part-time clerk and the building. 00:08:05
Position is a part-time building inspector. 00:08:09
The impact for fiscal year 25, it will likely be a little less than what we budgeted here, but we just did a little bit of cushion 00:08:12
there. 00:08:15
And then the impact going forward I'm estimating will be roughly 115,000 between the two positions in. 00:08:18
Subsequent fiscal years. 00:08:25
Moving on to the Arts Fund, we are we. 00:08:29
Received a grant, the Creative Aging Grant through the Utah Arts and Museums. That's for $3000. 00:08:32
And then we have an appropriation of fund balance for $10,000. 00:08:38
The expense side, the 5000 of that 10,000 is for the Holiday Theater Company which. 00:08:42
Get some folks here for that. 00:08:48
And then we have an increase of 5002 salaries within the Arts Fund and that is for a seasonal arts coordinator that will be 00:08:50
working with Megan Aderman on a lot of our summer events and helping to plan. 00:08:55
And coordinate those events with her. 00:09:00
And then finally, we have the other side of that creative aging grant, just the expense side for those classes. 00:09:04

sure we have enough funding for additional help for the Arts Council. 00:09:44

Moving on to the grants fund, we have a TRCC auditorium grant for that is for the redesign and renovation of the auditorium 00:09:56
downstairs. They're going to be doing a study. 00:10:01
I believe the company we're working with is called Schleck and they're going to be doing a study. 00:10:06
Just to see what some of our options are in the auditorium downstairs, it's a $22,000 grant. 00:10:10
And then there is a $2500 city match portion. 00:10:15
We've included another 5000 just for incidentals that could occur during. 00:10:19
During that process. So a total of 30,000 is what we're budgeting for that renovation design. 00:10:23
Moving on to capital Projects Fund, we're increasing the interest earnings by 550,000 and that was an issue that we've previously 00:10:31
discussed in council meetings where the interest was being allocated near the end of the year versus. 00:10:37
Throughout the year and then it was missed as a budget oversight at the beginning of the year. So we're adding this because. 00:10:44
The Capital Projects Fund has cash in it that we're earning interest on every month. 00:10:50
And then in addition to that, we are actually showing a decrease in appropriation of fund balance of 156 thousand. 00:10:55
That's due to the interest earnings and then we had some projects that were moving around, some of the budget on and some new 00:11:01
projects that we're adding to the capital projects budget for 2025. 00:11:06
And I'll cover those briefly. So we have a Holiday Rd. signal. This is for Murray Holiday Rd. It's over by. 00:11:12
Royal Holiday Hills It's a traffic signal that's become a pretty significant problem that we're hoping to address. 00:11:19
In addition to that, we have a reduction in additional paving projects. We have about $200,000 worth of projects that Jared is 00:11:25
hoping to complete in fiscal year 25. 00:11:30
But we had budgeted around. 00:11:35

As a staff, we are concerned about further delaying that improvement just given the pace of construction. 00:12:22
And so are requesting use of capital project funds which and then hoping that the Council would direct an agreement. 00:12:30
So that we would be repaid from increment. 00:12:41

Essentially, we thought those improvements were going to be put in as part of the development, but. 00:12:48
It's, you know, we understand that it's been a little bit slow, so the increment is not flowing, but we can't wait. 00:12:53

There's some of these things we don't feel like we can wait to put them in, so we're going to fund it. 00:13:01
And I'm assuming we're all in agreement that then we'll re engage with the. 00:13:06

We're paying for this and we expect to be reimbursed for it once the increment. 00:13:16
Flow is enough to reimburse the city for those improvements. 00:13:21
And I'm assuming we'll look through what all those are. 00:13:25
And pick and choose what we think we actually need to get done now or do we think the lights pretty much it and then we can wait 00:13:28

The same cane that cane that he uses as he walks down the aisles of Harmon's grocery store. 00:51:01

He loved his debut when he was third tree to the right in his eighth grade production of The Wizard of Oz. 00:51:11
But time had passed and Gray hairs are coming and a cane is needed. 00:51:18
But he signed an audition notice and thought to himself, well. 00:51:23
I've always wanted to do it again by darn and it's right close to my home. 00:51:26

He looks out into the audience and he sees his wife and his children and his grandchildren, and they have a magical glow on their 00:51:33

On the periphery, both sides of the stage and backstage are countless volunteers who have painted and pressed and perfected every 00:51:44
inch of reproduction because of its representing holiday city. 00:51:50

There are 16 vocal studios with at least 15 students each. 00:52:05
But in our little holiday city, there are two renowned vocal studios. 00:52:10

Has been an advisor to American Idol finalists and Mindy Pack. Has coached Justin Timberlake and is on the road with Sabrina 00:52:19

Those studios reside here in Holiday. 00:52:27
There are 10 dance studios with over 1400 dancers learning to point and PK and arabesque so that they would have an opportunity to 00:52:30

There are even 3 acting theatrical drama schools in the city of Holiday. 00:52:41
What do all of these people have in common? 00:52:46
Our musicians and our dancers and our performers. 00:52:49
They have one thing in common and that is that they know that working together. 00:52:53

When we bring a community together, it's magical. 00:53:01

But what I would like to focus on is kind of starting with the division of responsibilities and how this relationship would work. 00:55:12
Internally between the Arts Council and the Holiday Theater Company. 00:55:19
So the vision, excuse me, the division of responsibilities between the two groups, starting with the Holiday Arts Council. 00:55:23
They would contract and hire the artistic team, in this case being the Holiday Theater Company. 00:55:31
We would secure the rights, royalties and necessary licenses. 00:55:36
We would arrange performance and rehearsal venues. 00:55:40
Develop and execute the marketing strategies and then managing the. 00:55:42
The ticketing. 00:55:46
And we have an existing. 00:55:47
Software that we could use for that ticketing purpose right now. 00:55:49
On the flip side, the Holiday Theater Company would oversee all the artistic production and development. 00:55:53
And then foster a positive, inclusive environment for volunteers and participants. 00:55:59

What the pilot production would look like and then what a future program might. 00:56:14
The pilot production, not unlike a lot of our summer programs, straddle our two fiscal years. 00:56:20
So there is a portion that would be a budget amendment for fiscal year 25. 00:56:25
And then when the budgets developed for the next fiscal year? 00:56:31

Arts offerings and they're asking for more and this is a great opportunity to do that and. 00:59:16
You didn't have the benefit of being at the Arts Council meeting with this cast here, but they all went. 00:59:22
And saying a number of numbers and they were fantastic. 00:59:27
And I've had the Joseph song stuck in my head as an ear worm for the last two weeks since they came in. He was great. 00:59:31

Fee. So our Princess party we've done for the last dozen years at Olympus High School. It's held on a Saturday morning. We would 01:03:32
love to do it here on holiday. We would do. 01:03:36
Two different parties at 10:30 and at noon because the space isn't as large as Olympus High School. 01:03:41
We have access. I own all of the Princess costumes and. 01:03:47
Their Lisa Wood style so you know that they are the very best that they can be. 01:03:51
We have girls that are singers that come and they be, they are those princesses and we put on a story. It's about a 30 minute 01:03:56

We've offered that as a way to offset some of our costs. We know it's not a great deal of money when you're talking about your 01:04:40

That put together a potential funders list for us and the board, the Arts Council board has expressed an interest in pursuing 01:05:34
fundraising for some of their programming. So Megan has that list and it is something they're going to start to. 01:05:40

Would this be a good candidate for his zoo, arts and parks? 01:05:48
And that's what I was wondering. So is that something that you're looking into as far as? 01:05:52

Theater Company into the little Conwood room if we have a conflict. 01:13:43
